SUNDAY NIGHT’S DISPATCHES
From New Orleans.
New Orleans, Nov. ;2».— Judge Cooley, of the
Sixth District Court, yesterday, ordered a quo war
ranto sued out I y R. 12. Diamond, Chief of Police,
appointed by the Mayor, against the Metropolitan
Police and Superintendent, be sustained, nnd or
dered the Superintendent of the Metropolitan
Police not to Interfere with Diamond In the dis
charge of his duties as the Chief of Police. In his
opinion, Judge Cooley states “that the Metropoli
tan Police law doe* not deprive the municipal au
thorities of the power to establish a Police force,
and that it is optional with the city to accept the
Metro|>olitan Police law, unconstitutional in many
respects, uinong others in making the Lieutenant
Governor President of the Police Board, the Con
stitution prohibiting ono man from holding two
offices. Reported new trial moved.
Lieut Uov. Dunn, acting a* President of the
Metropolitan Police Board, ha* taken out an in
junction restraining Diamond from exercising the
functions of Chief of Police.
Jacob Barker lias received a discharge iu bank
ruptcy.
This morning's papers publish a communication
dated Havana, iisth, signed Antonio Tucre, secre
tary, purporting to be from Representatives of thfi
Provisional Government of Cnba, of the establish
ed town of Bayomo, refuting reports circulated iu
reference to revolutionary movements in Cuba.
They say the proposition for delay or to lay dowu
arms on the condition of the Captaiu General
guaranteeing certain reforms, were scornfully and
unhesitatingly rejected by the revolutionary chiefs,
they say they are not fighting for reform—test in
dcpeudoucc. They conclude: “We who are fully
informed »f everything going on, and particularly
wall informed as to the plans of the revolutionary
leaders with whom wc are in communication, and
assert most positively, tliat so far from being
disposed to lay down our arms, we are about to
strike a blow that will echo in the Continent. We
will lay down our arms when Spain shall have
recognized our independence and not before,
notwithstanding Spanish assertion and rumors to
the contrary." By order of the revolutionary 4 unta
now in session in the city of Havana.
Trouble In Arkansas.
Memphis, Nov. 28.—The Appear* Arkansas cor
respondence says that on the 10th a body of two
hundred men, claiming to be military, entered ’the
town of Ceutro Point, (Sevier county,) and arrested
all the Inhabitants, inarched them into an open
field, placed a guard.over them, and then proceeded
to sack the town, after which they left. Next day
the citizens of the adjoining counties Hocked into
town, and a uioooliug was held to express the sen
timent* of the people in regard to the outrage-
While the meeting was progressing, the same men
dashed into the town and opened an indiscriminate
fire upon the assembly, shooting a number and
arresting three of the oldest and best citizens,
named lleister, Anderson, and Gilbert, and carried
them iuto a field and shot them. The band is still
in possession of tha town.
Eight companies of the 2iKh Infantry have left
on the steamer Kutli for the Texas frontier.
The Contend Election in Charleston -Arrival or
Immigrants.
Caam.KsTos, Nov. 2b—The contested municipal
•lection ease, after a trial of two weeks, was con
cluded test night by the election being declared
Illegal and void, by a vote of twelve yeas and three
nays. This decision was reudered by the present
Council, of which a large majority are Republicans.
The effect will be to eoutiuue in power the present
city government until a new election is ordered by
the Legislature.
The Bremen bark. Gauss, with three hun
dred German immigrants, arrived to-day. She
bad • rough voyage. Eight deaths occurred on
the passage, mostly children.
Virginia . Sews.
Richmond, Not. 88.— Dr. Arthur E. Pettieolas,
Superintcuileut of the Lunatic-Asylum at Williams
burg, committed saiciile there this morning by
leaping from a window of the Asylum, dashing his
brains out on the bricks below. The deceased was
a distinguished physician, and was former Profes
sor in the Med cal College here. His mind has
been unsettled for some time past.
The Richmond Circuit Court to-day gave a judg
ment against the city for tifteeu thousand dollars'
worth of whiskey destroyed by order of the City
Council on the ni>ht of the evacuation in 1865.
About three thousand barrels were destroyed that
night, for all of which the city will hare to pay.
The Daily A 'em Xatiou, the Republican paper
here, announces that, owing to unexampled, pro
scription, it will not be published again.
General W. C. Wickham baa been elected Presi
dent of the Chesapeake and Ohio Railroad.

Cespedez, previous to the attack and repulse at
Maneauilla, recommended that the women and chil
dren should leave the town. The Captain General
and offic ials are confident of no speedy termination
of nO. Another battalion of volunteer# march to
Halquiu during the coming weak.

O Council of the City of Macon, that the lots
and buildings erected thereon, and the stock in
trade hereafter used, or employed Immediately
iu and about the bnsiness of manufacturing, by
any individual or company, of Cotton, wool,
Paper, Leather, or any other machinery driven
by steam power, within the corporate limits ol
the City of Macon, shall be exempt Irom taxa
tion for and during the term of thirty years ; and
that by water power sixty years from the pas
sage of this ordinance ; provided, that nothing
herein contained shall exempt from taxation
anv goods, wares, or merchandise, which may be
kept for barter or sale by any person or company
es above, excepting only fabrics and articles of
Ur ir own manufacture.
