The Fernaudina East Floridian of the Ist, says four or fivo large vessels from Europe are expected to arrive at thatcity the present or next month, with iron for the Pensacola and Georgia Unit iloud. No Pardon. It is stated that the Legislature of Vir ginia have unanimously adopted resolu tions approving the sentence of the llarp er’s Ferry prisoners, and refusing inter ference with it. Powder .VI ii n nine lory. There is said to be a powder mill in Pickens District, South Carolina, in suc cessful operation. The impression lias been prevalent that tlicro is no powder mill in the United States south of Dela ware. lllgll Prices for Negroes. The Americus Republican, of Friday, pays that on Tuesday last, a negro boy. About 13 years old, sold for $1,810; a common field hand, $1,020; little girls sold for $1,500, anil a woman with an infant and another small child, for $2,508. - - Virginia Legislature. The fourth biennial session of the Vir ginia Legislature commenced Monday, the 6th. 0. M. Crutchfield, of Spottsyl vanin, was chosen Speaker of the House. Tbo Senate was called to order by the Lieutenant Governor, who is cx officio its President. An Uiigle Killed In Alalmniw. Mr. A. L. Haralson, in a letter to the llcnton (Ala.) lieruld, describes a very remarkable bird, which was killed in Autauga county, in that Stale, a few days since. It measured seven feet from tip to tip ; three feet from the end of the tail to tlie point of the upper mandible, and the spun of its talou was eight inches. - - Preparing for Mur. In the Alabama Legislature Saturlay a bill was introduced by Mr. Smith of Lau derdale to authorize tho Treasurer of the Stato to pay over to tlie Governor $200,- 000, who shall purchase and place in the hands of tho people of the Slate, arms and accoutrements for the defence of the South and the slave States. Rule sus pended and bill referred to tho Joint Mil itary Committee of the two Houses. Protest* Fifty-two Democratic members of the Legislature publish a card in the Federal Union of Saturday, protesting against the action of the Democratic meeting at Mil ledgeville, aud denying its authority to nppoint delegates to the Charleston Con vention. Among the names annexed to the curd we observe those of our immedi ate representatives, Messrs. Dixon and •• lltlltUlO. ♦ Federal Affairs In the South Caro lina Lefflulfttlire, A speoial dispatch, to the Charleston Courier, says: Xho Committee on Federal relations, to whom was referred that portion of Gov. Gist's message referring to those matters, otTered two reports—a majority and minority report. The majority stand on the ordinance of 1851!, seeking co operation. They make common e luse with \irgiuia, aud recommend the ap propriation of a contingent fund in the hands of the Executive. The minority assert that South Caro lina will aid Southern States in or out of the Uuion, and recommeud that the mili tary fuud he increased. Abolition of Flogging in Hi, Ilrillnla Army. The Duke of Cambridge, commander in chief of the llrilish army, has just is sued un order which is virtually an abo lition of the punishment of Hogging here tofore much practised in the service. The soldiers on entering the service are to be classified in two classes, in the first of which they will not be liuble to cor poral punishment except for aggravated mutinous conduct in time of war. They will continue in the tirst class, unless they commit certain crimes, for which they will be degraded to the second class, in which they may be subjected to cor poral punishment. Uninterrupted good conduct for a year will transfer a soldier for the second time to the first class. The plan is iugenious and seems likely to accomplish its purposo and put an eud to flogging, except for aggravated offen ces committed by the incorrigible. Cannon Konmlry In llir South. A paragraph ia going the round* of the Southern papers, stating that there is no • foundry for cannon in the South. In this very city there is the best cannon found ry in America, at which the United States has the largest ami best cannon cast for ita navy—among them the famous Dal grben guns An officer of the ÜB. Na vy is placed at this station, to test the cannon made at Anderson's foundry, and sueh is the excellence of the Virginia iron, and such the admirable character of the construction, that the powder has yet to be manufactured that will burst them. They have been subjected to the severest tests ever known in the trial of cannon, and not one of them has ever burst.— Rich. Dispatch. Ingraham, in an articleen. tilled “ Habits of Literary Composers, published in the October Lotus, says of newspaper editors: “ Editors ore probably tlie most self poised and remarkable literary rneu. They not only write without the privacy literary men so covet, bill in the midst of confusion, questions, the roar of drays, the unnoyniico of copy-boys, the pres sure of proofs awaiting them, and half the time feeling that they have nothing to write'. not an idea in their head; yet write they must, or their paper goes forth without that editorial sign-manual, ‘A Loader.’ Who ever knew an editor to be ‘private ?’ Everybody lias a right to come to him and interrupt him. I often marvel at the fine writing I so often seo in editorial columns, when I know under what unfavorable circumstances it has been composed ; circumstances that would drive some sensitive men of genius to despair. “A daily editor is a wonder in the world of letters. Every day lie must find a new subject, end write upon it in an attractive way, nnd handle it with judgment, good senso and tact, if ho wishes to influence by it a single mind. I would rather write up six volumes a year than write up a daily paper. The labor to mind and body would be far less, nnd then a man may get some repu tation by a book, but rarely by fugitive newspaper editorials ” The Women A limit to Speak. The Richmond Dispatch, of the 30th u!t., says: Tho ludii s, it is said, are soon to hold a public meeting, to give their counte nance to the movement now being ma le for Southern independence. /11l of them arc even more patriotic than the men, and if they once determine not to encour age Northern manufactures, the Yankee trade with the South will instantly cease. In tho city of Richmond there are not less than one thousand ladies, who would, to morrow, if called upon, cast aside every vestige of Northern manufacture in their possession, array themselves in homo made ginghams and woolsey, and feci just as proud, and far min e indepen dent, than they now do, in the fabrics made by the enemies of their State, and of the Union. • The I’real'lciit‘ii Message. The President’s Message fills seven col umns of the Constitution. According to report, it practically repeats the recom mendation of last year concerning Mexi co, by investing tho Executive with in creased power to uso the army and navy at discretion ; and enlarges upon the Harper’s Ferry affair and the Union. The Message will not be sent from Washing ton until the l’residcut knows what the House does, provided the organization of that body is a speedy one, and no copies of the reports of tho Secretaries are to given out, except as accompaniments with tho President’s Message. Tlie Concord Independent Democrat says our Hunker friends in this city held their caucuses Saturday night to select delegates to the Councillor Convention, to be Held in Eppiug. We are sorry to add there was a bitter “-criminnge” be tween tho friends of General Pierce and Senator Douglas. Tho friends of Gener al Pierce, however, triumphed, and chose their delegates. It is understood that Judge Minot, General Pierce’s former law partner, is to bo oua of tlie delegates to Charleston. ■ ♦ “Matinee,”— A friend desires to know how a matinee can occur at two o’clock in the afternoon. We will tell him. “Ma tinee,” strictly, is appropriate for tho morning, that is, previous to meridian. But it is a fashionable-epithet, and fash ion aud philosophy have never been alto gether upon favorable terms; and fash ion’s morning is not limited by philoso phy’s meridian, any more than soiree, which is generally accepted for either an evening or night entertainment, should be limited by the more nocturnally mean ing expression of nuit. “Matinee” U ‘‘good” in Paris, to which place, or rath er to whose fashionable people, it owes its origin, until three or four iu tho after noon. —Petersburg Express. Fatal Accident to a Light House Keeper. Mr. Joseph Andrew, for many years keeper of the Light House at St. Augus tine bar, lost his life on the sth ilist., while engaged in whitewashing the exte riorof the structure. The ropes by which the souffutd on which he was standing was suspended, gave way an 1 precipitated him from near the top of the building to the ground, breaking his neck, arm and leg, and causing instant death. Mr. Andrew was between 50 and (it) years of age, ami deservedly popular among the natives and residents of St. Agustine.— Sav.llrp., lIV/i ♦- The Dutch, it is said, always kill their fish the moment they are taken out of the water, aud those treated in this man ner are said to remain more plump and of better flavor than those which are al lowed to oxpiro in agony. The hint is worthy the attention of fishermen, as the fish is the only animal which is eaten without being hied to death, and there certainly seems to be no good reason for the exception.
