Washington, Juno B. —The President to-day communicated to tho Senate the correspondence between Do Osma, tho Prussian Miuistcr, and the Secretary of State, relative to tho forcible and violent seizure of tho American vessels Georgiana aud Lizzie Thompson, whilo engaged in taking in contraband trade, aud impris oning tho prisoners on board. Our gov ernment hns claimed full satisfaction both for this and tho boarding and detention of the Dorcas C. Yeates by a Peruvian armed stoamer. De Osma enters into a long argument in defence of tho Peruvian government, and expresses a hopo that nothing will occur to interrupt the friend ly relations at present existing. Secretary Cass, in reply, reminds De Osma that the case presents one of the very gravest questions for consideration, lie says that the cutting out of these vessels resembles a prnctical enterprise rather than an exercise of legitimate power. He encloses the opinion of At torney General lilack, who maintains that the whole proceedings of the Peru vian government were contrary to the law of nations aud repugnant to the principles of mutual justice ; and trans mits a copy of his recent letter to Lord Napier, underscoring tho strongest sen tences for Do Osina’s information con cerning tho position of the United States relative to the search or seizures of American vessels by these foreign powers. The despatch sent from this city yes terday to certain papers, stating that the Judiciary Committee have framed a bill recommending that the contract be withdrawn from tho Atlantic Telegraph Company, on the alleged ground that the company has handed over their line to the British Government, is incorrect. No action whatever hns been taken by the Judiciary Committee of the llouso. Nor lias the Senate Committee, to whom has been referred various memorials hostile to the Atlahtic Telegraph Company, yet expressed any opinion. Senator Bigler has, iu his capacity of an individual Senator, introduced a bill to repeal the Telegraph net of 1807, and the dispatch above referred to is regarded here as an attempt to mystify the public by putting forward Mr. JSiglcr's movement as the action of Congress and tho Government. The prospects of tho company are un changed and no action is probable this session. ■ Letter, of Marque and Keprlial. In the Senate, on Monday, pending the consideration of an amendment to the Naval Appropriation Bill, submitted by Mr. Mallory, for the construction of ten sloops-of-war, Mr. Green, of Missouri, gave notice of his intention to offer an amendment to tho bill which would give tho country tho benefit of a large navy, without expense. It was, as he explain ed it, to tho effect, that if, after the fla grant commission of outrages upon our citizens by other powers, the President shall deem it necessary and important for tho protection of our citizens, rights and commerce, or for the speedy redress of such wrongs, lie shall be authorised and empowered to grant und issue letters of marque and reprisal to American vessels, which shall continue until the meeting of Congress next thereafter, and he shall then inform Congress of nil the facts upon which lie acted. Sva Serpent Caught. A marine monster of formidable dimen sions was exhibited at No. 98 Wall street for a short time on Saturduy morning, having been caught early the same day by Jos. Crary, whilo fishing off’ pier No. 1 Hast River, with a hook and line. It was of tho viper tribe, 91 feet long, and twelve inches in circumference, in the largest part, covered with brilliant diamond shaped spots, in yellow and black, and very handsome when first caught. The creature was sont off to a person skilled in the art of stuffing, and when thus pre served will bo returned to Wall street. If not the veritable sea serpent of which so many tales are told, it must have been one of his lineal descendants. The Courier states that tbe City Coun cil of Louisville have ordered a vote of tbo citizens, as to whether they will au thorise a city subscription of .i>.'ioo,ooo to the Memphis Branch of tho Louisville and Nashville Kuil Road Company; and no doubt is entertained of its being voted. The money is to be paid in four annual instalments, and to be used between Bowling Green and the Tennessee line. This looks as if our neighbors have seeu this danger und ure endeavoring to avert it. It is tho right move, and may effect other points iu Kentucky on the line of tho road Georgia Wheat. In tbe report of the New Y'ork market of the 7th, wc find the following remarks upon wheat: The sales are 19,000 bushels at $1 for red Ohio, §1 08 for white Michigan and Indiana, $1 40 for choice white Southern, and $1 00 for new crop Southern white, the first of tho season, consigned to Messrs. Brown & Caldwell, from the plantation of George Schley, near Au gusta, Geo., the quality very prime. Such a distinction iu favor of Georgia wheat is very flattering. Query.
