The New York Herald has received important news from Cuba, which states that a demand or request had been made by the British Government for mixed commission, authorizing the search of es tates and all places in Cuba where new imports tions of Africans are supposed to be sheltered, and that the Spanish Government iiad granted the demand to the Captain General, previous to re ceiving the orders for this authorization, and had searched several estates, and took a great many negroes from them. , The present agreement between Eng an 8n Spain, a-* proposed by the former, is as n.1.0w. First, England will consent to the importation in to Cuba of spprenti eea from Africa tor ten year s apprenticeship. Second, a new census of every slft ve in Cuba will be formed now by the mixed commission, and authorized to search every estate : n the Island, so hat in future they can ascertain whether any new slaves have been introduced. Third, in fifty years from the acceptance of these propositions and treaty, based theroon,thc present slave* ami their children will be set free. From California. York, Aug. 10. — The steamer Star of the West has arrived from Aspinwall, bringing dates to the 18th July from San Francisco, and one mil lion dollars in gold. The steamer John L. Ste phens left San Francisco on the 16th July with one million and a half in gold. The towns of Corrall and Ophir have been dc stoyed by tire. The mining and agricultural accounts are favor able, and business was active. Later trom California. The steamer Illinois has arrived at New York, bringing $1,800,000 in gold. South American affairs are unsettled. Railroad Accident. Two passenger trains on the Amboy Railroad, came into collision yesterday afternoon. Two cars of each train were smashed, killing five and wounding twenty-three persous—seven very se riously- A child of the Rev. James Purvian, of Mississippi, had his thigh broken. The accident was the result of gross negligence. The Fisheries. Intelligence from the Fishing grounds have caus ed considerable uneasiness at Washington, fifteen vessels having sailed trom Eastern ports, armed and resolved to fight if interfered with. A train on the New Haven Railroad ran off the track last night, killing the engineer. Tennessee Election. The latest accounts say Johnson, dem., is elect ed Governor and the Whigs have a majority in the Legislature. Kentucky Election The Kentucky delegation in Congress stand* five Whigs and five Democrats. New York Market. Tuesday, Aug. 9.—Cotton. — The sales to-day reached 1,500 bales. Wednesday, Aug. 10.— Cotton. —The market to-day is dull. Prices unchanged. Charleston Market. Wednesday, Aug. 10. — Cotton. —There is no demand to-day and no sales. Boston, Aug. s.—The Halifax paper* of the 81 inst., have been received here. TheU. S. ship of War Decatur was reported to be in the Gut of Canso. Earl Ellesmere arrived at Halifax on the Sd. Newfoundland dates to the 21st state that the fisheries in some cases were utter failures. The election at Prince Edward's Island had finally resulted in a small majority for the Libei als. Washington, Aug. 7.—Secretary Medellin d returned to the city last evening. It is said that he visited New York to investigate frauds which j occurred under the late Administration. They were perpetrated in the purchase of goods i j Government for the Western Indians, in the fa fliment of certain treaties. He was accompanies by Mr. Davidson, a distinguished lawyer of j Detroit, as his legal adviser in the matter. The statement that he went on for his family is incor , rect, as they are in Massachusetts, and will not 1 return till October. #('apt. Leun Bernard, "ho captured Gen. Itur bide in the Mexican war, ha- been appointed to a first class clerkship in the Treasury Department. Albany, August s.—Two companies of troops from Fort Adams, and two from Fort Hamilton, each seventy strong, have been ordered to be toady to sail for the Rio Grande on the bth instant. Maj. G. Porter of the Fourth Artillery, is in com mand, Major Delafield, of the corps of Engineers, is also ordered to superintend tne erection of field works on the frontier. This movement of troops is made to meet the movement of the Mexican authorities, who have thrown large bodies of men on the Rio Grande.— More troops from the ports on the Atlantic are : -hardy to follow; probably 1,500 will be sent. I Pohtland, August 4.—The Democrats opposed i i» Pillabury, for Governor, assembled in this city I a large numbers, marching through the streets with bands of music, Ac. They nominated Han son P. Morrill, of Redfield, now Land Agent of the State, as their candidate for Governor. The meeting was large and enthusiastic, and many of the leading De nocrats of the State participated in it. From New Brunswics, Ac. — Benton, August 6. 1858.—St. John, N. 8., papers to August sth are received. They state that the hay crop is so shert that farmers are killing off portions of their stock. Potatoes and other crops promise well. In regard to the fisheries, the New Brunswicker j tears from the Gulf that the fisheries of every [ description have been more than usually prolific, teat mackerel are very abundant everywhere, and •U; American mackerel schooners are making god fares within the proscribed limits, by keep -ng wme of their number on the watch for tne war steamers. , Her Majesty’s steamer Basilisk, Hon. Captain Fgerton, was in Shippiagan last week, and sta tioned an armed boat there. The steamer Rose and some cutters are said to be on the east side of Prince Edward’s Island. the Quebec fishermen are denounced in un measured terms, as having no regard for treaties °r the rights of others—who will continue their anally dastardly and thievish couise until they hre captured by wholesale. The Emperor of Frauce has ordered the con struction of an open air circus at Satory, for the unusement of the troops stationed there. The seats will be in turf, and the place will contain 12,000 persons. There will be a few paying places, aa the expense will be large. Each soldier will have an invitation to dispose of once a week.
