vauoed by the State of Virginia m 1792. to (he
federal government for the purpose of erect
mg the Public Buildings.
The bill was referred to the Committee of
the Whole on the State of the Union.
Mr Bowlin reported back from the Com
mittee on Public lands, the Senate bill giving
to the States in which they lie, the swamp
lands, on the condition that they reclaim the
same.
After debate the previous question was sec
onded and the main question ordered. The
House then adjourned.
By the aid of diving bells, the western folks
ar« searching the wreck of the steamboat
Neptune, which was sunk, about twenty years
ago, at tne mouth of Mayfield’s Creek in the
Mississippi It has been found that butter ta
ken from the wreck, after being submerged
one-fifth of a century, has not changed its taste,
and is as good as though it had just been made.
A Valuabl* Discovert.—The New York
Evening Post says : “In the library of the
City Hall, tnere is a large quarto volume con
taining the Declaration of Independence, exe
cuted in the neatest style of penmanship, ap
pended to which is an interesting manuscript
(of which the following is a true copy) in the
handwriting of Charles Carroll, of Carrollton.
The book was presented at the suggestion of
Rev. Stephen N. Rowan, the orator for this
city on the occasion of the death of John
Adams and Thomas Jefferson, who recom
mended in the course of his oration that “a
copy of the Declaration of Independence,
elegantly engrossed on be trans
mitted ere it be too late, to the venerable Car
roll, its sole surviving signer, to be certified by
him and used by our Common Council, on
every successive celebration of the Fourth of
July.” The suggestion meetiug the approval
of the Mayor and Common Council, Dr.
Rowan, in company with the Rev. Mr. Gibson,
of Baltimore, visited the venerable patriot,
who received the proposition with great warmth
of feeling. V hen the book was afterwards
handed to John Q,. Adams, who was at that
time President, for his signature, he pointed
out a singular coincidence in the dates of the
original signature of Mr. Carroll to the Decla
ration and his signature to his certificate of
approbation. He signed the original on the
2d day of August, 1776, and his certificate of
approbation on the 2d day of August, 1826,
exactly fifty years after to a day:
“ Grateful to Almighty God for the blessing
which, through Jest?s Christ our Lord, he haa
conferred on my beloved country in her eman
cipation, and upon myself, in permitting me
under circumstances of mercy to live to the
age of eighty-nine years, and to survive the
fiftieth year of American Independence, and
certifying by my present signature my appro
bation of the Declaration of Independence,
adopted by Congress on the fourth of July, in
the >ear of our Lord one thousand seven
hundred and seventy six, which I originally
subscribed on the second day of August of the
same year, and of which 1 am now the last
surviving signer, Ido hereby recommend to
the present and future generations the princi
ples of that important document as the best
earthly inheritance their ancestors could be
queadi to them ; and pray that the civil and
religious liberties they have secured to my
countrymen may be perpetuated to remotest
posterity, and extended to the whole family of
man. Chari.es Carroll, of Carrollton.

AUGUSTA MARKET.
Thursday, P. M.
COTTON.—We had quite an improved demand
to-day, and about 1,000 bales sold at a further ad
vance in prices. We quote middling fair 13 cents. 1
FREIGHTS.—The river is falling and only wa
ter anough for the light draft steamers —rain is much
wanted. Most of the Cotton shipped yesterday and
to-day has been to Charleston.
SAVANNAH, Sept. 18.— Cotton.— Arrived since
the Ist inst., 6,360 bales Upland, and 75 do. Sea
Islannd—(2,oß6 per Railroad, and 4,253 from Au- |
gusta, and 21 via Darien.) The exports for the same (
lime have been 4,693 bales Upland, and 5i do Sea ]
Island, viz; to Boston 1,377 bales Upland, and 2do j
Sea Islands, to New York 3,112 bales Upland, and 49
do S. Islands, to Philadelphia 52 bales Upland, to ,
Baltimore 19 bales Upland, and to Charleston 133
bales Upland —leaving on hand and on ahipboard not ,
cleared, a stock of 11.071 bales Upland, and 219 do
Sea Island, against 6,278 bales Upland, and 245 do
Sea Islands at same time last year.
Since our report of the Ist inst, the market has
presented no new feature. The inquiry for the
past week has been brisk but on account of the light j
block, the sales have been small. On Wednesday, (
the sales amounted to only 67 bales. On Thursday,
there were no sales reported. On Friday 229 bales |
changed hands, at very full’pricee. On Saturday, 160
bales. On Monday, there was a very brisk demand,
and 643 bales changed hands, at Jc. advance. On j
yesterday, we heard of the sales es only 44 bales, at (
prices paid the previous day. There can be no doubt
but that the probability of a short crop has more in- j
fluence on prices than any news that has been receiv- £
ed from England for some time past. The sales here j
indicate, better than any remark ofour’s, the present j
feeling in the market. Wa quote —Ordinary to good

Now the fact is, if Messrs. Atkinson & Co. had
