Oct. 31.—The Governor of Pennsylvania has issued his Proclamation, de claring fifteen Democratic and 10 Whig Members elected to Congress from that State. He has also set apart Thursday, the 12th of December as a day of Thanksgiving and Prayer go many fugitive slaves having lately taken refuge in Canada that there is some apprehen ds of their being starved out, and numbers are returning to the States. New Orleans, Oct. 28—1 P. M. —In my 1 deipatch of yesterday, I informrd you of the ( death by cholera, on Saturday, of John Me- , Drniougb, a well known citizen of this place , and native of Baltimore, reporied to be worth ( over ten millions of dollars. He was a bache- ( ior; and, during a long residence in this city, i accumulated the very large amount above i stated. He was a very singular man. The will of Mr. McDonough was opened and read to day. It bequeaths to his siatcr. Mrs. Cole, of Baltimore, six thousand collars and a house to live in during the remainder of her life. A150,,525,000 annually to the Amer , icon Bible Society. The bmk of his property, j however, has been given to the citizens of New Orleans and Baltimore, for the establishment of schools and an asylam for the poor in both cities. It also bequeaths a large sum to the American Colonization Society. Seventeen Executors have been appointed, among whom are the following from Baltimore Benjamin B. Howard, John P. Kennedy, John S. Smith, Brantz Mayer, Henry Didier. Besides Hrinry Clay of Kentucky, and the , Hon. R. R. Gurley. The General impression prevails here that I the will of Mr. McDonough will be contested. One clause provides for the establishment of Public Schools for the poor i» New Orleans ami Baltimore whenever the proceeds of real os ;e amount to three millions of dollars. Tnere are strong probabilities that the will may be broken, and that the immense estate will yet revert to the nearest relatives. HALIFAX, Oct. 28.—Liverpool dates of the morn ing oflhe 4 19th, report a quiet market for Cotton, with out any change in prices, Middling Uplands and Mobile were offered at 7|d. and New Orleans at 7}d, The trade were the chief purchasers. From Manchester there is nothing of interest. A steady business was doing. CHARLESTON, Nor. I.— Cotton Since our last review, embracing a period of five days, the market has been depressed, which, however, was soon followed by re-action, and it will be seen that prices have reached a higher point thsn they attain ed a week since. Bayers on Saturday last, were pressing for a lower range of prices, but holders re fused to accede to their terms, end the transactions were comparatively light; the stocks, however, were accumulating in the hana's of factors, and when the market opened on Monday, some of the® signified their willingness to meet purchasers, which resulted in a fair extent of business at about an }c. reduction on previous figures. This concession brought an ad ditional number of buyers into the market on Tues day, when quite an animated demand sprang up, which continued throughout the day, and prices re covered their former position. Thera was a very good demand for the article on Wednesday, and hold ers realized an improvement of an }c.; and such was also the case yesterday, but the stock had been so much reduced by the previous heavy operations that buyers were prevented from making much progress with their orders. The advance noticed above was well sustained up to the close of business yesterday. The fire day’s business may be summed up as fal low*. via Saturday 1000; Monday 1726; Tues day 2758; Wedne day 2200; and Thursday 1531 bale*—making an aggregate es 9200 bales, against the receipt in the same time es 7434 bales. The sales were as follows: —9 bales at 12}; 23 at 12}; 39 at 12}; Mat 12}: 420 at 13; 355 at 13}; 832 at. 13}; 35 at 13 5-16; 713 at 13}; 54 at 13 7-16; 2100 at 13}; 741 at 139 16; 1804 at 13}; 37 at 13 IM6; 1793 at 13}; and 97 bales at 13 13-16ths. We quota Ordinary to good ordinary —a —; middling to good middling 13} a 13} ; middling Pair 13|; fair 13J; and fully fair at 14c. The transactions in Long Cot ton continue very limited, Thera has not hern suffi cient done to establish a market, former prices howercr, have been ful y sustained. The receipts of new Cotton this week reach upwards of 40 bales. Rice —The time having arrived when it is natural to expect a heavy accession to the stock, from the ar rival of the new crop, factors in most instances have been disposed to red on arrive!, and have met pur chasers at a decline of fully an }c. on former prices. The receipts, which comprise 1912 tierces, have nearly al< bean sold at prices ranging from 2| to s3| per hundred pounds ; the bulk of the sale?, however, ha?e been within the range of 3 1-16 n *3 3-16 per hundred pounds. Corn. About 1400 bushels Maryland, and 1900 bushels Virginia were received some day* since, and sold at 68 and 70c. per bushel. About 1600 buehela New Carolina flint were sold to a miller at 75c. Oats and Peas. —We have no chango to notice in prices. Flour,— The demand during the week has been confined to the city trade, and in most instances to email parcels of Virginia and Baltimore at 5| » 15} per barrel. These prices do not include the extra brands, which are worth 6} a s6} per barrel. The • apply oo sale ia large. Bacon. —We have very few transactions to report. The supply of both Shoulders and Sides is light, tba demand, however, at the same time has been vary limited Shoulders have been selling in small lota at prices ranging from 5 to s}c. as in quality; and the only transactions we have to notice in Sides, is the sale of a lot of 40 hhds. to arrive, at 6}c., and a small store lot at 6|c. Our quotation* will givo a good index of the state of the market. Lard. —There ha* been some inquiry for Lard, and about 250 kegs have been sold at price* ranging from 7} toß}c., as in quality. Bagging and Rope , —The market, may be said to have remained stationary, so limited have been the transaction*. Salt. —There have been received this week 4000 sacks Liverpool, and 4000 bushels from Nassau, About 50d sucks of the former have been sold from on shipboard at 95c.; and the latter brought 23c. per busbol. Liverpool eack can be purchased from store at 90c. We therefore quote 90 a 95c. per sack. Groceries. The Grocery market continued to be very much neglected. Prices of Sugar and Cof fee are nominal. There has been an arrival of 148 hhds. Cuba Molasses, a very large portion of which was sold at 20 and 20}c. There is no Trinidad or Miucovado on sale. New Orleans is retailing from store at 33 and 35c. per gallon. Domestic Liquors. —There is no New Orleans Whiskey in first hands, and the supply on sale is limited. It commands at retail 32 and 33c. A small iot of Northern Whiskey brought 32c. Candles. —About 100 boxes Adamantine sold at 29} and 30c. Fruit , Ac.—A second cargo of Grapes, 'wore re ceived here a few days since, and consigned to the M ssrs. Hall. The cargo waa offered at auction on I 20th ultimo, and sold as follows, viz: 2500 whola boxes Raii-ins, from 1,82} to 51.93 per box ; 1,000 balfdo. 1.07} to $1,13 do; 2,000 quarter do. 61c. do.; 175 boxes Lemons, 1,96 to $2 per box; 200 do. Prunes, s}c. per lb.; 200 do. Figs, 4} to 5 l-16lhs per lb. Post Shell Almonds brought 17} a 17|c. and hard do. 7} to 7}c. 120 qr. casks Sweet Malaga Wine, 35 to 39c. per gallon; 120 Indian bbls, do. 66c.; 60 qr. casks Dry do. 32}c. per gallon. Exchange. —Sterling has advanced a trifle this week. Freights. —A number of vessels have arrived re cently, which have materially increased the amount of tonnage in port. Several vessels are now loading with Cotton for Liverpool, but they make slow pro grass at 5-16 d. for square bags. M. to 49 deg., but dry and fa vorable to cotton picking. Sugar. —The new crop comes in slowly and prices are not yet set'led ; 200 hhde. were sold yesterday and to-day at 5} a s|c. for common to fair. Alohisses. The openin? price of the week was 30c. it gradually fell to 26} a 27c., and recovered to-day Ic.; 165 bbls. having been sold at 28c. Flour. —The ruling rates of the week have been $4 37} for Ohio, $4 50 for superfine Illinois and St. Louis, and $5.25 for extra and fancy brands. To day the demand ia very limited and we hear of th* sale of only 241 Illinios, in two lots, at 4.40 and 200 at —; $4.25 only offered for Ohio. ( orn. —The receipts continue small, but the de mand also has been limited, and the sales aie con fined to some 4000 sacks, mostly from store at 60 a 62}c. for Yellow, and 65 a 68c. for Whita. To-day 1000 Yellow, were sold from store, at 62}c. I and 200 at 62e. Whiskey. —The receipts continue very small and prices have advanced ; 109 bbis. Rectified were sold j nt27c and small lot* at 28c.
