Tern*.—The Kentucky Reporter in* *ei|$h»; with great virulence, againat the late treaty with Spain, in which we have ‘ |eded, in return tor the cession of the Fion as, Texas, a country of five times its ex ent, and a thousand times its value; and country to which the United Slate* had the [most indubbitable title. The Reporter ex claims that this delightful province, the inest part of America, is irrevocably gone; Kor, that Mexico, independent as it must be, will never recede it to us. We do not regard it as irretrievably lost. It does not belong to Mexico.' It was part of Louisi ana, of the country which we purchased from France. We have quit claimed this portion of that country to Spain; we have not ceded it to the independents of Mexi Co. If any thing passes, by this cesssion it passes to the Spanish* crown* But sve have not guaranteed the posses «ion, «r even title, of the country to Spain. We are, to be sure, precluded from preventing -Spain from gaining the possession of it, if she ran convince the in habitants of the validity ol her right, either by her arguments ’or her arms. We are equally precluded from attempting to con trol the conduct ot the inhabitants of that coontry^which we have abandoned It will rest with the people of Texas, tosay w helher m they will submit to Spain, or join the inde 1 pendents of Mexico, or return to their allegi ance to France, or maintain their own inde pcndcnce. In our opinion'they will adopt the last course. Already have they raised the standard of the republic, defeated the Spanish troops, and for fourteen months held possession of St. Antonio, the capi tal of the province. They were alter wards obliged to yield up their conquest, by a entachracnt of troops from the Vice Roy of Mexico, and their expectation that on the conclusion of the long negociation with Spain, they should be included within the limits ol the U. States, the summit of their ambition, has served, in the interim to keep t)hem quiet. Bereft ot this h»pe they will no longer remain inactive.— Strengthened by the return of those citi zens, whom dread or hatred of the Spanish government had bauished during its tem porary usurpation, and reinforced by a host of emigrants from the United State, lome of whom are already among them whilst others will flock with alacrity to the Standard of liberty wherever it is reared the republicans ol Texas will easily be able to vindicate their freedom. It may, then, and at no remote period, b — me a * question of expediency with them to pro- pose to be admitted into the Union, un kindly as we have deserted them. Never, withing the reco’lection of our oldest citizens, has the aspect of the times, as it respects property and money, been so alarming- Already has pioperiy been sacrificed, in considerable quantities, in this and neighboring counties, for les* than half its value. We have but little money in circulation, and that little is daily diininishi..g by the universal calls of the bauks. Neither land, negroes, or any other article, car> be sold for half tneir value, in cash, while executions to the amount of many hundred thousand dol lars are hanging over the heads of our Citizens. What can be done? In a lew months no debt can be paid, no money will be in circulation to answer the ordinary purposes ol human lite. V\ arrants, writs, and executions will be more abundant than bank notes, and the country will pre- sent a scene of scu(fling for the poor rem nants of individual lortunes, which the world has never witnessed. What -ball be done? Ca'innt the banks relieve us? If they can, they will not. Is not this a state ot things which require theTtiterposition of the supreme power? For some time many of us in the town* haie been, and we shall continue, slaves to bank directors. Some merchant* of high standing are obliged to crouch to these arbiters of credit, upon which their ull depends. Would to heaven that these narasite institutions were sunk in the low est depths of the ocean, and their very memory blotted out for ever. It would be a benefit to mankind, even if it threw us a century back in “internal improve ments,” and reduced us to wooden platters anil pewter spoons. It would lestore us our honest and glowing sense of indepen dence, if it diminished our wealth. We should assume the port and dignity of men, if we lost some of the trappings of fools. Our possession* would not be so great, but they wou'd be our own. The country ts yet only in part fainted. The Constitutional Court yesterday de livered their opinion in the case of Martin Toohev, on a motion for a new trial, and refused I’ e same. They made a similar decision in the case of Hardy Miles, who had been convicted of negro stealing. Sen tence of Death was passed upon the pris oners, to be executed on the 28th instant —Courier. Last evening, a Ball was given in honor of the President, which was truly brilliant. At about 9 o’clock, Mr. Monroe and suite were announced. On entering the room, the band struck up “ Mon. roe’s march.” and our fair country women, in lumber upwards of two hundred, rose, as a mark of respect to the chief magistrate of the republic. The brilliant appearance of the company, the oc casion on which they met, could not fail to ex cite sensations grateful to every patriotic breast —the first Officer of a great nation, honored with the congratulatory visit of beauty, wisdom ana valor, in the persona of the fair daughters of Co lumbia, many of our best statesmen, and renown, ed in arms. The building which was put up for the occasion, and its decorations, at so short a no- tice- wa9 far beyond our expectations. We did intend to have given a description of it, but our Mne will not permit us in this day's paper. At half past eleven o’clock the supper room was thrown open, and so numerous was the com. pany that there was scarce room for the ladies ; the diffusion of light upon an assemblage the must brilliant we ever bebeld ; the taste wit) { which the rooms were decorated with Bags combined with the military glitter, interspersed in the dance with the female beauty and elegance f the city, produced an effect of the most pleas (t>g nature. It was a scene calculated to amu.-e those feelings of patriotic pride which flow from the consciousness of the dignity and purity of republican institutions. This morning between 5 and 6 o’clock, the time fixed for the President's departure, the may or and aldermun waited upon him at his house and took leave of him; at the same time tendered to him their good wishes—that his tour may be pleasant—and that he may return home in good health and safety to the bosom of Ids fami.y.— To which the President expressed Ihmself in feel ng terms, for the polite and kind attention he received while among us. About 6 o’clocx the President left his residence, accompanied by the secretary of war, Mr Gouverneur, and lieutenant Monroe. He was escorted by the Hussars, ac companied by the different uniform corps, com manded by colonel J. Marshall. After ihe Pre sident bad passed Spring RiU the Chatham Ligb; Artillery saluted h»m u.th 21 guns. The escori accompanied the President as far as the forks of the Augusta road, at which place the troops were eviewed by him Alter the review, the officers took an affectionate leave of him. The President declined the tender of the escort beyond the fork of the road, and proceeded on to the reside nee. of Judge Betnen. where he would breakfast, and sleep at Tuckascking to night. We believe that the citizens of Savannah would be prompt at any time in rendering due respect to a chief magistrate of Lbeu.iion who might chance to visit their town, but never with grt ater cor dialiiy than in the instance of Mr. Monroe, whose plain, unas uming, and cone bating * deportment has gained a fast hold on their esteem, as his con duct in public life has on their confidence. The President will remain in Augusta a day or two, and then proceed or. to Tennessee. Gene ral Gaines and familv accompany him. We un derstand that Mr Calhoun will net proceed any further with the President than to Augusta—from thence he goes into Sou’h-Carolina. Extract of a letter from a respectable commercial house in Bucuos Ayres, to another in tbiscityi dated "Buena .tyres, Jlf i-cA 2, 1819 “The depressed state of our market, as well as the scarcity cf money, forbid the recommendation of shipments to this country. Perhaps the so much boasted expedition from Spain tends to im pede the progress of our speculators, as also the temporary stoppage of our inland commerce, by lie savages of Artigas; this state of things will not last long. Annexed is a price-current, shewing the sta'e of our rnaket; but sales are dull, and payments uncertain, notwithstanding the con sumption is considerable. We have nothing to fear from the boasted expedition of Ferdinand — consider property as safe here as in the United States, whose aid vented list, though we bad a right to calculate upon her friendship which has been so generously lavished upon the king of Spain/* Br% Superb.
