Henceforth, it will be the advocate of the doctrines contained in ihe Preamble and Resolu tions, of the State Rights Meeting,, at Milledgeville, on ’he 13<h November last. Those who are unacquainted with the Preamble and Resolutions referred to,me informed—That they denounce, dn un qualified terms, the well known Procla. matiou and Force Bill: They re-essert, the principles of the Virginia and Ken tucky Resolutions of '9B, in their plain, obvious, and primitive sense; unr.bscured by the sophistry of modern Federalits, and unimpaired by the strength.wasting refinement of hare hearted Republicans.* They uphold State Sovereignty in a sen sible fornx,and with intelligible They maintain that the General Govern ment derives its powers (torn a compact between Sovereign States; That these powers are limited the plain sense and intention of the instrument constitu ting that compact; and that \n case of a deliberate, palpable, and dangerous exer cise of other powers, not granted; it is the right dp duty of the Stales to interpose for arresting the progress of the evil within their respective limits and that they have the right “to judge as well of infrac tions of the Constitution, as of the mode and measure of redress.” The.e are the principles of the Slate Rights’ Parly of Georgia,” the princi ples of this gazelle. VVe espouse them because we find jhem.blended with all elements of our Government; and because they are admirable in tlieo. ry, and still more admirpjjle in We deprecate their antagonist doctrines; because their promises have ever been— Consolidation; and their fruits—dissec tions, usurpation, injustice atid oppres sion. Their first te • years’ reign, pro duced the Alien and Sedition Laws and they fell. Their last ten years’ have brought he country to the verge of civil war; clothed: tho President with dictatorial power, exhibited, his troops, on the march from State to State, in mena cing array—and they reign on ! In this state of tilings, it becomes eve ry man who has the welfare of his coun try al heart, to consider what he can do to redeem her from disgrace, and rescue her from speedy dissolution. We believa that we cannot better direct our time and labor to this object,than by using our bon est endeavors to, bring back the peo ple to the republicanism which they have forsaken. To this end,we take the State Rights Sentinel in charge, and earn eslly solicit the aid of all who think with us upon this deeply interesting subject. As we believe there is an inseparable connexion between virtue and happiness, vice and misery, whether considered in refetence to bodies-politic, or to individ uals, it will be our ceaseless endeavor, to tmpie.s this tru'h, upon the minds of the people at large, and to make it, if possi ble, the leading maxim of the party to which we belong All institutions, and asociations,therefore,which have for their object the improvement of the moral con dition of our fellow-citizens, will find a warm supporter in the Editor of this pa pet; and all well written essays, tending to the same object, shall be welcomed to our columns. ; , . The State RroaTs Sentinel shall be an independent paper, or it shall cease to be. It will pay a blind subservience to no party; it will support the intentional errors of none; but it will not visit the er rors of individuals upon the party,nor de sert the party,for occasional errors. When the party which it now advocates, shall depart from the Jeffersonian principles, this gazette will depart from them. . No pains will be spared to btako the Sentinel instructing and interesting to all classes of readers; though other busi ness of the first importance, forbids me to promise much for a month or two to come. Our printing materials are entirely new and well selected, and we are well sop plied with operatives: we may therefore promise a speedy and handsome e«ecu tion of all Job work which may be entrust ed to us. Ist.—Pe it ordained, by the City Coun; cil of Augusta, that from 6nd aOer the firs- day of May next, it shall npt be la wful te give, sell or deliver withhi the limits of said city, any lot <xi cating Liquors to any slave or free person <jf color in less quantity than one quart, under any pretence whatsoever, nor ohe quart or more to any slave without a ticket from his or her owner or lawful employer, authorising or directing said slave to purchase or receive thp snrne, or giving said slave a general authority to make purchases dn account of his master or lawful employer, under the penalty of paying of net more than fifty dollars for every offence. Sect. 2d.—Be U further ordained, by rke authority aforesaid, that it shall be the duty of any person Who shall sell or deliver intoxica ting liquor to a slave wirhin the ‘limits aforesaid in such quantity as a ticket would authorise, to produce such ticket or prove its p osession by such slave at or before the time of thd sale or de livery of any intoxicating liquor to said slave, under the penalty of being held to have violated one of the provisions of the 'preceding section of this Ordinance. < ? ” Sect. 3d.— And be .it further ordained, That all Ordinances and parts, of Ordinances milita ting against this ordinance, be and the same arc hereby repealed.
