Henceforth, it will be the advocate of the doettines contained in the Preamble and Resolu ’‘■'os, of the State Rights Meeting, at Milledgeville, on the 13 h November last. Those who are unacquainted with the Preamble and Resolutions referred io,aie informed— That they denounce, in un qualified terms, the well known Procla. mation and Force Bill: They re-assert, the principles of the Virginia and Ken tucky Resolutions of *9B, in their plain, obvious, and primitive sense; im. bscured by the sophistry us modem Federalits, and uyyauaired by the strength.wasting refinement of hare hearted Republicans.” They uphold State Sovereignty in a sen sible form,and wjlh intelligible attributes: They maintain that the General Govern metit derives its powers from a compact between Sovereign S ales; That these powers are limited “ly the plain sense and intention of the instrument constitu ting that compact; and that in case of a deliberate. palpablcy and dangerous cise of ether powers, not granted; it is the right duty of the Stales to interpose for arresting the progress of the evil within their respective limits f* A that they have she right “to judge as well of infrac tions of the Constitution, as of the mode and measure of redress.” , - . The e are the principles of the State Righ ts’ Pariy of Georgia,” the princi ples of this gazetie. We espouse them because we find them blended with all the original elements of our Government; and because they are admirable in iheo t ry. and still more admirable in practice. We deprecate their antagonist doctrines; because their promises have ever been—- Consolidation; and their fruits—dissen tious, usurpation, injustice and oppres sion. Their first ten years’ reign, pro duced the Alien and Sedition Laws—and they fell, Their last, ten years’ reign, have brought 'he country to f lhe verge of civil war; clothed the President with dictatorial power, exhibited his on the match from State to State, in mena cing array—and they reign on ! T In this state of things, it becomes eve ry man who has the welfare of his coun try at heart, to consider what he can do to redeem her from disgrace, and rescue her from speedy dissolution. We believe that we cannot better direct our ume and labor to this object,than by using our hon est endeavors to bring back the peo ple to the republicanism which they have forsaken. To this end,we take the State Rights Sentinel in charge, and earn eslly solicit the aid of all who think with us upon this deeply interesting subject. As we believe there is an inseparable connexion between virtue and happiness, vice aod misery, whether considered in refeience to b«dies-politic, or to individ uals, it will be our ceaseless endeavor, to impress this truth, upon the minds of the people at large, and to make it, if possi*. ble, the leading maxim of the party to which we belong All institutions, and aioci’itions,therefore,which have for their object the improvement of the moral con dition of our fellow citizens, will find a warm supporter in the Editor of this pa per; a’nd all well written essays, ending to the same object, shall be welcomed to our columns. The State Rights Sentinel shall be an independent paper, or it shall cease’ to be. It will pay a blind subservience to no patty; it will support the intentional errors of none; but it will not visit the er rois of individuals upon the party,nor de-, sert the party,for occasional errors.Wheo (he party which it now advocates, shall depart from the Jeffersonian principles, this gazette will depart from them. No pains will be spared to make the Sentinel instructing and interesting to all classes of readers; though other busi ness of the first importance, forbids me to promise much for a month or two to come. (f Ja » 17 8 m 6t AN ORDINANCE, •' TO prevent the sale or delivery of Intoxica-’ ting Liquor to persons ofcblcr, within tba corporate limits of the City of Augusta, in cer tain cases therein specified; ' Sect Ist.—Be it ordained, by the CityCoutf,* cil of Augusta, that from and after the firs day’’ of May uex*. it shall not bela >ful ta give, sell or, deliver within the limits of said city, any lot xi eating Liquors tn any slave or free person of color in less quantity than one quart, under any pretence whatsoever, nor one quart or more to* any slave without a ticket from his or her owner or lawful employer, authoiisiog or directing said slave to purchase or receive the same, or giving said slave a general authority to make purchases on account of bis master or lawful under the penalty of paying of not more than fifty dollars for every off-nee. Sect. 2.: —Be. it furtner ordained, by the authority aforesaid, that it shall be the duty of any person who shall se I or deliver intoxica ting liquor to a slave within the limits aforesaid in such quantity as a ticket would authorise, to produce such ticket or prove its p osession by such slave at or before the time of the sale or de livery of any intoxicating liquor to said slave, under the penalty of being held to have violated one of the provisions of the preceding section of this Ordinance, Sect. 3d.— And be it further ordained, That all Ordinances and parts of Ordinances milita ting against this ordinance, be and the same are hen by repealed.
