Whereas, it is provided in section seventh
of article filth of the Constitution of this
State as adopted by the late Convention of the
people thereof, on the 23d day of March last
that "there shall be an election held at all the
places of pulilie elecH ni in this State, on the
first Tuesday in. July. 1861, when all the citi
zens of this State entitled to vote for Govern
or shall cast their ballots eithei’ for •Rati
fication’or ‘No Ratification. Tho election
‘ s'.tall be conducted in the same manner ns
general tlectiors ; and the returns shall be
made to the Governor.” And whereas, by a
resolution adopted by said Convention,' the
Governor is required to issue his Proclanui'
tion, cahing on tho proper officers to hold said
election: 1 therefore issue this my Proclama
tion, calling upon and requiring a sufficient
number of the proper ofticei-s and persons
authorized by the laws of this State to super
intend general ciectior.s therein, to convene
at the various election precincts throughout
the Slate, on the first Tuesday in, being the
21 day of, .Inly next, then and at such pre
cincts to superintend and hold said election,
as provided for in the said seventh section of
the filth article of the Constitution as afore
said.

Ordered, That the practice as now estab
lished in the Superior Courts of the State of
Georgia, in common law and equity causes,
be ami the same are hereby adopted as tho
practice of the District Court of the Confeder
ate States of America for rhe District of Geor
gia, mid that all the rules of the said Superior
C. urts of the State of Gerrgia, both at com
mon law and equity, s> far as the same aro
lot repugnant to the Constitution and laws
of the Confederate States of America, or here
by altered and amended, are adopted as the
rules of practice for the said District of Geor
gia, with the exception that all Attorneys,
Counsellors, S ilicitors and Proctors, who
have heretofore been admitted to plead and
practice iu the Courts of the late United
Sta'es for the District of Georgia, may be ad
mitted to p : ead and |>r:ietice in this Court
upon their taking ami subscribing the fol
lowing oath or affirmation;
