BY LAST EVENING'S NORTH RUN MAIL
From Washington.
Correspondence of ike Balil tnort American.
VV ASHI.VGTO.V, Ju Iy U. 1846.
The proceedings ia the House this morning were
as interesting as they were last evening. The
voles were exceedinglj close, and the question of
the first importance. The proceedings were char
acterized by more marked outrage than I have
known before — the presence of four members of
the Cabinet— some of whom were open in their
interference in behalf of the Bill which the Hcusc
yesterday rejected by a majority of fourteen votes.
The representative opinion was notoriously in
opposition to the Bill before the Committee of the
Whole, and equally so against that which passed
the Senate. The official organ made a warm par
ty appeal to the f.ieuds of the Executive to “hear
and forbear” until this Bill was passed, and the
official editor came in person to back his appeal to
day. The private Secretary of the President was
also present, and the following members of the
Cabinet, some of whom were notoriously urgent
for the passage of the Bill:
Mr. Walker, Secretary of the Treasury,
Mr. Buchanan, Secretary of State,
Mr. Marcy, Secretary of War.
Mr. Johnson, Postmaster General.
Others might have been in the House, but 1
did not see them. So barefaced an attempt to
overawe Che legislative action by the presence and
interference of public functionaries was probably
never before heard of. It has given great off-nee
here, and is the cau.se of so much remark as to
make it a very proper subject of newspaper com
ment. Public opinion and representative inde
pendence were interfered with in like manner
when the Tariff Bill was before the House.
The Senate has done an immense day’s work
to day, notwithstanding the thermometer is at 90.
More private bills have been acted upon, and with
great discrimination as to their merits, than the
House has acted upon during the session.
St. Louis, July 4.
Later from Fort Leavemrorth. — The steamer
Archer arrived in this city yesterday. She left
Leavenworth on Wednesday last. Col. Kear
ney left the Fort on Monday, and the last com
panies (those of Weightman and Fischer) left
on '1 uesday. The Artillery started with some
iron cannon, but, ten miles from the Fort, the
horses used lor hauling ike cannon and baggage
broke down, and they were compelled to send
back to the Fort tor other horses. The Archer
took up two24-pouod brass howitzers, and four
brass cannon, six-pounders, from Jefferson city,
and an express was sent out to the company to
return and get them. Capt. Weightman was
still sick, but getting better; Lieut. Simpson
and f en or twelve volunteers remained to escort
Major Clark and Capt. Weightman, when they
should be ready to follow the army. A large
quantity of provisions were still piled up at
Leavenworth.— Neic Era.
