THE DAILY SUN. Wciluradn) Wiiriilng. Jlanh 81. The attention of the ladies is directed to the stock of beautiful millinery goods now opening at. Miss L. A. Flynn & t’o. s, on Randolph street, next door to I. <>. Strupper’s. Election of Policeman. At the last meeting of the City Council, a number of candidates sought the vacan cy in the city police, and a vote being taken, the election resulted in the choice of Mr. O. A. Fields. He will doubtless make an efficient offioer. ■. Copt. Thomas Larus. This gentleman, ns we learn from the Montgomery Mail, was formerly 2d Lieu tenant of the Columbus Guards of this city. Ho has boon elected Captain of the “ Montgomery Cadets”—Captain P. D. Sayre having resigned. Expeditious. About six weeks ago probably, Messrs. Howell & Johnson of this city, ordered a lot of cheese from Cincinualti, which was shipped by the steamer Poland by way of Nashville. The bill of lading is dated the Kith of February, and the cheese has not reached its destination yet. Probably it lies in Nashville still, or is coming by an exceedingly circuitous route. Theatre—Katy O’Slieal,” Ac. Miss Maggie Mitchell, sustained ly Mr. Fleming’s company, made her debut before a full house Monday evening. The plays selected were well calculated to en tertain and please the audience, and were also very well suited to the talent of the charming little actress. We did not wit ness the “Young Prince,” but “Katy O'SheaP* was very well rendered, and many portions of it were irresistibly amusing. Her personation of the Irish character was not so good, however, as we have seen, and as she is reported to have given before. The little gem in the way of a song, and the dance in the first Act, were worthy of approval, but the audience encored them with very extrava gant manifestations of delight. To-night will be presented “ Peg Wof fington” and the “ Four Sisters.” The worthy Manager is untiring in his efforts to elevate the Drama in Georgia, and the respect he has invariably for, and the pro visions made to entertain this community, entitle him to a liberal patronage. We hope he will receive it. On next Thurs day evening the “ Marble Heart,” a pro duction of rare merit, will be presented. Council Proceedings—Tax liil!, &c* The proceedings of our City Council at their last meeting are of unusual interest. Embodied tliereiu will bo found tho re port of the City Treasurer for the first quarter of’the year 1800 The most im portant movement, however, in the pro ceedings, is the adoption of the report of tho Finance Committee, and their recom mendations as to provisions necessary to meet the expenses of the city for the cur rent year, and also the interest on bonds for Railroad purposes. By the first of January next $25,000 of this interest will have to be paid—or rather tho half of that, the other half falling due on the first of July next. An examination of tho amount expended in former years, shows an estimate of $30,- 575, as approximating the amount requir ed to defray the city expenses, which makes in tho aggregate $55,575 to bo paid by the close of tho year. The new tax ordinance submitted and adopted by the Council, was deemed ne cessary to meet these impending obliga tions, and the only question to be decided, is whether they shall be met and discharg ed. If so, and there is no reason why they should not, tho people who feel a pro per interest in the prosperity of the city will ratify the action of the Council in the premises, preferring an increase of taxa tion for one or several years, to the incu bus of debt unpaid, and resting on tho city, retarding her progress ami discour aging her efforts to attain the position of commercid and manufacturing impor tance to which her unsurpassed advan tages entitle her. The New Jail—lt’s Location. Sinoe the burnmg of the old Jail, the opinions expressed, have been so general in favor of selecting another location for the new one, that argument in favor of it would be superfluous. As there is no probability of erecting it on tho site of the old one, the question remaining to ho de cided now, is tho proper place for the new one. We find after inquiring, that some are decidodly in favor of locating it in tho Court House Square, and others oppose it. With the latter party we coincido in opinion, and our roasons in common with those who agree with us, are fouuded principally upon a question of taste.— Tho Square surrounding the Court House is ono of the most beautiful in any city in Georgia, and it should bo appropriated exclusively as a public park and a place of public resort ami amusement. Wo lravcbcen and are yet too much inclimd to discard ornamentation in fitting up places of publio use and r. sort, and sucri fioe everything to utility. Tru* tho beautiful should nlways be made subor dinate to the useful, but if consistent, theysbould go bund in band. We do not expect demagogues who as pire to the honors of the Mayoralty or City Council; who grumble about the ex penditure of the “dear people’s money,” and who would have those who d.root our municipal affairs, to work for nothing and conduct tho deliberations concerning so important a place us Columbus in a \nj •h/e, rather than tit up a hall for the purpose, to agree with us in our views.— For them we have no argument, because it would bo words wasted; but we address ourselves to all who feel some pridtj in the appearance as well as utility. A place could lie procured within the corporate limit*, in a neighborhood healthy and suitable in nil other re - ports, and also without Irospas.iug upon private families, who would naturally ob ject to a common Jail in their vicinity.— If thie cannot bo done, let it be erected in a corner of the Court House Square. We arc entirely willing to postpone our preferences to the ordinary feelings and promptings of humanity, rather titan subject prisoners (innocent according to the legal presumption, until they are proved to ho guilty) to the unhealthy at mosphere of the site of the oil Jail from ail we have heard about it, we would say most any other location than that.
