Washington, Juno o.—Mr. Sickles in tends to introduce in the House to-mor row a bill authorizing merchant vessels to arm to protect themselves against search, visitation or detention, and to make captures, to beoondemned as prizes; and authorizing tho President to employ tho naval forces for the same purpose. Tho Senate Committee on Finance pro pose to amend tho House Ocean mail bill, by authorizing the change of the termi nus of the Collins line, from Liverpool to Southampton. In case of the failure of a trip by the Collins line, tho Postmaster General is to give tho ocean and inland postage to tho other parties carrying the mail. The compensation for the House and Bremen lines is to bo limited to the oceun nd inland postage. The President has signed tho bill de daring the title to laud warrants to rest in the window and heirs or legatees in all eases where proof was filed but the war rants were not issued during tho lifetime of the claimant and makes them personal chattels. Warrants undertheact of March, 1836, aro assignable. Senator Henderson’s funeral took place this afternoon from the Capitol. The President and Cabinet, Foreign Ambassa dors and members of Congross were in attendance. Mr. Hughes, who had the difficulty witli Mr. Harris, of Illinois, in the House the other day, sent a challenge to Mr. Harris, who promptly accepted it; but it was afterwards suspended or tempora rily withdrawn for explanations, and late to-night arrangements were made by which tho offensive langungo used in de bate on the 2d inst. was withdrawn by each in the order it was uttered, and thus tho difficulties were amicably adjusted. Tlioy are not of importance, except that Col. Hoffman’s command had advanced only 40 miles botween the Ist and 14th of May. It would not reach Cump Scott before the 10th or 15th of June. There is nothing relative to tho re ported cutting off of Capt. Marcy’s train. Colonel Andrews’ column was at Fort Kearney on the 28th of May. An express from Fort Lnrumio met Col. Monroe at Big Illuo Creek and Colonel May at Clear Creek. The mail from Utah is to the 16th, and brings confirmation of Gov. Cummings’ entry into Salt Lake City, but no other news. One of the letters from Havana, dated the 30th of May, mentions that the officer who searched the American vessels at Sagua la Grande had been arrested ; and a gentleman who was on board tho Ca hawba on her passage from New Orleans informs us that whon they touched at Havana it, was currently reported that the llritish officer, said to be the captain of the Buzzard, hail been placed under arrest by his superior officer and sent un- ‘ der uu escort to Jamaica for trial; that tlie feeling of the people there was, that the commanders of the Etyx and Buzzard had exceeded their instructions, and would he withdrawn.
