COMPETITION OF AItCHITECTB.
Bupervlnr Bell B*y* He It in Fror of
Tlie Principle.
Washington, May 2—Supervising
Architect Beil says that ne is in lavor of
the principle of the bill offered in thr
House by Mr. Hewitt, opening to general
competition desings lor all public building
costing more than $7>0,0011. He is quoted
as saying further: “Personally, lappre
ciate fully the efforts of the architects of
ti j 0 country to assist in the preparation of
the designs tor government buildings, and
all in lavor of reaching as speedily as pos
sible a system which will give to
the government the full benefit ol
the talout that exists, and shall
give my heartiest co-operation to
any person or persons who approach this
question in good faith, with an honest
purpose to solve tjie problem in the di
rection Of tue highest public Interest; but
competition is too often a cloak to cover
up the selfish and unscrupulous designs
ol men, and lor this reason it should be
shielded by such wise anil judicious pro
visions as will give to the most merito
rious their true reward To discriminate
111 favor ol sucu a* arc clearly entitled t i
the name of architect, is but justice to
the profession ol architecture and the
government as well, and upon this care
till discrimination rests the entire ques
tion, as to whether competition can lie
successfully and economically employed
iu the planutnvol government buildings.”
The “Oougti" Was Left.

Hon. K. W. Davis, Speaker of the House
of Representatives, leiis a good story on a
representative trorn < lay county by the
name ol Kowlpt—not Maj. Fowler of this
oltv. Representative fowler, In the dis
charge ol his leglslalive duties,introduced
u railroad Dill which he was anxious to
have passed. The bill took the usual
course and was referred to the proper
committee, who reported It back shorn of
many of Its provisions, and but little ol
the original bill was left by the time it
was pul Oil its Utial passage. Mr. K->w .er
thereat grew wruthv and went to Ibe
Governor in complain ol the treatment his
bill bad received. "W..y, Governor,”said
ne, in an Injured tone, “tbo bill has been
changed and amended away to siidi an

The “Gouge” In about all them is left.
