O* Testimony from high authority,— Perfect Cure and no mistake. —We are about to write a voluntary statement of a cure recently effect ed by Dr. Wistar’s BALSAM of WILD CHERRY, which the editor of this paper is willing to give under his own signature. We make it pro bono publico, as we have never seen the proprietor cf this invalua ble medicine, and know nothing at all about him. About four weeks since, one of the compositors in this office was suffering so badly from a cough that he was unable to sleep nights, and too weak to stand at his case. He became very pale and thin, and gave symptoms of falling a victim to quick consump tion. We recommended to him varions medicines which had no effect. Finally, we gave hica one bot tle of Wistaria Balsam of Wild Cherry; it afforded him immediate relief, and he is now a well man gaining in flesh, with a ruddy complexion, and not the slightest symptom of a cough. These are facts, and further particulars may be learned at this office! We should add that the cough was accompanied by profuse spitting of blood. Buy none without the written signature of I. PRCEEDINGS OF CONGRESS, Correspondence of the Baltimore American. IN SENATE Dec. 18. Messrs. Bright and Scale attended to-day. Mr. Pearce presented the proceedings of the Maryland Constitutional Reform Couven lion, in which the recently enacted compromise acts were sustained, and the necessity for car rying out the Fugitive Slave law enforced. The resolutions were read and ordered to be printed. Mi. Cass’ resolution, calling for copies of ail correspondence between the Secretary ©f State and Austrian Charge, relative to the Hungarian struggle and the American Agent, was taken up. Gen. Cass said that he had been informed that the Charge to Austria, appointed some months since, had been retained by the Presi dent, and for the present the resolution might lie over. Mr. Bradbury’s resolution calling for the number of removals by General Taylor's ad ministration was taken up, and further de bated. The debate was wholly upon the reasons given for the removal of General Lane and Colonel Weller. And without taking any vote the Senate ad journed. HOUSE. Several bills, of no very general interest were taken up and disposed of; after which the House resolved itself into a committee of the whole on the state of the Union when the bill for the modification of internal postage was taken up. The bill as reported by Mr. Potter, of Ohio, provides that upon each letter not weighing over an ounce, when postage is pre-paid when such letter is mailed, three cents shall be paid ; and for each additional half ounce, three cents ; and on each unpaid letter, five cents, and the same for every additional half ounce 5 that there be paid on newspapers of leas than 1900 square inches to a place out of the State where published one cent, and within the State half a cent ; and on all periodicals and other printed matter two cents for each copy, of no greater weight than one ounce ; and one cent m addition for each additional ounce. Bound books not weighing over thirty-two ounces, to be deemed mailable matter. The bill further provides for the issue of a coin of the value of three cents,and that stamps be furnished to the Postmasters, who shall dis pose of them at a discount of (en per cent, to purchasers to the amount of fifty dollars. Several amendments were proposed, among others one from Mr. Ashmun, for a uniform rate of two cents on ail letters not exceeding half an ounce, with a proportionate increase according to weight. Mr. Brown, from Ohio, was opposed to the bill,*he considered the reduction proposed would be ruinous to the Post Office Depart ment ; he was prepared, however, to reduce the postage on letters to a uniform rate of five cents. Mr. Venable, from North Carolina, spoke at considerable length ; he was in favor of any practicable reduction, but would not antic ipate the same results as had been produced in England from that measure. He suggested that the postage should not be demanded on papers in the county where they were printed as an encouragement to publishers in remote portions of it, and was in favor of the pos tage on papers generally, being as low as pos sible. The hour for adjournment having nearly arrived, the committee rose without coming to any decision, and the Houge adjourned till to-morrow 12 o’clock. From the Charleston Courier.—By Telegraph South Carolina Legislature. Columbia, Dec. 20, A. M. —Both Houses have been engaged all day in reading Bills. The reporter of the Sun was expelled the floor of the House of Representatives for strictures on Mr. Thompson. R. W. Barnwell. John P. Richardson, W, Hampton and Langdon Cheves were elected Deputies to the Southern Congress on the se cond ballot. The Legislature will be in ses sion the best part of to-night. Arrival of the Cherokee. Baltimore, Dec. 20.—The steamer Cherokee arrived at New York to-day, from Chagres, bringing two weeks later intelligence from California. $1,600,000 in gold and one hun dred and sixty passengers. The Cholera was prevailing to an alarming extent at San Fran cisco and the surrounding towns, seven out of eight cases proving fatal, the disease, however, was slightly abating. A fire occurred at San Francisco, which de stroyed the Eagle Hotel, the Galena House and twelve other buildings. The loss is esti mated at forty thousand dollars. Business was generally dull,owing to the prevalence of the cholera. Breadstuff* and Groceries declining. Money was worth 4 per cent per month. Gold dust was worth sl6 per ounce. The Calilbrnia mail had not reached Chagres when the Cherokee left. Further by the Cherokee.—New York Dee. 20. The steamer Cherokee arrived here to day from Chagres. She brings one million six hundred and eighty thousand one hundred and seven dollars in gold, and three hundred and sixty-one passengers. The cholera has abated in Kingston, but is raging fearfully in the in terior. The Tennessee arrived at Panama on the 2d inst., and the Antelope on the 4th. The Pacific had not arrived. The English steamer Tay arrived at Chagres with three hundred and seventy passengers. Gold comes in plentifully, and is valued at fif teen and a half dollars per ounce. The Cholera has abated at San Francisco, but is more fatal up the river. Business at San Francisco was very brisk. Passengers by the Cherokee bring four hundred thousand dollars in gold. Bath, Maine, Dec 17,1850.—A great meeting was held here last evening, at which the most unbounded enthusiasm prevailed. Among the speakers were Gov. Hubbard, Mr. George Curtis, and Hon Nathan Clifford, who deliv ed glowing speeches in favor of the Union and the compromise measures of Congress. Spirit ed resolutions were unanimously adopted, and the meeting soon after dispursed. New Orleans, Dec. 17, P . M. —The steamer Kuoxviile was completely blown up by the explosion of her boilers while lying at the Levee this afternoon. The number of ki led and wounded is yet unknown. So far as at present can be ascertained, it is supposed that some twelve or more lives have been lost aud as many others wounded. Their names are not yet ascertained. All four of the boilers exploded at the same instant, one of which was thrown about a hun dred yards lodging on the levee. Another passed directly through the steamer George Washington aud lodged in the Griffin. The steamers Yateman and Ne Plus Ultra lying contiguous were also injured. It is not ascer tained what caused the explosion. New Orleans, Dec. 18.—The trial of Lopez and others, engaged in the Cuba Expedition, has commenced in the Circuit Court. Railroad Freighting. — Cheese. —The agent at Herkimer (N. Y.) states that there was re ceived at that station for an Eastern market, from March Ist to December Ist, three millions undone hundred and sixty four thousand pounds of cheese. There was also shipped from this station, in the same time, a considerable amount of butter, cattle, horses, poultry, &c. THE DEATH WARRANT AND THE REPRIEVE.
