Richard Fitzpatrick, of Texas, lias been appointed Consul to Matamoraß. Our Treaty with China. Tho New York Times contains what purports to be a full copy of our new treaty with China. Speaking of it, the Times remarks: A largo portion of its clauses are in nearly the name terms as those of the treaty of 1846, though some clauses have been added and changes made which have an important|boaringupon ourcomtneroia! interests. Lord Elgin, moreover, evident ly did not. think so badly of some of its provisions as the London Time* now af fects to do. Under tho old treaty Ameri can vessels paid tonnage duties at the rato of five mace (60 cents) per ton; aud this was reduced, through Mr. Reed, the American Minister, to four mace per ton, (40 cents) upon the ground that as tho registered tonnage of our vessels is one fifth more than that of the Rritish, tbi* reduction of the rate was necessary to make the duties equal. Lord Elgin, on hearing of this reduction, insisted upon a similar reduction in tho British treaty, and thus sought to perpotuate the advan tage of British vessels over our own. Negro Corruptor*. Trading with slaves, contrary to law, is a serious evil, in Mississippi as well a* elsewhere. Owing to the difficulty of obtaining legal evidenco against tbe of fenders, and the prevalence of the traffic, a strong disposition lias been manifested of late, not only to apply lynoh law to those caught in the act, hut in order to duteot the guilty. The Baton Rouge Advocate says that Vigilant Committees are becom ing numerous in the larger slaveltolding parishes of Louisiana, to put a stop to illicit trading with slaves. W'e have be fore us the report of that organised in Pointe Coupee, which recommends the Committee only to act in conjunction with the law in punishing tbe offenders. This is right. Our laws are sufficient if the good citizens will assist in enforcing them. Let deteetive committees be or guuized, whose duty it shail be to ferret out and aid in bringing to justice the dealer with slaves in violation of law.— This will surely result in more good than the inflicting of punishment without legal sanction. —Jackson Misrissippian. . . .. ae ‘ Gold v*. The Galveston News says : There was a decrease in tbe taxable property of San Frauoisco, California, for the present fiscal year, as compared with the last, of considerably more than $4,- 600,000. The case is somewhat different in Texas, though we esnnot show so much gold.— Tho increase of taxable property in this State in 1867, over 1866, was $22,290,- 080, and this year the increase over 1867 is $8,793,672, ad, had the value of mer chandise on hand at the commencement of the year been assessed, the increase would have been shown to be about th* same as the previous year, or about 8 per cent.
