And still we find, amid life’s busy whirl
That Fate’s decrees this proverb do instil - -
The honest purpose of a little girl
Is oft more potent th in the strong man's will.
Blest s.-ones there are that linger round my soul
To which i londiy and forever cling
As voyagers look across the waves that roll
Between them and that land where holy mem
ories spring.
Thus, there sweet child, when sue’: as you 1 meet
Who whilst the wind plays with your silken curls
Comes tripping on with light and fairy feet
1 ever sty- iod blrss the little girl<.’’

--8V is that the ><>iiih“ri) people anti
statestneii are (,‘Xtreißi-iy anxious to be
on friendly t olitical and commercial
relations wi h this country. They want
our manufactured goodj in exchang-e
lor their cotton and tobacco. Ihe pro
duce of tiie Lancashire looms, of the
Scottish and English foundries, of the
engim nmnufacturers of tiie Tyne and
Glide, of tiie street shops of Sheffield,
of tht* metal Works of Birmingham,
now excluded from the Southern and
Northern States, by the .Morrill and
other pro ective tariffs, will be eagerly
welcomed Ly tiie Southern St *.tes when
once their independence is established,
or rather ; s sorn as the blockade is
raised, for the independence of the
Confederation is now an accomplished
fact, which not all the might of moon
stricken Yankeedom can undo. When
in addition to this it is borne in mind
that t e storehouses of New Oilcans,
Mobile, Savahnah, and other ports are
cramfull, piled from cellar to ceiling
with that raw cotton, for want of which
our looms are standing still, our arti
zans starving', and our man .dacturers
becoming’ insolwnt, it is impossible
not to perct ive that an overwhelming
case in favor of immediate laising oi
the blockade by the British fleet has
been made.
Tiie idea of procuring from other
places enough of Colton to s- ve us
from the impending disaster, is simply
fatuous. Taking the two elemi n s o!
iiuant ty and quality in o aecoiin'-, it is
safe to assert that not from any or all
ports of the world can we find an equiv
alent for the American Cotton t f which
we are now deprived. As for the East
Indies the region from which the most
sanguine expectations are now cherish
C( ]—nothing but ihe grosses' ignorance
could have given birth to the delusion.
Hi it it is a delusion to believe that now,
or for years yet, a sufricint supply ot
Cotton can be procured from that coun
try to render us independent of Ameri
ca everybody who has looked into the
mat er must admit. To grow enough
Cotton in India, and ‘o provide the ways
and means by which if can be transpor
ted to England at such terms as will
induce manufacturers to purchase it,
cannot-, on the most mod- rale compila
tion, be accomplished in less than ten
years . .
But even if enough of East India
C t on could be instantly and cheaply
ptacured, it would not enable the Lan
cashire mills to kep w rking'. ihe
reason is obvious. E ist India Cotton
is both coarser and shorter in fibre than
the American. Now, in nineteen out
of every twenty mills in this country,
ihe machinery was const fueled for (he
manufacture of longer an 1 liner fihered
product of ihe Ametican Cotton, i o
adapt this machinery to the E ist India
Cotton, would neeessita ea coinpie
revolution and receiistruction ol our
machinery.

is to become of out* unemployed ami

which we dread and which v.’e are doing

' A hy sotiL] they see their wives in ra<rs,

Were they to be gttiily of such complic

of the rest of the world would bo, that
their cowardice was only equalled by
Ihcir criminality, so that a set ol more
unmitigated imbeciles never walked or
crawled upon the face of the earth. It
is, therefor*.*, the most sacred and boun
ded duty of the working* classes, and,
indeed, of ail cl tsses - but of the former
in a pre eminent degree—to take up
this question and make use of all the
constitutional mt'ans at heir disposal,in
order to imluce the British Govern nent
to interpose its power for the pieserya

citizens from starvation.
L'lie Chicago Tribune don’t like
the symptoms exhibiting themselves in
the “State” the Yankees line been at

recognition depends upon its apolica
tion to come in as a free state.
Slavery ix West Y’irginia. —To the
surprise, ol everybody, the delegates
in the West Virginia Constitutional
Convention, at Wheeling, are loth to
giv up skyory in their State, though
by tin* census of 1860, there was not
10,000 blacks in all these counties, two
Hurls of whom have now probably
slipped out behind our army. These
delegates don't want slavery, per se,
and yet they have such scruples about
the “rights of property.” that the dying'
institution, they, in effee', give it new
strength, and add to the evil they would
lain remove. They hav’nt. the courage,
it seems, to meet the great, exigency
and to provide that, while the remnant
of slavery shall be protected until it
has died out, no more slaves shall be,
brought into the State The Wheeling
Intelligencer, therefore, advises the
Convcntio t, if it is not prepared to put
the new Commonwealth in the status
of fr. edom, to abandon the work of
Irain ng a Constitution at once, and
save further expense ; for that “Con
gress will not consent to the subdivis
ion of a slave State, simply that two
slave Stales may be made out of it.”—
We confess, fur ourselves, that we
were disappointed at this hesitancy o n
the part of West Virginia, and we are
at a loss to account for it. Certainly
the project of a new Sta e will be
sealed unless it is to be a free State.
F()RYVA«I> MOVEMENT OF THE EN
EMY IN CAROUINA,
A rumor prevailed in the city on
Wednetday afternoon that the enemy
had effected a landing, from their ren
dezvous at Hilton Head, at some point
on the main-land near Port Royal Ferry
in what numbers was not stated, and
that they had been attacked by our ad
vance forces. We were however, un
able to learn m ire than that skirmish
ing had been kept up during the day.
Yesterday rumors ofall kinds pre
vailed throughout the city, but we were
tri tbl * to obtain any reliable informal
tioa from the scene of action, until late
in the afterm on, when we learned that
a dispa eh had been received at military
headquarters, announcing that the cue
my had cfiected a landing that a skirm
ish had taken [dace in which the Con -
federates lost eight men killed and
some seven wounded. A passenger by
the Chat lesion cars informed us that at
I’ocot.iligo which place he passed about
3 o’clock in the afternoon, he learned
th it skirmishing had continued during
d ty, ttn i thqt our /loops were falling
b.Tck probably to concentrate their for
ces and oblam a. position out ol reach
of the heavy guns oi' the Yankee gun
la at s.
At the time of our going to press
with our night edition we have no defi
nite accounts of the movements near
Port Loyal. We only know that the
enemy hav * made a forward movement
towards the r.iilr.i.t I, and that they
are opposed by our troops.
We hear that reinforcements have
been sent forward. Gen Lee left this
city for the scene of action yesterday
morning.
