Tile Law Again*! the Slave Trails- Lest the citizens of this Stato may ren der thomselycs liable, through ignorance of the law, we publish below several sec tions from the act of Congress, in refer ence to violations of tho law prohibiting tlio slavo trade. It will bo seen that its penalties are very scvorc, and aro incur red by all who have any connection with tho importation or ownership of such slaves. The onus, too, is thrown upon the person in whose possession such slaves may bo found, or proof that they arc not of recont importation, but have boon five yo&rs in tho United States. Tho District Attorney, tho Savannah ltopnblican loams, is using overy offort to ferret out offenders, and execute tho statutes in such cases mado ami provided. The following sections aro taken from tho Act of Congross, 20th April, IHIB, to ho found in 3d -Stat. 450: l’enalty for importing Negroes into the United States to be held in slavery: Sue. 0. If any person or persons what soever shall, from and after the passago of this act, bring within thcjuiisdiction of l ho United States, in any manner whatso ever, any negro, mulatto or person of color, from any foreign kingdom, place or country, or from sea, or shall hold, sell, or otherwise dispose of, any such negro, mulatto 01* person of color, so brought in, as a slave, or to bo held to service or la bor, or bo in anywise aiding or abetting therein, every person so offending shall, on conviction thereof by due course of law, forfeit and pay, for every such of fence, a sum not exceeding ten thousand nor less than one thousand dollars, one moiety to the use of the United States, and tho oilier to the use of the person or persons who sliull sue for such forfeiture, and prosecute the same to effect; and, moreover, shall suffer imprisonment, for a term not exceeding -even years nor less than three years. Penalty for purchasing or soiling ne groes so imported: flic. 7. If any person or person.- what soever shall hold, purchase, sell or other wise dispose of, any negro, mulatto, or person of color, for a slave or to be held to sorvico or labor, who shall have been imported or brought in, in any way, from any foreign kingdom, plaeo or country, or from the dominions of any foreign State immediately adjoining to tho United States, into any port or place within tho jurisdiction of tho United States, from and after tho passing of this act, every person so offending, and overy person aiding and abetting therein, shall sever ally forfeit and pay, for every negro, mu latto or person of color, so held, purchas ed, sold or disposed of, one thousand dollars, one moioty to the use of the United States, and tho other to tho person or persons who may sue for such forfeit ure, and prosecute the sanm to effect, and to stand committed until the said forfeit ure be paid; Provided, That tho aforo suid forfeiture shall not extend to the purchaser or sellor of any negro, mulatto or person of color, who may be sold or disposed of in virtuo of any regulations which have been heretofore, or shall hereafter be, lawfully made by any Leg islature of any State or Territory in pur suance of this act and the Constitution of the United States. Burden of proof to rest on the Defen dant. Sue. 8. In all prosecutions under this act, tho defendant or defendants shall bo holden to prove that the negro, mulatto or person of color, which ho or they shall bo charged with having brought into the United States, or with purchasing, hold ing, selling or otherwise disposing of, and which, according to tho evidence in such case, tho said defendant or defendants shall have brought in aforesaid, or other wise disposed of, was brought into the United States at. least live yours previous to the commencement of such prosecu tion, or was not brought in, holden, pur chased or otherwise disposed of, contrary to tho provisions of this act, and in fail ure thereof, tho said defendant or defen dants shall bo adjudged guilty of the offence of which ho or they may stand accused.
