Much more may a Coun- | ty ; and of course, a State may resume the so vereignty she has parted with, and declare “ free ports” or whatever else she wills, and maintain this system of affairs, iy she can. But all this is nothing more nor less than the break ing up the foundations of society—Revolution— a right no-body ever attempted to question un der intolerable oppression. Yet this is Nullifi cation—lhe right of a member of this Union to determine what hw it will obey, and what law it will not. And it is now so acknowledged** many of its advocates now openly proclaim Re volution as their object, after the people have been inflamed into madness—when Reason, in a Certain portion of our Country has yield' d her thione to Passion, and nought but the self-pre- Serving power of the Confederacy restrainsit from shooting madly from its sphere. At first, this politieal panacea was a peaceful, constitu tional remedy. It was not in the onstitution to-be sure, but it was not Inconsistent wi'h it That, which sat the Constitution, both it- spirit And its letter, at defiance, and appealed to the inflamed passions f irritated men—t, at, which threw a State on its unshorn natural rights, Which authorizes a State to w ithdraw the alle giance of its citizens from the Common Govern ment, an-1 wditiVy arrets the operation of an universal law within its limits-—that is not in consistent with the Constitution!!! But it is ,ncT-‘rtheless true. For the Constitution has Yle thing in it, forbidding the Rlsht of Revolu tion. That no Constitution can restrain—no peo ple alienate. Why, then, bave the people been deceived by the cry of peaceful, constitutional Nullification I Its percefulness has been test ed, and its const tutionality becomes more open ly denied, as the plans ripen and the< plot thick ens. The catastrophe linear at hand., The mask will soon be dropped entirely, and as cursed a hi teousness of features as ever appall ed any nation, will startle the loveis of iheir Country’s integrity and independence from the dream of false security. Fellow Be not deceived. Co;.fide jii your party leaders and friends as much as you please. Believe them honest, if you can, and devote Ito their Country’s welfare. They may be so —some of them are so; but the ten deucy of this doctrine cannot be mistaken —it is as plain as the disk of that glorious luminary, which now pours its light on the unsullied ve bide of our thoughts. , It will dissever th s Union into rival confederacies, plant a tower on every mountain, bristle yr ur peaceful streams wi h bayonets, and delugf yonr happy Country in fratricidal blood. Rouse, then, from your lethargy Let all good men rally round the Stat Spangled Banner— not that one-starred noa-d<;script, which had, already, nearly gone down in blood; hut that Banner of Stars and Sripes, which, while it commands the entire homage of every Ametican heart, equally com mauds the respect and admiration pf the wor:d- Dull indeed is th it eye, that does not brighten— col i that heart, that does not throb with increas ed emotion in its piesence. Who would see it insulted, and not avenge? Who would gee it disgtneed, and live? It may, ere long, become our duty to call you around it, to take those measures which the exigency of the times de mnnds, both for your personal and national se curity. Think of it; and bring the purest offer ings of patriotism, with the freshest feelings of opening spring, to present on the altar of yonr Country’s Uninn. Ist.— Be it ordained, by the City Coun. cil cl Augusta, that from and after th« firs day of May next, it shall not be la - fui to give, sell or deliver within 'he limits of said city, any Intoxi cating Liquors to any slave or free person of cok.r in less quantity than one quart, under any pretence whatsoever, nor one quart or more to any slave without a ticket from his or her owner: or lawful employer, authorising or directing said ' slave to purchase or receive the same, or giving said slave a general authority to make purchases on account of his master or lawful employer, mid. r the penalty of paying of not more than fifty dollars for every offmee. Sect 2d.— Be it further ordained, by the authority aforesaid, that it snail be the-'duty of any person who shall sell or deliver intoxica ing liquor to a slave within the limits aforesaid in sin h quantity as a ticket would authorise, to produce such ticket or prove its p osession by such slave at or before the time of the sale or de livery of any intoxicating liquor to said slave, under the penalty of being held to have violated one of the provisions of the preceding section of this Ordinance. .
