The latest accounts from Rome are of a war
like cast. The Papal troops were actually on
t l,e march to the frontier, and a high feeling of
enthusiasm pervaded all ranks of the people,
positive aid was expected from England—but,
t [, e Paris journals say with bitterness, not from
prance. The Papal garrison of Ferrara had
been strongly reinforced.
Switzerland.
The accounts from Berne mention that the
(Tovernmcnt had given orders that an account
of all the horses fit for cavalry service should be
prepared throughout the cantons. The capital
was to be placed in a good state of defence.
Important from China.
Tiie following was posted at the Liverpool
Exchange a day or two ago. We have yet no
farther accounts.
“A Colombo Times, extra, of July 15, (Cey
lon) contains a very alarming rumor with regard
to the relations of this country with China, and
one which derives considerable probability from
the recent rash conduct of Sir John Davies the
Governor of Hong Kong. The report is, that
the attack on the Bogne forts had roused a des
perate spirit of hostility against all foreigners,
but especially the English, and had led to a
general rising of the people of'Canton against
them. The Consuls had been compelled to
leave Canton, and the Europeans were pre
paring to follow them.”
The above was received at Ceylon by the
Haddingion steamer, which received it from the
commander of a ship despatched to Calcutta
for troops to reinforce the garrison at Hong

Prom lire Preucli Papers.
Our correspondent’s letter having been writ
ten on the 27th of August, at London, we of
course have later continental advices in the
Paris journals to the 30th inclusive.
The Constitutionnel of that date mentions
the convocation of the Portuguese Cories for
the 2nd of January, but adds that the Ministe
rial, crisis continued, the Q,ueen insisting on
nominating all the members of the Cabinet,
and those whom she had invited to form a
Cabinet demanding the choice of their col
leagues for themselves.
V ice-Admiral Parker had sailed from the
Tagus for the Mediterranean, leaving only a
T 4, a frigate and two steam vessels.
The hues accounts from Ferrara were that
the Austrian forces had not evacuated that city,
and they made themselves very obnoxious to
the inhabitants and the Papal authorities.
The Pope is represented as equally firm and
tranquil—fully p repared for whatever his ene
mies may undertake.

The Great Britain —lt is reported that the
attempt to get this vessel off has again failed,
and that the projects to be abandoned. We
do not find any mention of this in onr Paris or
Liverpool papers, but the account may be in
one of an earlier date.
From the London Times, Aug. 28.
Friday Evening. —The English funds have to
day shown some tendency toward an a Ivance and
Consols have closed at an improvement of nearly a
quarter of a cent on yesterday’ prices. The open
ing ({notation for money was 86g to 874, and although
they subsequently stood at 86J-, they again rallied be
fore the termination ofbusiness and left olf 87 buyers.
Money continued in much demand, and applications
were numerous for advances from the Bank—a cir
cumstance likely to delay the modification in the rate
which was yesterday alleged to be in contemplation.
Aug. 23, 2 P. M. —In the Consol market business
has been very dull this morning, but prices have not
retrograded. For money the price opened at 874,
was afterwards 87, but has now resumed the opening
fraction. For account the range has been 7| to 8,
the latest quotation being BS|. The Three Reduced
87|, and the Three-and-a-Q,uarter 89f.
There was scarcely any business transacted in the
corn market to-day, but the task of recording failures
still continues, the parties announced this morning be
ing Messrs. W. and J. Woodley. The liabilities are
£90.000, and it is understood that the assets are cer
tain to yield a considerable surplus.
We have also from Liverpool the report of two fail
ures —Messrs. J. & F. O’Neal & Co., and W. Ro
wett & Co. Both firms were in the corn trade, but
the liabilies in each instance are believed to be small.
From the Sunday Times, Aug. 29.
The suspension of the business of Messrs. William
R. Robinson was announced on Saturday morning,
and caused a degree of excitement, which arose rath
er from the circumstances of the senior partner beins
the Governor of the Rank of England than from the
actual extent of the liabilities of the firm.
These liabilities are stated at about £105,000, and
it is understood that the assets, as nominally made out,
show 15s in the pound, although no expectation is en
tertained of the ultimate realization of that discount.
The event is attributed entirely to speculations in
wheat, and the house has for several weeks been in
cluded among those whose ability to resist the recent
pressure has formed the subject of discussion on the
Corn Exchange.
Liverpool Markets*.
LIVERPOOL, Aug. 27, 1847. —The sales of Cot
ton for the week are 20,710 bales, including 190 Sea
Island at 134 a 22d ; 40 stained do 6 a 10d ; 2980
Upland 64 a 7f; 9460 Orleans 6 a 9; 3200 Mobile
a 7j. The imports were 26,269 bales. Os the
sales 1600 American, and 300 Surat arc on specula
tion, and 1680 American for exportation.
We have again to write the market dull and lifeless,
but prices steady and unyielding at last week’s cur
rency, and this applies to all descriptions.
The Committee’s quotations to-day for fair Cotton
are—Bowed 7gd; Mobile 7|d; and Orleans 74.

LIVERPOOL, Aug. 27. Grain— At this day’s
market the attendance of dealers was pretty good,
and sales of wheat were made to a fair extent at fully
the prices of Tuesday, in some instances at rather
higher. Indian corn was sought for, and the lower
descriptions were Is. to 2s. per 480 lbs.
There was a good demand for flour, but the show of
samples being large, 6d per barrel under the pre
vious prices was accepted for parcels on the quay.
HAVRE, Aug. 28. —The sales of Cotton to-day
were 1533 bales, including Louisiana at lOlf. to I05f;
and Florida at9lf. to 103 f.

sentments :
A committee appointed to examine the records of
| the Superior and Inferior Courts and Court of Ordi
nary have reported that they are more than gratified
in being able to bear testimony to the neatness and
beauty of the records, which reflect great credit on
j the officers in charge. Also the accounts in the Trea
, sury, and find a balance due the county of two thou
. I sand four hundred and sixty-nine dollars and seventy
-1 nine and one-fourth cents up to the present term.
A committee appointed to examine into the state of
‘ | the public buildings, report the Court-House in a state
i of decay; also, the Jail ; both of which need some
! repairs, and recommend the Justices of the Inferior
, Court to have such steps taken to have them re
paired.
A committee appointed to examine into the state of
the Poor School Fund report the sum of one hundred
and eight dollars and ninety-nine cents in the Trea
-1 surer’s hands at this term.
! A committee appointed to report upon the Roads
1 and Bridges in said county, report the Bridge over
! Green Brier Creek, at John C. Smith’s Mill, as un
■ safe; the bridge at Wrightsborough as unsafe; also,
the bridge at or near Appling, over the Kiokee, as un
safe and dangerous; also, a part of the fish dam road
from Hart’s Creek to Mary Seay’s as being in very
bad order, and they recommend that steps be taken
‘ to have them all put in order by the proper authori
-1 ! ties, (the Company District line being in dispute.)
■ 1 They also present the ford or dam on Green Brier
Creek on the Washington road, and the ford on the
! Big Kiokee Creek on the same road as unsafe and
1 unfit for the purposes for which they were intended.
The Jury cannot take leave of his honor Judge Holt
without bearing testimony to his courteous and dig
nified demeanor towards them.
The Jury freely sympathise with the Clerk on ac
count of his late afflictions.
, They take great pleasure in acknowledging the
1 promptitude and attention to the duties of his office
displayed by the Attorney-General, whom they re
quest to move the publication of these presentments.

Maryland. --Snoic Hill, Feb. 21, 1846. —
Mr. Seth W. Fovvle, Sir—Please send me, as soon
as possible, another lot of Wistar’s Balsam ofWild

SAVANNAH, Sept. 17.— Cotton.— Arrived frince
the Ist instant, 705 bales Upland per Central Rail
Road, against 3026 bales Upland and 5 bales Sea
Island at same time last year, leaving a stock on hand
including all on shipboard not cleared, of 796 bales
Sea Island and 5110 bales Upland.
The sales of the w T eek amount to 207 bales, viz : 8
bales new at 12$; 7at 11|; 6at Ilf; 16 at 11$; 55
at 11 ; 47 at lOf; 61 at 104; and 15 at 10 cents. Theie
has been nothing doing in Sea Islands. The proba
bility of another short crop has stiffened the market.
Holders are very firm. We quote for square bales as

weather this week has been propitious to harvesting.
The supply is very limited. The sales reported com
prise all the new Rice on the market.
Groceries. —We note sales of 72 bbls. Gin at So;
5 hhds. New Orleans Sugar at 8$ ; 5 do Muscovado
at 7|, and 25 hhds. Cuba Molasses at 22 cts. The
sale of 150 bbls. New Orleans Whiskey, reported
last week, should have been at 26 cents.
Dacon. —Sales of 6 hhds. Sides at 9 a 9$ ; 4 do
Hams at 10$ cents.
Rope. —50 coils Kentucky sold this week at 7$ a
7f cents.
Corn. —The sales of the week are about 800 bush

Flour. —We report sales of 40 bbls. Georgia at $6
a s6s, and 2,000 lbs. do. at $34 per 100.
Exchange. —Sterling is nominal. The Banks are
checking on the North at 4 per cent. prem. They
purchase sight to 5 day bills at par ; 30 day bills at $ ;
60, 1$ discount.
Freights. —The rates to New York are $ to 5-16
for Cotton, and 75c per cask for Rice, and 6sc. per
bushel for Corn. There are no vessels loading for
other ports.
CHARLESTON, Sept. 18.— Cotton. —We left
the Colton market at the close of the preceding week
in a buoyant sale. Purchasers were not only unable
to operate at the prices current at an earlier period,
but the operations of Friday las showed a decided up
ward tendency in prices. Business was almost to
tally snspended on Saturday, in consequence of the
nosition which holders had assumed; on Monday and
Tuesday, however, buyers came to terms. During
these two days upwards of 1000 bales were sold and
when we closed our inquiries on the afternoon of the
latter day, preparatory to the publication of °ur serai
weeklv report; the grades in most request had ad
vanced a full sc. On Wednesday a moderate inqmry
prevailed but the high prices required drove buyers
from the market, and the transactions were confined
to 83 bales. On Thursday the offers of the previous
day were renewed, but holders would not yield in
their demands, and only 20 bales were sold. Yes
terday the transactions were limited to some 14 bales,
as it was impossible for the trade to come to terms.
The inquiry throughout the week has run mostly on
the middling to good middling, and middling fair
classifications which have improved } to fc, above the
quotations given in »ur report of the 11th inst. The
receipts of the new crop thus far, this season, reach
but 29 bales, against 260 bales in the corresponding
period of last year. W e refer to our quotations for a
fair criterion of the market, but would remark, that
although we have advanced the quotations for fair and
fully fair, these rates must, for the present, be consi
dered nominal. The aggregate sales of the week
reach 1184 bales against the receipt in the same time
of 571 bales. The actual transactions comprise 149
bales at 10}, 75 at 11, 40 at 11}, 24 at Ilf, 83 at 11},
60 at Ilf, 239 at Ilf, 113 at 12, and 82 bales at
12}c. Nothing has been done in the classifications
placed under the head of Long Cotton.

Rice. —There was some little inquiry for this arti
cle in the early part of the week, and at the close of
operations on Tuesday near 300 tcs. had changed
hands at prices ranging from 4} to ss} ; but since
that time the transactions have been confined to 65
tierces, a good shipping pared, at $5 5-16ths per hun
dred. We will soon have the new crop coming to
market, w hen prices must decline.
Corn. —Our regular dealers have a full supply on
hand, and the transactions have consequently been
confined to small parcels. Country descriptions with
in the range of 65 a 75.
Flour. —The supply on sale has been considerably
augmented during the week, by the arrival of some
900 bbls. from Baltimore, and the receipt of 695 bbls.
country by the Rail Road. The week opened for the
former at prices ranging from 6f to 6|; but before it
closed prices dropped to 6} and S 6 per bbl. We quote
the latter from 5 to $6 per bbl., as in quality, but
would remark that it requires a very choice article to
bring the latter price.
Hay. —We have no transactions to report in Hay,
Bacon. —The transactions of the eek have been
confined almost solely to Shoulder-' nd Sides by the I
few hhds. A good article of former is worth !
about Bc., and of the latter about Jc.
Lard. —We have no transact ions io report.
Groceries. —We have no heavy operations to re
port in the leading articles comprised under this head ;
some of our jobbers, however, have been doing a fair
business in executing limited orders. Louisiana Su
gar commands pi ces ranging from 6f to 7|c., accord
ing to quality ; uscovado do. from 6} to Bc. Small
parcels Rio Cotfi e have been sold at extremes ranging
from 7} to B}c. There was a sale of 50 hhds. Molas
ses, common Cuba, at 21c. per gallon.
Domestic L'qaors. —The sales of the week have
been confined i small parcels New Orleans Whiskey
at 25 and 26c. per gc-llon.
Bagging. —The market has been heavy during
the week, and our quotations have with difficulty been
sustained, Kentucky, 44 in. 17} a 18.
Bale Rope —The market for this article has also
been very quiet.
About 150 boxes brought 10c.
Exchange. —The Banks purchase Bills on Eng
land 7a7} ; Francs 51.35. Sight Checks on New
York, par toj} prem.; Bills on do 15 days } dis., do
on do 30 do f dis., do on do 60 days | discount.
Freights. —We continue to quote as formerly to
Liverpool, viz Cotton, } a |d. There is nothing up
for Havre. We have never known such a state of
stagnation in the coastwise freighting business as pre
vails at present, as it is impossible to procure freight
at any price. Nothing offering to Boston. We quote
to New York, Cotton, in square bags, nominal at 25
cts., and Rice 37} per tierce.
NEW ORLEANS, Sept. 13. — Cotton. —There has
been a fair demand, and some 1500 bales have been
taken for France and England, at prices which es
tablish a decline of fully }c., say good middling to
middling fair 11a Ilfs.

MOBILE, Sept. 14, P. M.— Cotton. —The market
has remained in a quiet slate during the entire week,
and the aggregate sales do not exceed 300 to 400
bales. This state of th ; ngs has been produced, partly
by the confidence and high pretensions of holders,
and partly by the absence of orders to any extent.
The limited orders here, tco, are below the prices ask
ed, and, under these circumstances transactions have
been exceedingly limited and the market is now at a
complete stand. In the meantime, holders, inspired
with confidence by the unfavorable reports of the
growing crop which continue to come to hand, remain
firm, and are indifferent in relation to sales. The
e limited sales of the week, noticed above, have been
made at prices about } cent below our quotations of
last Wednesday, to which extent we reduce out
figures to-day.

There have been received this week 95 bales, and

JAIL on the first instant, a negro man who
says that his name is DANIEL, and that he be
longs to John Mobley, of Edgefield District, S.
C. He is about 30 or 35 years of age. 5 feet sor 6
inches high, with a scar on his left leg, a white speck
in his right eye, and looks somewhat stupid. The
owner is requested to come forward, prove property,
pay expenses and take him from Jail.
