The k«r»untof (he tpette it IneU 8. in January, 1817, wi i in the hink of was 1,724,109 dollar*; 324,000 dollars more than the coin part of the first instalment and which mij fairly be presumed to have been re ceived for the second instalment- If then the checks of stockholders founded upon discount* were equivalent to specie, they wep: by them authorised to draw nut of the bank the very coin which had been paid in by other stockholders, in order to pay it into the bank again, for their own benefit, and to complete the payfn -at of the specie part of the second iastaltoeot—an opera tion of more potency, in creating specie than was ever ascribed to the fabled finger of Midas. The general statement in Feb ruary, 1617, shew* thattlie total amount of bill* discounted was 2.950,067 dol lars making an exces* of 1,205,958 dollars of discounts over the specie in the bank. From which it would result, that the ehecks for the proceeds of those discounts were not in all rases equivalent to specie. As to the difficulty of the bank going into operation without those discounts being made, to facilitate the payment of the se cond iusfaJtneift, it is not perceived how that measure removed the difficulty—for it is obvious that it did not add a single cent to the specie in the vaults of toe in stitution. What other difficulty than the •^rant of specie the bank had to encounter, is not Known, os all other obstructions seem to have yielded almost without an effort. General Jackson’s address to the chiefs and warriors of Chehmv Village bears am ple and honorable teetimony of his justice inhumanity. Let his adversaries,who have attempted to tarnish the lustre of his re putation, read it, and blush—if they can. The pertinacious opposition of some re spectable prints, toward this distinguished American. has been, and still remains with us, an impenetrable mystery. We are baffled in every attempt to anyaliise their conduct. Can it result Irom politi cal hostility to the powers that Le? No —Those prints have given ton many sig nal evidences of their zealous attachment to our political institutions. Can it be the consequence of an unprincipled spirit vlfavoritism, which would "Build it* fortune on another's mini" Charity forbids the thought. What then is the impetus which drives the Kichmond iinquirer to bare its .‘red right arm” of vengeance against the general? The pol icy ofgovernmeut is nobly and ingenuous ly avowed—and we think, we do not err in saying, that that pulicy is almost unan imously sanctioned by public sentiment. These observations are not made be cause we apprehend any thing like dan ger from the clamour of the general’s ad versaries; but from a sincere regret that juen who have long and faithfully labored in the vineyard of Republicanism, should now, for the first time, model, auil inflame in the furnace of contention, the very weapons with which their political anta gonists tauntingly assail the public virtue of our government. A letter from Fort Claiborne (A. T.) to the editors of the Journal, dated the 6th inst. says—‘‘By a gentleman just arrived at this place from Pensacola we learn, that things remain there nearly in the same si tuation as formerly. Advices had been re ceived from Havana, by way of Nciv-Or- leans, to the lUtl. of December which state, that the troops from thence to re-occtipy Pensacola were to sail by the 15th of tha month; hut various opinions were enter tained respecting the actual intentions of the captain general, whether he intended to send the garrison until he received or ders from Madiid. The idea that he did not, gained strength - from the length of time the expedition had been in readiness. The inhabitants of the place express strong doubts of its being ever again occupied by his catholic majesty’s troops. The utmost tranquility exists—the present governor (King) refuses to act in any civil capaci- ^ tj.”—Georgia Journal 191ft ii.st. •hip Emma-Sophu, from Hamburg boonl to Havana, was beaded off the coast of Florida, on the 24 tb tilt. by « piratical pri vateer of about 50 tons, and 30 men; who brought.th« ship to an anchor, where they kept her for two days, during which time they treated the crew in the most abusive manner, and plundered her of good* to the value of Fifty Thousand Dollars: they then suffered the ship to proceed, and she arrived at Havana on the 26th.— The crew of the pirate was composed of all nations; the captain was believed to be a Spaniard, as were also several of the men: they were all armed with long knives, and repeatedly threatened the lives ol the* Hamburg captain, and the supei cargo, an American gentleman. Th» ceirmory of interment, which took ptace in Jack.Tontboro-jgh, was attended by (he members of the court, then in session—shortly after which, the body was removed to his former residence, at White Jlluii, and deposited in the family buiyiag- grnund. His many virtues endeared him to an extensive circle of acquaintances, and his mild and unaffect ed piety will form a subject of pleasing reflec tion to bis surviving relatives and numerous phan family. ThorndiSe, jun. of Beverly, master (who had been murdered by the crew,) was at one of the ports of Timor, about the 20th August, 1818, under command of the car penter and boatswain. The accountcapt. Tucker says is correct. Headland Gilman have been arrested for robbing the mail between Salem and Boston. There were checks in it on the United States Branch Bank for 7,800 dol lars. The object of which is to endeavor to make the hearer familiarly acquainted with every part of the system, as defined and practised by its distinguished author. It is presumed that the explanation which is pro- posed to be be given in this Lecture, of the prin ciples by which anjr number of children, from fif ty to twelve hundred, are governed and educated by one teacher, will excite general interest and attention.
