Gen. H. W. I’alfrey presided, assisted by half a dozen Vice Presidents. Col. Christy made tho principal speech of the occa sion, after which a preamble, reciting briefly the outrages complained of, nnd the following resolutions were unani mously adopted : Resolved, That we, citi2ens of New Or leans, reiterate ibe sentiment that ••the colors which float from the musts of American vessels arc the credentials of the senmen who man them,” a sentiment enunciated by the leading statesmen ol our country a half a century ngo. and successfully vindicated in a war which covered with glory the American name. Resolved, That tho high-handed out mges cited above demand immediate re dress; that by the insolence of a foreign potytr we aro pinced, as a nation, in an emergency which the protracted diplo macy and “paper bullets” of ministers are utterly insufficient to meet; that the exigency is one which calls on the gov ernment to protect its citizens by prompt retaliation, and thnt shot should be an swered with shot, and negotiations com menced afterwards. Resolved, That as merchants of one of the most important maritime ports in the country, whose property, in common with ottr brother merchants of the Noith, has thus recklessly be en put nt hazard, and more especially as citizens of the United States, whose flnp lias been grossly nnd without provocation insulted, wc believe it to be our duty, and declare it to be our Intention, if an efficient protection to American citizens and American com merce is not speedily afforded by tho National Government, to despatch, nt our own expense, an armed naval force of sufficient power to punish these infamous attacks on the lives and the fortunes of our people. Resolved, That we recommend to the masters of ships now in port to arm their ships for self-defence. Correspondence Journal of Commerce. Diplomatic Troubles—France In S Icarngnn. AsMNtvAl.r,, May 14, 1858. The news from Nicaragua is curious and interesting. It nppenrs thnt the Yrissari treaty is not fully ratified. It passed the Senate. The papers pro claimed its ratification, nnd every ono took it for granted that all was done that was required. Gen. Lamar called upon the President and congratulated him upon it, and his congratulations were received. All this time, however, the President had not signed the treaty, yet it was no doubt his intention to sign it. In the rnenn timo a now negotiator ap peared on the scene, in the person of M. Felix Belly, a Frenchman, who is not an accredited diplomat, bnt who appears to have somo authority from the French government, or from tho Emperor Napo leon, which is recognised by the Nicara guan authorities as sufficient fie also protends to have, or has, some authority from French capitalists, and the “Credit Mobijier,” to contract for the canal routo over that isthmus, for which he states sixty million francs are already subscrib ed or pledged. Whatever may bo his authority, the Nicaraguans now say that the Yiissari treaty has not been ra ified; an t that government is now making a treaiy with M. Belly, placing the transit under iho protection of France, and giving a French company the right of building a canal acres* that isthmus The President has called a meeting of the Senate, for the purpose of reconsid ering the Yrissari treaty, wilh a view to having it rejected. On the appearance of M. Belly in the country, the government quietly left Mnsaya, where it was established, and took up its quarters at Rivas, leaving Gen. Lamar behind, without notifying him of the movement. fn the discussion of tho new treaty with M. Belly, President Mora, of Costa Rica, with a number of tho members of his cabinet, assisted—-having been called to Nicaragua for that purpose. Gen. Lamar has no doubt been grossly deceived and trifled with by the President and authorities of Nicaragua, and 1 should not wonder if they in their turn are in the way of being similarly treated by M. Belly. There is something so underhanded— so undiplomatic in the movement of M. Belly, I can hardly think that the French government has anything to do with it. His movements may have a real meaning in it. We know that Mr. Marcoleta is in Paris—living in style, it is said, at tho expense of the French government. This M. Belly was to have accompanied Sir Gore Oudy to Central America on the part of the French government. But, on the other hand, of what value can that transit be to France ? Or would that government take such a step as M. Belly has, in the state in which our negotia tions were with Nirat agua? —— Later from Kansas. A committee of three was appointed by the Chair to prepare tho programme for conducting the election provided for by the Kansas bill, to report ut the next meeting, to tako place on the 31st inst. On motion of E. VV. Babcock, it was unanimously agreed that the election ordered by tho act of Congress Bhall tako place on ihe first Monday of August next. Adjourned. Gov. Denver arrived here this evening.
