raid into Nicaragua, there wero persons,

ed the speedy repetition of tho outrage
by Great Britain. Tho ovont comes quick
upou tho prophocy. Tho aggressive de
monstration of the English navy, in tho
port of Kan Juan, is an ambitious plagia
rism of I‘aulditig’s exploit; und when
this Government shall demand apology
for the insult, it will be soothed with a
recital of its own subordinate’s achieve
ments. The reply, we would faiu believe,
will bo more embarrassing than satisfac
tory. In fact we hnvo the emphatic as
surance of tho Washington Union, that
tho Administration is not disposed to ac
cept its own conduct as a precedent for
tho occasion. No longer ago than last
Saturday the official journal ventured tho
explicit declaration, that in arresting
Walker’s expedition, “on tho shore and
within the local jurisdiction” of Nicara
gua, Cornmodoro Paulding “outstepped
tho limits 6f constitutional and interna
tional law.” Here is something rather
more precise and positive than a mere al
legation of “grave error.” Hut, if il
was a violation of constitutional aud in
ternational law for an American officer to
trespass upon tho soil of Nicaragua in
pursuit of a party of filibusters, how may
we measure tho proportions of tho enor
mity when Great Britain perpetrates th
samo outrage for the purpose of affrout
iug the ling and interrupting tho com
merce of tho United States ?
Let us reservo tho relations of tho par
ties to this controversy. Let us suppose
that it is our ox that lias gored tho British
bull. Lot us imagirio a detachment of
marines from tlie Wabash boarding an
English steamer at Alexandria, and de
manding an inspection of her papers and
passenger list. If tho apparition bo not
too much for our nerves, let us presume a
little further and piaturu a boat with the
British mail for India, pursued by an
American launch bristling with sailors
and frowning with a howitzer. Let ns
contemplate the catastrophe of the affair,
in the compulsory return to Southampton
of a company of English passengers for
Calcutta. Let us fancy these things to
be douo by American officers in the port
of Alexandria, and the vision of indig
nant Albion which rises before us, may
assist to an adequate appreciation of the
outrago which the United Ntates have
just endured from British ships in the
harbor of Kan Juan,
This is only the beginning of the end.
However humiliating tho conviction, it
must be apparent that Great Britain has
assumed the protectorate of Central Amer
ica with a contemptuous defiance of our
rights and feelings. The country may an
ticipate a daily repetition of the indignity
offered to its flag in tho search of tho
Washington, and upon a principle of
climax which will culminate in yet unim
aginable insults and aggressious. Wo
have assurance that the spirit of the Ex
ecutive is equal to tho emergency. What
says Congress? Will the representatives
of tho peoplo bo silent and inactive when
tho popular heurt is burning with a sense
of national degradation?
