Left the remainder of the squad ron at Syracuse, from whence also tin Spark sailed same day for Tripoli, with Mr. Jones, American Consul to that re gency. The frigate United States, capt. Craue, was to sail lor home as soon as the Guerricre arrived to relieve her. An affair of honor took place at Syra cuse a few dnys-before the Peacock sailed in which Midshipman , of the U. navy, was killed. The number ol deaths in Tangiers, from the 17th to the 30tli of November, was 256, about 18 of a day. A letter to the Editor of the Richmond Enquirer, from a member of congress says (alluding to the report of the bank commit tee) “I have, never felt a stronger conflict between indignation at such proceedings, and commiseration for the individuals who will be affected by this developeinent. My mind has settled down into a fusil dread of banks and the paper system.” The treaty concluded with the Chicka saw Indians last fall by gen. Jackson and .governor Shelby, has b*‘en ratified by the .senate of the United States. The following is the bill, which :*compa- rnied the report made by the committee on the bank of the United States, presented to the house of representatives, on the 16th instant: Be it enacted by the senate and house of representatives of the United States of Ame rica in congress assembled, That, in all elec tions of directors of the bank of the ^United States,hereafter tobeheld, under and by virtue of the “act to incorporate the subscri bers to the bank of the United States,” wheneverany person shall offer to the judges of such election more than thirty votes in the whole, including those offered in his own right, and those offered by him, as attorney, proxy, or agent for any others, the said judges of the elections, or any one of them, are hereby authorized and requir ed to administer to the said person, so of fering to vote, the following oath or affirma tion, viz: I , do solemnly swear, (or affirm, as the case, may be,) that I have no inter est. directly or indirectly, in the shares up on which I shall vote at this election, as at torney for others; that those shares are, to the best of my knowledge and belief, truly, and in good faith, owned by the persons m whose names they now stand, and that, in vo- tirisr at this election, I shall notin any man ner violate the first fundamental article of . the “act to incorporate the subscribers to the bank of the United States.” And Uie said judges of elections, or Any one of them, sl;ail be' authorized and empowered, in their discretion, or at thp ipstgnee of any to be held as aforesaid, shall permit any person to give more than thirty votes in the whole, at any such election, without the said persons's having taken the afore said oath or affirmation, such of the said judgesasshall consent thereto shall several ly be deemed guilty of a miisdeameanor, and, on due conviction thereof, shall be sub ject to a fine, not exceeding or to imprisonment not exceeding at the discretion of the court before which such conviction shall be had.
