I arrived here in time to witness the
excitement; occasioned by the resigna
tion of Gen. Pillow. On Monday it was
reported that he had tendered his resig
nation. '1 he intelligence spread tlno’
the vari< us camps whh the rapidity of
wild fire. That night the officers of his
Division, consisting of six regimen's
und a l.attf lion of artillery, called upon
him in a body, and through one of their
number addressed him in a feeling and
highly compliinenta y manner, and ex
pressed ii very urgent desire for the
withdrawal oi his resignation In re
sponse, he alluded to the deeds of hero
ism, which some of them had performed
i under his eye upon the bloody field of
' Belmont, and spoke of the bitterness of
i ihe pang which he felt at parting from
them, but the .step he had taken, was
taken calmly and deliberately’, and could
not be retraced. I am told by those
who witnessed the scene, that it was of
a very affecting character, lie was af
terwards serenaded and called on by
the large crowd in attendance, for a
.speech. He spoke, but, I was not pres
ent. Judging, however, from the shouts
with which was received his address, I
presume that it was in the highest de
gree satisfactory to his audience. The
next day, as the hour approached for
his depaitore, his Division turned out
under arms and pioceeded to his head
quarters. He was received by them
with deafening- huzzis, and passing
through their opened ranks, he was es
corted by- them and thousands of others
to the depot. The ovat on was the most
complete and the parting scene the
I most affecting that I ever witnessed.—
Os the thousands who were congrega
ted there, I think there was not. one
w!;o could withhold bis tears. Weep
ing seemed to be catching. Al hough
; ui.used to the meltin"- .mood and un
known to the General, 1 could not pre
vent the tears from stealing down my
cheeks. Sobs and “three cheers for
General Pillow” alternated until the
smoke of the departing train was lost
to view.
I confess T was not prepared for such
a scene, for I had in some way received
an impression that Gen. Pillow was not.
very popular with his officers and men,
but from what I have sc n and heard
siii'-e, I am confident that there is no
commahder more so in this department
of tl e army. He is said to be death on
furloughs and whiskey’, and that is
enough to make any General spasmodi
cally unpopular with his men. He nev
er drinks himself, and he would not al
low his soldiers to do so. Me never ab
seiUed himself from camp, and he would
not grant a fmlough to any one else
to leave, except in the most extreme ca
ses. His distinguishing traits of char
acter arc energy and promptness of de
cision. He has the reputation of being
a most, indefatigable worker, never n' l !'*
himself and never permitting any one
about him to be so ; and, judging from
wh..t seems to be the universal public
sentiment of soldiers and citizens here,
he is the filiting man of this department
of the army. Ill’s res gnation is deeply’
and, 1 presume, justly regretted.
'ihe current report is that the cause
of his resignation was a disagreement
with General Polk, about an order is
sued to the Division Quartermaster.—
Forage being scarce, and Gen Pillow
thinking that the principal forage mas
t ■!' was not exercising sufficient ener
gy to keep the army horses from suflei’-
ingand death, ordered the Q lartermas
tei of his Division to semi out some
teams t.-> p;*c;cure Lay lor the horses of
the Division. To this Gen. Polk objec
ted, and expressed his objection to Gen.
Pillow in a violent and angry manner.
\\ hiie tins was the immediate cause,
there has been, as I learn, a long series
<4 disagreements between Major-Gener
al Polk and General Pillow, about the
method of conducting the campaign.—
The former, exceedingly kind, benevo
lent and charitable in his dis’posi ion,
was, it. is susposed, inclined to pursue
the Fabian policy of defensive opera
tions. The hitter, energetic, aggress
ive, ami practical in his nature, was for
carrying out the Napoleonic idea, of
catching the enemy wherever he could

A n Act to prevent, d-ring the existing War,
Monopolies, Extortions and Speculation in
Breadstuff's and other Articles of general
use and consumption, and to make such acts
criminal, and io provide penalties for the
same. »
[Sec. I. prohibits, under penalty of
imprisonment at hard labor in the Peni
tentiary not less than one yaar, nor
more than three years, any person pur
chasing “any articles of clothing, shoes,
leather, cloth of any kind, provisions,
wheat, flour, corn, meal, meat, bacon,
hogs, cattle, salt, bagging, rope and
twine, or any' or either of the aforesaid
articles, or any other article or thing,”
by falsely representing that the pur •
chase is for the use of the Army, the
State or Confederate States.]
I Sec. 11. Beil further enacted, That all
and every’ person or persons who shall
monopolize any of the articles above men
tioned, with intent to produce a. scarci
ty of such article or articles in the mar
ket, or of raising the price or prices of
such articles, or either of them, or if
any person or persons shall purchase,,
procure or receive ary of the articles
specified in the preceding section, and
hold the same for the purpose of en
grossing the market and raising the
price of such article or articles, such
person or persons so offending, shall be
guilty of a misdemeanor ; and upon
conviction thereof, shall be fined in a
sum not less than fixe hundred dollars,
nor exceeding five thousand dollars.
Sec. 111. Beit further enacted, That

Sec. IV. Beit further enacted, That
in all trials for a violation of the third
section ol this Act, the Jury may take

the articles, with expenses of i-ranspoi
tation to market, if the elefemlant be a
manufacturer or producer thereof; and
the original price paid therefor, with
I cost oi transportation, if the defendant
be a merchant or trader.
S.cc. V. Be it further enacted, That if
any or eithe of the offences specified
and described in the foregoing sections,
shall le committed by a Corporation
through its agents, the I’resielent and
Directors of such corporation, as also
die agent so offering the article for sale,
shall be liable to be severiy indicated
for such offence ; and upon conviction,
shall be punished as is herein before
prescrii, .
Sec. VI. And be it further enacted,
That any of the above articles may be
purchased without the limits of this
State, and imported into this State for

current prices in the neighborhood
where the same may be offered for
sale.
See. VII. Beic further enacted, That
it shall be the duty’ of the Judges of the
Superior Courts of this State, at the
opening of each session of their respec
tive Courts, to give the provisions of
this Act in special charge to the Grand
J ury.
Sec. Vi 11. Be it further enacted, That
'n all indictments under this -Act, it
shall only be necessary to state the of
fence generally and substantially, in
the words of this Act.
Sec. IN. Be it further ci.ac ed, That
this Act shall take effect and go into
operation from and after the 15th day’
of this present month, and shall contin

writing from Clarkcville, Va., Jan
uary Ist., says :
There lives in the lower eml of Meck
lenl urg comity, Va., two sisters and
one L rot her. Some tine in June last
the brother volunteered in the noble de
fence of ihe South. Ihe listers said go,
ami we xi’ill do the best we can ; and
what they have done is not to be bea
ten. They have clothed their brother,
gathered the crop and taken care of it
wove about one hundred yards of cloth
for the soldiers, ami made about forty’
garments for them, besides taking care
of and feeding’all the stock. Such pat
riot sm can never fie overrun by the
Yankee vandals, let them come as they
may. I withhold the names, but it is
certainly’true.
