it was necessary to have a surplus remedy

T.lie Chancellor of the exchequer last
night.brought forward his budget lor the
year. The gross amou nt of the supplies
voted, and to be v- t-d.l'oi tnegiresent year,
is 20,477,000/; to meet those supplies, par
liament had hitherto provided only
7,074 000/, leaving an excess of expendi
ture beyond the revenue, of about 13.500,-
000/. If tins excess had been ail tint we
were call il upon to supply, the sum r.p-
norpriato.d from the sinking fund ivou'id
fiave precisely accomptislieil ii; but, the
measure, lately adopted, ot r-turning to
cash payments, r-quires that 5.000,00'.)!. of
the debt due to the bank should be repaid
this year, and 5,600,000/. of unfintided
debt, be reduced. To m-et this adl'itinn*
al charge, the loin of 12 million* has
been negotiated upon terms which w«
partly i onwnunicated yesterday, and of
which a m >re iietail“il account will be
finnil in this.day’* paper*. It was stated
bv trio Chancellor of the exchequer, that in
order to aff ot the funds as little as po>si-
-ble, h.* intended tu divide the twelve mil-
lions tu be takrti from tli" sinking fund, in
to 12 monthly payments, during which the
stock vvnu.d remain in the name of the
commissioners. In the January and July
quarters,however, only 900,000/. would be
called for month : y (instead nf one million)
and in the April and Oct. quarter-,
1,100.000/. This scale ol appropriation
would still lraveabout SlO.OOO/.perinonth

d fct. In the ensuing year it is calculat
ed that a loan of only four millions will be
r quired to complete the remaining pay-
m-ntstothe bank, supposing parliament
should again Sanction the application of lj
millions from tie sinking fund. Afu
next year, no m ire loans will be nec
