The Editors of tile ncw-York Gazette having been fitvored with a file of Chilian papers, they feel themselves under obligations to the young gentleman who translated the following letters, ' which passed between Lord Cochrane and Cap- tain Bfildle, at Valparaiso, in December last.— As Captain Riddle is now at the seat of govern, ment, he will readily perceive whether or not there has been a false coloring given to Ilia cor respondence. S. sloop of war Ontario, captain Biddle, having left Valparaiso suddenly on the 31st ult. which haring excited va rious rumors, we now publish, for the sa tisfaction of all, the literal correspondence between the vice admiral of the naval for ces of Chili (lord Cochran) and captain Biddle. Copy of a tetterfrom lord Cochran to captain Bid- stir, Alter/ Valparaiso, Bee.27,1S13. - Sik.A-1 have been much flattered with the visit with which you have honored me, and which I consider as an honor done me in consequence of the station I hold as commander in chief of the naval forces of the government of Chili. I cannot forget the respect due to you, and will call and see you the first opportunity. The fulfillingmy duty to thegovernment I have the honor to serve is superior to all personal considerations, and [ therefore oeg permission to remind you that, from the length of time you have been in the public service, you cannot have been left ignorant of the'fact that when vessels of war of a foreign nation enter friendly ports, it has always been the custom to give a public salute to the flag. 1 know of hut niie exception, which was when the Ame rican frigate Essex arrived at Gibraltar in the year 1802, which vessel ominitted to salute the flag of lord Keith, who was then the English admiral on command at that station. The latter was of opinion that it was the duty of the commander of the Essex to fire the customary salute, or, if lie refused to leave port immediately. Instead of saluting, the Essex left the port —but on the arrival of commodore Trux- ton, he not only saluted the vessel which bore the admiral’s flag but by the order of the same commodore, the Essex left Alge- sirns for Gibraltar, and was ordered to ful fil the compliment, not only for his former omission, hut for his subsequent return. For my part, I have no personal senti ments on this subject; but allow me to assure you of. my profound respect for yo»r government and for your person. * have the honor, &c. No. 2. S. marine, and ns a mark of my ivs«ct for the commanding officer of the naval forces of the Chilian government, I know well that when a vessel of war arrives in a foreign port, it is customary to fire a public salute, and my knowledge of this circumstance was what induced me when 1 entered this port in January, to give formal advjce of my arrival to the go vernor, and notify him, that I would fire the customary safute, if it would be an swered with an equal number of guns.— Sly offer to salute was not accepted, and consequently your lordship will see with how inao!> propriety I excuse myself front Dot doing it. Pm,—I have received the letter with which you favored me in answer to mine of yesterday, and beg permission to ob- seiUrNe, that being ignorant of the rules of the American government as respects the number of guns with which its comman ders are authorized to fire, in answering the salutes of foreign vessels of war who enter their ports, if you will give me your u-ord uf honor that the American com manders uniformly, without considering the comparative rank or the locality, to opswer with an -qual number of guns the sa'i.tes of all foreign inenof war,I willgive new orders that voursalute shall be answer ed in the same wav. Moreover, as in all other, services iviili which I have had communication, it is customary that the admiral’s vess.el should answer with two guns less the salute of the foreign vessels of war, which do net hear the insignia of a corresponding rank, my instructions, uutil this moment, hare been conforma bly thereto. The alteration of the usual mode of pro- ceudure, in similar circumstances, (as re spects the United States) must be regu lated by the communication which you made me upon tliis subject. Sir,—I hare had the honor to receive the communication with which your lord- chip honored me thismorning. The object of my former letter was to excus^ro/self guns. When a government vessel enters a foreign port, the salnte is a mere matter of courtesy, and entirely arbitrary—it is sometimes practised; and at others it is omitted. ' With respect to what yoor lordship in forms relative to the U. S. frigate Essex, I beg leave to inform your lordship, that your statement Ip; erraneuus; for com modore Tpixton never commanded a squadron in the Mediterranean; and I am persuaded that my friend captain Bain- bridge, who commanded the Essex in 1802, would not have suffered himself to be ordered to leave the port in the manner you state. I Iiav> the honor, &c. NO. 5. lard Cochrane to Capt. Biddle, dated Valparaiso, lame dMe. Sir,—The letter with which you favor ed me this morning, and in which you in form me that your visit was “ in your ca pacity of an officer of the U. S. Marine, and as a mark of your respect for the offi cer who commands the naval forces of the Chilian government,” you leave me to un- dcratand, that in omitting the salute, you could have no intention of failing in the respect you owe the Chilian fla£; die more so, when in the sentence which follows, you plainly confess that you knew, ‘that when a vessel of war entered a foreign port, it is customary to fire a salute; arid that the knowledge of this circumstance induced you, when you entered this port in Jan. ultimo, to give formal advice of your arrival to the Governor, and gave him notice that you woultl fire the custom ary salute, if it would be answered with an equal number of guns.” Imagine then, my astonishment! on receiving this even ing, your written declaration jn which you state, “that the object of your letter was to excuse yourself entirely from making the salute, and consequently it was not necessary to know whether the vessel un der your command should he answered with an equal or a less number of guns.” This is a public affair, but imagine, sir, what were my personal feelings, when I find that you add, in the same letter, that “When a government vessel enters a fo reign port, the salute is^ierely a matter of courtesy; it is entirely arbitrary; that it is at times practised, and others omit ted.” Conceive, sir, I repeat what are my f iersonal feelings, when I compare your ast communication with one of your for mer ones, in which you state, that ‘When a vessel of war arrives in a foreign port, it was customary to fire a salute.” When I compare this with the oiler which you made to the Governor on your arrival in January, to make the customary salute if it would be answered with an equal num- of guns—when I compare this with the knowledge-1 have (and which is incontro vertible) that in no part of a civilized na tion, the power which’ is jjsaluted, never answers with an equal number of guns. As respects the affair at Gibraltar, which I mentioned in my letter, I have not erred in fact, although I may perhaps, have been mistaken as to particulars of no import ance. I plainly perceive, the very unfavorable predicament in which you are placed; and you cannot feel it more sensibly than I tlo. But this will deprive me of doing that, which, before the receipt of your last letter, would have given me great sa tisfaction, and that is, of returning your visit, which I cannot do consistently with my feelings, until an explanation concili ates the apparent contradictions wffich ex ist in your public letters. About 3 o’clock this morning, a fire broke out in Mr. Murphy’s brewery, m Banker street, and before it Could be got under, destroyed the brewery and five or ; IX adjacent wooden buildings.—A'’. Y. paper, 7th inst. Springfield, (Mass.) April 28. The coal house belonging to the United States establishment in this place, near the middle water shop, took tire on Monday, .n.d was destroyed; the adjoining buildings were preserved by the extraordinary exer tions uf the armorers and engine men. The house contained about 17,000 bushels of coaly a considerable quantity of which was saved. Loss to the United States, about g 1,500. • No. 6. Lord Cochrane to Captain Biddle, dated De cember 30. In consequence of the respect and con sideration which in your first letter, you manifested for the Chilian government, and the amicable intercourse which sub sists, and which I hope will long continue between the U. States and this country, I have to request of you, in the event of your intention soon to leave the port to be pleased to postpone your departure until after the sailing of the squadron, ivliich is on the point of going to sea. Captain Biddle to Lord Cochrane, dated De- ernibtr 3 f J, In answer to your Lordship’s letter, I have the honor to inform you, that altho’ I a n anxious to put to sea without delay, and notwithstanding I had it in contem plation to sail this morning; yet as I am desirous to accede to whatever may be agreeable to the Chilian government, as far as it is in :ny power, I have determi ned to remain iu port during this day; hut it will be my indispensable duty to sail to-m-wrow, and I hope that the delay of this day will be autficient to accomplish the views of the Chilian government; and, to sneak the truth, as my object is to dou ble Cape Horn, it seems to me that my, departure cannot be in any way prejudi cial to the views of the squadron.
