Ur the brig Americas, captain Everett, arrived at New-Yurfc, tne eiMors of the Watchman have received a letter from a friend in Monte Video, dated t't$ 6'th March, which it later than any dote ,hence which we have noticed in the papers contain* nothing very in iter ml in addition to what ib now circulating in the papers. Some extract*, howet.v, not unwurtny uf notice, are subjoined. The writer is in fa , Tor of Artegas, and opposed to the preterit administration of JJuem's Ayres; and ex- proses his opinions very freely. \V ith these ive have nothing to do at present, but shall select the matter of fact part; on which the character of the writer justifies an entire reliance. “The country (adjoining) is in a most deplorable condition, owing to the invasion of the Poifuguese, and the want of a Inore enlightened policy on the part of Artegas; who, no doubt, is doing what he conceives to be the best for the country—still, the policy he is now pursuing must, in a short time, deprive him of ail resources what ever. You well know the 'exports of his country consists of jerked beef, hides and tallow. He has prohibited the curing of the former, and allows no cattle to be kil- Jedibut for the consumption of the inhabi tant,; what hides are in the country err brought to market with so much difficulty, and saddled with such enormous expenses, • that the owner gets but little (profit) for them, and for a long time but few have come in. In fact, the distress of the coun try, if wc may credit those who pass into the interior, is beyond description. III.- troops are without clothes or money; their only food is beel, generally without salt, arid always without bread or other vegeta bles; he is in want of fire arms, more in want of powder, and. what I should sup pose still worse, the population no doubt decreases. Afrfr all, the Portuguese make no iin pressiun on him; on the contrary, he is making head against them, and closely watchjrtig an army on the river Uruguay,* Which he is fast reducing by skirmishing, and protecting deserters, whom he allow tj return with their arms, <J’c. to their own country, about Rio Grande. I have no doubt this will turn out a Uurgoyne expe dition; the Portuguese can never take his country from him if the people are true to themselves.” Tne writer gives the following statement as the substance of late reports or rumors ' from Buenos Ayres: “ •’he people of Santa Fee are now up in arms against them, (the Buehos Ayreaus,) . joined by a large party from the interior, ami have nearly or quite, by this time, cut off ail communication between Buenos .Ayres and the country. “I have seen some late letters from Bu nos Ayres, which- are un business—still they hint at something—I can see tint all is not right tlieic, and I think a change tnr.y be looked for in a short time, i! Volution should take place there, no doubt there will be an union will: Artegas; when the Portuguese will have tu make their exit.” With due deference to the source of the atiove extracts, we have doubts ivliether Artigas, in separating his cause from that of Buenos Ayres, has been actuated merely by hostility to the persons administering that government. Information was received in this city a few days ago that the body ot a Mr. James Adams, a native uf England, was found un Sunday the 9th ir.st. near Cumberland i:i tnjfe state, having been murdered in a horrible manner. It appears tnat he had gone into tne interior, fur the purpose of purchasing land, having brought with Itiin a considerable sum of money in gold-—he travelled in company with the three men mentioned below. Pursuits was commenced *nd they were traced to this city, where •They were apprehended on Wednesday last. We present a* an evil of considerable magni tude, the ingress of such numbers of itinerant tra ders, called 1'edlars, into this state, and would re commend to our representatives in the next legis lature to use their exertions and influence in pro curing the passage of a law Imposing so heavy a tax as will amount to a prohibition, believing us we do that they are productive of no benefit, but injure the interests of regularly settled merchants who bear the burden ot taxation, itc. while the Pedlars, not performing the duties of citizens, yet reap the benefits of our trade. 5 We would recommend the establishment of a City Dispensary, for the purpose of affording medicine and medical attendance to the poor and indigent, and would suggest its connexion with th-* present Poor-House and Hospital, or in any other w r ay which the City Council may approve— a»’d further press the subject on their attention as made a few dijs since, ou the right of gen. One of these new-invented animals we he&r made its appearance in our streets this forenoon, with the constructor hint self, who, it is said, lias made some im provements on the original invention, and imported himself by the last arrival from London, in order to supply the market.— Horses, it is said, in Lnglaud, have fallen in price 40 per cent, in consequence of the *udden appearance of these velocipedes. Great speculations as usual in new arti cles, are going on.—^V. Y. £. Post. From the .Montreal Gazette of May 12 We learn there are about seventy souls, mostly Canadians, preparing to set nut from (his place, the 25th instant, for lord Selkirk's Settlement on the river Hogue.
