Naw-Yona, March 30th, 1819. The siibscriher, master of the brig Telegraph, of Rhode Island, from Savannah for Ncvv-York, with a cargo of cotton, w as so unfortunate as to he wrecked on tilt morning of tbc-ltU of.March, on Absccomb beach, 6 miles to the northward of Great Egg Harbor, in the county of Glouccs- l' r, ( N. J.) In a few hours after the brig struek, from 40 to 50 men appeared on the beach, and being satisfied she could not he got oil'without first unloading her, 1 immediately sent the boat on snore to engagy 25 of them to assist in land ing ar.d saving the cargo. But 1 was soon given to understand that they all shouiAlend a hand, and meant to come in for a share of the cargo. Thus situated, 1 was compelled to consent, and before dark the cargo was all got safe upon the beach, except two bales of cotton very little damaged.* llr this time the number of men who had continued to flock to the scene of dis tress amounted to upwards of9C; and as soon af ter the sun had set, and the darkness of the night would favor their projects, a scene of villainy commenced. Attempts were made to bribe the men who were employed to watch the cargo on the beach, to permit it to be carried off, and not- withstanding all their vigilance, one fellow suc ceeded in rolling a bale of cotton some di9tar.ee before hr was discovered. They claimed one third of the cargo, equal to. five thousand and odd dollars, as a compensation for their trouble, which I refused .to give them. But so eager were these cannibals to divide the spoil between them,they immediate-ly commencedtuits against me to recover thatnniount. Two referees were appointed to adjust the business, but unfortu nately for mo they could not agree, and a third was called in as umpire, when in.the twinkling of an eye he decided that all the claimants >' asked for should be wUpw-cd, besides 56 dollars for the labor of 26 men, a part-.of one day in making an unsuccessful effort to get the-brig <rff. I have thought it iny duty to give the above facts to the wbrld, and wore particularly to .my sea-, faring. brethren, that, should they ever be so unfortunate, (which God forbid! as to be cast ashore on Absccomb Beach, what sort of treat ment they may expect to meet with from the Hottentots in that neighborhood. I should be wanting in gratitude were I to permit this letter to go to the public without exonerating Mr. Gideon Leeds, the Collector of Great Egg liar- bor, Mr. Richard Somers, and Mr. James Som ers, from any participation in. the. shauiefid treatment 1 experienced. Whereas, a number of citizens have formed themselves into companies, under the denomiua tion and stile of the Union Axe and Firemen, and Franklin Fire Engine and Hose companies, for the purpose of carrying into effect a more effi cient assistance Cor the better extinguishment of fire within the limits of tins city— 1. That in all cases of an alarm of fire shall be given, it shall be the duty of ihe city marshal to repair to tbe place where the city buckets may be deposited and employ persons to convey any number of buckets wherever the fire may be; it also shall be tbe doty of the city marshal immedi ately after the fire shall be extinguished to collect all the city buckets and deposit the same, and re; port to'the committee on. engines the condition of the same. 8.
