A dispatch from Washington the ICth, says the Pacific Railway Committee of the House of Representatives has adopted resolutions to tho effect that corporation*, ami not the Government, should con slruct a railway to the Pacific, but that Government should aid in the construc tion wilh money and lands. A majority of tho committee arc in favor of a central route. We understand that Mr. Forsyth, of the Register, has boon appointed by the Governor of tho State, Commissioner un der the act of the recent legislature for the promotion of direct trado with Eu rope. The salary is SI,OOO. —Mobile Tri bune. * Gov. Moore has done Mr. Forsyth the honor to tender him this appointment, but tlio appointment is not made. The salary is not $4,000. The act provides for no salary at all. It appropriates $4,- 000 to be placed at tbe disposal of the Governor to carry out its provisions.— Tbe duties of the Commissioner extend over a period of two yeurs, or until the meeting of the next Legislature. How the appropriation is to bo disposed of, is left to the discretion of the Governor. It is an appointment of honor, and properly filled, may bo ono of usefulness to the State, and not of emolument or salary.— Mobile Rei/ister. Commercial .‘Black A cotemporary in Georgia—the Atlanta Southern Confederacy—has undertaken to publish lists of commercial houses in tho principal cities of tbe North, distin guishing those that are friendly and those thni are hostile to the South. This has excited a great commotion among the merchants of those cities, and caused a general outcry from tbe newspapers. It is no part of our business to defend our Georgia cotemporary; but, we would remind Northern merchants and journal ists, who exclaim against these “black lists,” that tho “Commercial Agency” system, established and maintained by themselves, lias also its “black list” of Southern merchants; and that a very sinking difference between the two sys tems is that one is public, and affords the opportunity of redress to those who are injured by it, while the other is Becret, and strikes its deadly blows in the dark. We do not know from what sources the Southern Confederacy obtains its infor mation concerning tbe houses it puts in its lists, but they cannot be of a more disrcputablo character than those em ployed by ihe Northern Commercial Agenoies. These latter are compelled to employ unprincipled men, for the most part hriclless and hungry attorneys, who disgrace their profession, and eiDk their manhood, by taking upon them selves the shameful occupation of spies ; and who mouse and skulk about in search of information to be stealthily transmit ted to thoso who oro base enough to em ploy them. Os course, information from such creatures is never to be relied on, but we know that Northern men do rely on it, and that this dirty system of espio nage and eavesdropping is recognised, encouraged and sustained by them. If (be personal credit and private character of Southern merchants are to be subjec ted to this disgraceful ordeal, we can listen with complacency to the howl that comes from those who require it, when their political characters are ventilated in n public jounal. In this, as in other things, the North will have to clear its own skirts before it has any right to complain of the South. — Richmond Whig. I remember once, when I was a young man, living up in New Hampshire, they dedicated anew bridge, auu invited u young lawyer to deliver an oration. The lawyer lmd never yet, after a fortnight’s practice, had the honor of beingretained, and (lie opportunity of establishing a reputation was admirable. The day came, and with it to the bridge came the multi tude and the orator. He had made uo written preparation, that being, he bad been told, uulawyer like—a lawyer being supposed to be capable of speaking with out note or notice any number of hours, on any subject, in a style of thrilling elo quence.
