Petersburg. January 6 Yesterday morning at 11 o'clock the Emperor vavrestored to the anxious wish es of-tlie -inhabitants of this Capital. On his arrival he received the homage of all tlie graud dignitaries and nobility. ■Ysevna, January 6. -One df the most wealthy bankers of this capital, who enjoyed unlimited credit, and wiunn public opinion designed as the future head of an important financial ad ministration, had disappear.. I during sev eral days. Yesterday his body was lound in tiie-Danube. It is not known to what cause to attribute this deplorable event. Nuremberg, Jan. 17. Accounts from Spain speak of a plan lor South America, but which is rather in the number of impossibilities; than even of probabilities this plan is stated to be an idea of the new ministers the Marquis d’Irqjo, and to be as follows:—To act decisively in South America, 40,000 men are wanted, who must be so distribu ted as to operate at the same time with en ergy and success in all the revolted provin ces. He would, therefore, send first 10,000 men to Venezuela and New-Gren- ada, 8,000 to Mexico; 14,000 to Buenos Ayres and tne river Plate, and the rest to Chili. But as all this requires immense expense, the plan provides the means of meeting it. These means consist in ce ding to Russia the island of Majorca, Mi norca, and Ivica; to Holland the Canaries; to England, Cuba; and to France, Portu Rico; also the Spanish port of St, Domin go and the Philippines. In return for those cessions, Spain would receive their value in transports and every other requisite.for its enterprise, the expenses of which amount to 3,000,000. From the Charletm Courier, SJinit. VERY LATE FROM EUROPE. By the fast sailing ship Homer, captain Bell, arrived at-this port yesterday, in 34 •lays from Greenock, we have received Scotch papers to the 20th of February, in clusive; and have been favored with com mercial letters to the 23il of the same month From the papers we have made a few selections, but they are usually barren of news. The letters present a very gloomy pic ture of the state of business, particularly in the article of cotton. Oar latest Liver. iooI quotations are of the 20tli February. One letter from Glasgow, of the 20th February, states, that upland cottons, for which 27 cts. had been paid in this city were sol'd there at Is. per lb. The bouse of Haddow •$* Dale, of Glas nw, has stopped payment. Very destructive gales were experienc ed on the coast of England, the lust of anuary and beginning ol February, great number of vesseis were wrecked and many lives lost. The Westminister election commenced or. the 15th February, candidates, Mr liobhouse, Mr. Lamb, aud major Cart wright. The former is supported by sir Francis Burdettfand his paitizans arede- ominated ultra reformers. For the two first days he out-polled Mr. Lamb very considerably, but on the third, the latter the close of the poll, was within 7 votes Mr H. and it was thought would be elect ed. Major C. is supported by the old friends ufCobbettand Hunt,and had received less than 30 votes in the three first days of the election. Charles IV ex-king of Spain, expired ■on the night of the 20th January, at Rome, after 24 hours illness, having survived his queen only about a fortuigbt. “Yesterday morning (says an -Edin- borough pa y- of the 15th Fenroary,) the blackbirk w.>* heard singing, in fall note in the neighborhood of this city. According to the last accounts from St. 1’eti‘rsburg, the Gulf of Finland was as open to navigation as in the middle of summer—a circumstance never before known at so late a period in winter. It remains to be seen whether the American congress are to be of the same way of thinking with tlie^ secreta ry. In the house of commons on Monday, lord Oastlereagh moved for the appoint- ment of a committee of finance, on which occasion hj* lordshipbriefly stated that the outlines of the estimates for the pretent year. The income of the couutry in the year ending January 5, 1818, amounted to 51,605,000/ ; in the year ending January 5,1819, to 54,063,000/. From tne former sum the arrears of the property tax and various war duties ought to be deducted, as forming no part of the revenue produced in the year. From the larger sum ol 54,095,000/ only 335,000/. is to be taken away for similar arrears, l'he actual in crease in the produce ol last year over that ending January 5, 1813, on a comparison of the totals above given, is 2308,000; bur if to this be adntd 1,7-»3,000/. the sum by. which the arrears of the year ending Jan uary 5, 1819, it'will be seen there is in point of fact an increase of real income to the sum of 4,146,000/. The total amount of the reductions, including those in the colonies, is 35,268 officers and men. To this statement, Mr. Tierney very properly replied, that the sinking hind of 14,000,000/. (the sheet anchor of our fi nance) was lost sight ol; and that a sum of about 3,500,000/. instead of 14,500,000/. was all that the luost sanguine views c-ju;o present as the means for reducing our en ormous debt. If the sinking fund iR to Is- retained in namvwe-must therefore bor row the difference, and we may therefore say that the revenue is st.lt deficient to that. It is gratifying, however, that the amount of the exports for the last year is 35,325,- 000/. being above 3,000,000/. more than that of the preceding year, ansi about 160,000/. more than the year 1815, in which the export* exceeded those of any "f the former year' by 10,000,000. It is the consideration of the disbursements which this revenue is meant to cover, which chills the pleasure the statement would otherwise give. A motion was made by Mr. Calcraft, for adding Mr. Brougham to the secret committee,sitting on the allairs of the bank relative to cash payments. After seine discusioti, the motion was negatived on a division of 175 to 133, leaving ministers a majority of only 42. February 19. The report of the committee appointed by congress, to consider the unfortunate case of Arbuthnot and Ambrister, will be found very satisfactory. Much pains aud candor appears to have been bestowed in the-investigation: and the result is a de liberate condemnation of the conduct of general Jackson and his court-martial. Glasgow, Feb. 6. On Tuesday it was agreed in both houses of parliament to appoint a secret commit tee to inquire into the state of the bank of England, In the house of commons a di- cision took place and the motion wasearried by a majority of 109. " Letters from Ceylon state, that the Malabar chief, pretender to the crown of Cjndy, and his prime minister, had been taken prisoners. The London Gazette contains a prods .mat. on, fixingThursday tne 18th day of March next for the election of a peer in Scotland, to represent them in parliament, in the room of William Earl Errol, de ceased. London, Feb. 16. The 'funds have in the course of the week, been in a declining state, for which various causes are assigned, though the most obvious seem to be the scarcity of money, occasioned by ttie commercial <!is tresses, and the repayment to the hank, on Friday, of the advances on omnium made by that body; which latter cause has compelled the less firm holders to bring large quantities to the market for sale.— For the last two days the scarcity of money at the stack exchange has not been very- great and the exchequer bills, which jn the early part ol last week were as low as 8s premium, were on Saturday at from 12 to 18s. An improvement in the exchanges has taken place amounting to rather more than one per cent: the price of standard silver remains at 5s 7d the ounce, 6bt dol lars which had been raised in value by the kite demand for the India market, ar.e now fallen to the same rate as buliun. The amouut ofbaok discounts has, it is said, been less than usual, but not to any material extent. Silver coin is growing scarce, and will continue to be so while its price as bullion exceeds that at which it is issu ed from the mirit; a further cause may be, that the- supply of silver to the Ltmdon hankers is discontinued. One of the ab surd reports ofjhe ? week was, that large purchases were made of exchequer bills •inder tie notion that they were about to be funded. It is however said on the best authority, tfcait they ha<f no other object than to makegood the last payment on the loan; those only were b iught ” which were applicable to that purpose, viz the exche- qtKr bill* dated pre vious to August, 1818. Otier bills are not in demand, experien ce/ no rise in price. The James Monroe, arrived at Lvver- 30*1 after a quick passage from New-York, ia> brought considerable remittances for (fit merchants at Liverpool and Manches ter as.well as some extensive orders for Brtisb manufactured goods, particularly Ywkshire cloths; those of a superior de scription meet a good sale in the Ameri ca! market. By letters received from-St. Petersburg, it appear^ that very little business wan do ing there. The weather had been unus- illy mild,/hey had .scarcely any frost; and, unless an alteration took place-this moon none was expected. Spain.—Extract from an authentic let ter from Madrid, dated January 29:— “While endeavors are made to impose on Europe and America, with respect to the real situation of Spain, by pretending that it has at least found tranquility under the double yoke of king Ferdinand and the In quisition, events come, and throw a gloomy and terrible light round the abyss towards which this illfated country is verging.” Februauy17. A Flanders and Dutch*Mail have arriv ed today. The private letters complain very generally of the state of commerce, which still continues unusually languid, there is scarcely a single article of foreign produce that is at all in demand. The prices, although they have recently under gone so considerable a depression, are still not sufficiently lew lor the continen* tal consumers. From Turkey we learn that * scries of inhuman tanugh not unlooked for, specta cles, were exhibited at Constantinople, on the 16th of December, and tho following days. The chief of the W'cchabilea ami Ins Minister, win had been expected lor some time, were then brought in chains ti the Turkish capital, and led through the streets in barbarous triumph. They were next sent to prison and but to the torture they were ulterwards beheaded in the tut Ian's presence, their bodies exposed dur ing three days, and finally delivered up to be torn in pieces by the populace.—Such horrors are scarcely to be conceived but in a country which is inaccessible to the pio gross of civilization. A letter from Bordeaux states that “th» recent change in the ministry is extreme ly pleasing to all thereul(patriots in France, and has given a death blow to the ultra royal** ts. The king, it appears, was in formed of the real views ot the ultras by Decaze, who offered to bring proof by a plan he had devised. Decaze was sop- p.ised to have entirely Inst the confidence of the king, and to l/bigliten (lie plot, hfs majesty sent for the heads ot the royalist party, and implored thi -l to inform him how to save the country. Due of their first propositions was to violate the charier in several points; this immediately perceived by the king, who after a few hours conver sation very politely dismissed every one of them individually, aud nominated the new ministers. , y Seven or eight bankers in Paris have failed.
