Nothing of very general interest had transpired in Parliament. The debate on the Indian bill had been postponed for the present. Later news from India had been re ceived. Azingur lmd been relieved and the rebels defeat, and near Futtingher, many were killed and live hundred were taken prisoners. The British loss in these en gagements was about seventy. Report of the Committee on Foreign Relations. In the Sennte, on Thursday Inst, Mr. Mason, from (he Committee on Foreign Relations, to whom was referred the reso lution enquiring whether additional lcg is stion wus necessrry to place power in ilie hands of the President, submitted a report, of which the substance is that oflieial statements show a succession of acts of aggression by British cruisers in tiie Gulf of Mexico, so marked and ex traordinary as has awakened tho indig nation of tiie country. Vessels under our flag, pursuing lawful commerce, ha>e been fired into nnd stopped nnd interro gated as to their cargo,’ destinati n, crew, &c. No less than fifteen American ships in the harbor of Sagun la Grande, and six on the high seas, oftic nlly re ported, each arrival bringing additional aggressions of the sutne power on our flag. It has hitherto happened in isolated cases, where similar aggressions liavo occurred through mi.-conceplion, the United States has been contented to await a disclaimer of intent, but the continued and persevering character of these outrages is Buch as to arouse tho indignation of the country, and to re quire us to arrest at once, and to end at once und forever, the continuance of such indignities. The slave trade is alleged as the ex cuse, but tiiis the Committee will not discuss. The United Slates, though often invoked, refuses to recognize the right of police—they tost upon the principle that the marine under our flag cannot he visited or questioned without our consent, and the Committee deem this a fit occa sion to declare it as u princi le of the Uniied States, admitting of no reserve or qualification, and to he maintained ut any cost. They admit of no right of visita tion, far less of search. Such have no foundaticn in law or country, and cannot be tolerated by any sovereign power with out the derogation of her sovereignty. Tiie infraction of sovereignty consists in the visitation. Tiie best American nnd English authorities, Stowcll, for instance, so decide, founding their views on two principles—first, tho equality of all inde pendent States —secondly, the comity of the sea as n highway. Ind gnnrit as tlio American people are and ought to he at these aggressions, yet their occurrence will afford an opportuni ty to end them at once nnd forever, and the Committee refrain from recommend ing further legislation only for the reason that the President has already ordered all tlio available navy to tho infested wa ters with orders to protect our flag. It is believed that this measure will be serviceable for the present in stopping tho outrage. The subject has aiso been brought to the notice of the otfeuding Power both through our Minister at Lon don and their Minister at Washington.— The Committee cutinot, therefore, until a reply is received from Great lirituiu, de cide on measures that will beaguarantee for tlio future—for nothing short of that will satisfy the American people. The Committee therefore, while refrain ing from recommending any present legis lation, have unanimously Resolved. That American ships at sea, under our flag, remain under the juris diction of tho country to which they belong, and therefore that any visitation or molestation is an infraction of tho sovereignty of the United States. Resolved. That these aggressions de mand such unequivocal explanation as shall prevent their recurrence forever in future. Resolved, That tho Committee approves of the action of tho Executive, and are prepared to recommend such future legis lation as circumstances may require. It. for the month of May.— Tiie new passenger Depot at Chattanooga is being rapidly erected. All necessary repairs upon the Road are being pushed forward with great energy. All theso expenses are promptly paid, out of the earnings of the Road, nnd tbe sums paid into tho State Treasury are only the nett profits. The Governor is redeeming bis pledge that the road should pay, and the Super intendent is establishing for himself tbe diameter of one of the first business men in the State. The officers of the Road from one end to the other, are gen tlemen of undoubted integrity and fine business qualifications. Further com ment is unnecessary. Action* speak louder than words.
