The President specially desires Con gress to leave no outstanding difficulties with Ureat llritaiu. No otlier two na tions can do each other more good, or more harm. Nicaragua presents the only difficulty in the way of tho closest bonds of amity between England aud the United States. Speaking of Cuba, tho President says that Cuban officials have again and again insulted our flag, and injured our citizens. Diplomatic delays have gone on year al ter year, and no reparation has been re ceived, except in the Warrior case. He wants the Captain-General of Cuba to be invested with tho necessary power and authority to settlo all matters in dispute between us, without tautaliziug references to Madrid. The fact is, continues the President, Cuba, in her present condition, is a constant source of injury and annoy ance to the American people; she caused the recent trouble with Great Britain and this country, which grew out of the visi tation o ‘ our merchant ships by Knglisb tnen-of-war in the Gulf. We should not, if wo could, acquire Cuba by any but honorable means, and the President urges that repeated oilers be made to purchase Cuba. So long as wo do not exerciso control over that Is land, it will continue to place our rela tions with Spain in jeopardy. Spain need not be ashamed or fastidious about selling Cuba. Napoleon Bonaparte sold Louisiana. Congress should authorize tho President to make a cash advance immediately on concluding the purchase of Cuba. In tho meantime, the Spanish Amistead claims are just, and they should be paid. Mexico owes to the people of the United States about $11,000,000, butslie is bank rupt, aud so powerless that she cannot protect our citizens from forced loans, or our frontiers from aggressions by her lawless people. Reprisals, on our part, are not only iu accordance with interna tional law, but aro the only moans of averting actual war. The anarchy prevailing in Mexico pre vents tho settlement of the Territory of Arizonia. The President recommends that this government shall assume a temporary protectorate over Northern portions of Chihuahua and Sonora, and establish military posts thereon, to be withdrawn whenever Mexico is capable of gover ning herself. The political condition of tho Isthmus is of tho utmost importance to us. The President advises all conflicting transit Companies to settle their difficulties be fore some competent tribunal, but says the commerce of the world should not be compelled to wait until such differences were satisfaclorily adjusted. Nicaragua may charge a reasonable sum for the right of way through her territo ry, and assess fair Custom House char ges, if she will, but she must not closo this route. Tito President usks for tho authority of Congress, to employ the land and naval forces of the country to keep the route opeu when required; and the troops to be withdrawn when the necessity ceases. The President recommends tho same policy to be applied to tho Panama and Tehuantepec route. Unless Costa Rica and Nicaragua make an early and peaceful settlement of tho difficulties existing between us, it only remains for us to employ the necessary forco to command a settlement. The Government of Grenada has offer ed anew treaty which will remove all difficulties with that tdtuto. Klio proba bly will not again attempt to enforce a tax on our passengers und commerce. With tho Government of Brazil our re lations aro of a friendly character. Wo aro in diplomatic correspondence with her, and urging hor to abolish hor high duties, as well as urging a settlement of the claims of our citizens against her Synopsis of Department Reports. Washington, Doc. <i.—Secretary Cobb, of the Treasury Department says thut the expenses of Government for the next fis cal year, will require $73,260,000 —in- cluding $16,600,000 for tho army, $13,- 500,000 for the navy, and $210,000 for tho ordinance department and fortifica tions. Post Office Dkpahtmknt.— Secretary Brown, of the Poitoffioe Department, re commends that the franking privilege bo abolishod, und the issuo of stumps be substituted. He deprecates the trans mission of heavy matter by mail—recom mends the adoption of uniform rateß of postage at 6 cents—favors the establish ment of a line of mail steamers front Ban Francisco to Japan und Chinn. He esti mates tho expenditure next year at $14,- 760,000, and the receipts at $11,000,000 Depautment of the Intbbior. —Secre- tary Thompson, of tho Interior Depart ment, states that the rovenuo received last year from tho sales of public lands, amounted to $2,000,000. Ho recommends that the government shall cover all lands containing the precious metals, and sell all lands containing tho baser metals.— Ho advises tho extensidh of the pre emption laws over the Territory of Utah. Navy Department. —SecretaryToucey recommends an increaso in tho number of officers of the Navy, of all classes; and favors tho purchaso of all tho vessels lately chartered for tho Paraguay expedi tion. Ho also reeommends tho construc tion of ten light draught steamers. War Department. —Secretary Floyd, of the War Department, gives it as his opinion, that the Nevnjo and Camancho war just commenced will prove to be fierce and bloody ; but ho states that it will be vigorously prosecuted, lie recommends but sow new fortifications, and those only at exposed points.
