Tho market closing dull. Manchester. —Advices from Manchester continuo favorable. Narrow Escape. Tho Rome (Ga.) Courier states that on Thursday last, Mr. J. Cuningham Tumlin, of Cartorsvillo, almost miraculously es caped tho loss of his life. Ilis liorso took fright about four miles from Rome, and ran with his buggy. He was soon thrown forward from the buggy, and being caught by his foot between tho foro axel tree aud spring bar was dragged some four hundred yards, over a very rough and rocky road, and yet strange to say, escaped with no serious injury. A contest arose in the Legislature of North Carolina, on Friday of last week, as to tho right of Augustus Moore, of Martin county, a minor, to a seat in that body. After an extended and able dobate, tho House docidod him entitled to a seat by a voto of 72 to 32. The Hank Act. An Act to impose additional penalties upon tho Banks of this State, so as to cornpol them to comply with tho requisi tions of an Act entitled “an Act to provide against tho forfeiture of tho several Bank charters in this State on account of non-specie payment few a given time, and for other purposes therein mentioned,’’ passed by a consti tutional majority at tho last session over tho Exocutivo veto. Sec. 1. The General Assembly of Geor gia do enact as follows : All and every Bank in this State which shall not by the first day of January next make their re turns, accompanied by allidavits, in tortus of tho above recited Act, they shall, in uddition to tho penalties therein pro scribed, forfeit and pay to the State, a tax of two per cent per month upon their capitul stock from that time, to be levied and collected by execution issued from tho ofiico of tho Comptroller General. I'rovide.d, That execution shall not is sue before the first day of July next, and tho Bank may, in tho mean time, prevont the issuing of execution by making its regular aud semi-annual returns relating back to the said first day of January next. Sec. 2. Upon the failure of any Bank or Banks in this State to make their re turns, as provided in the said Act of 1867, and in tho time provided in the foregoing section, they shall be liable to pay a tax of two per cent per month on their capi tal stock during the time of such failure, to be levied aud collected in the mannor prescribed in the foregoing section; exeoution to issuo at tho end of every month during which eueh failure exists.
