officer was killed by the peo.de of the Sailing boat
in consequence of his resistance to them. Having
ordered the dead men to be thrown into ttie wa
ter, and the prisoners to be conducted to this
place, I caused them to be stnc’Jy examined in
their ph«on, and *rr«ong« t other papers which were
found, was a commission to cruize, givbn at Bue
nos AyrvS. dated tiie 32d Jjne, 1818, number 177,
written in Spanish, in favor of Apputon Mec cb, as
cApt. of the said brig, which is called the Onsti-
uiiion, of 300 tons burthen, armed with 18 pieces
of artillery. A variety of other documents were
found written in different languages the contents
of which have not yet been ascertained.

TIIE FLORIDA TREATY.
‘‘To sign, or tint to sign—that is the question

account for any delay in the ratification of an in-
siriiment bottomed on justice arid equity, and
conceived in a up Lit of national reciprocity, after
amicable, though tardy, negociation, quite
enough to rou.se the indignation of any nation on
earth, not possessed of a good stock of that Job
like virtue-patience. When matters have been
thusadj uted there can be no sufficient reason for
any farther procrastination, than what rr ay be
barely necessary for a deliberate exair-in-tioo of
its previous to its ft ial execution by *he kin^;
which, it i* natural to suppose, would not take
ip more time, after it was fotmally submitted,
U^n two or three attentive readings, and, a tew
clays to boot, to make up iheir minds on any pro
visions embraced in the arrangement of the boun
dary line, which by the by, is tntir best pail ot the
bargain; care having bet n taken to secure that

uneasiness to hi9 catholic majesty, and afforded
such convenient shelter to the “Insurgents/* (be

the business with us so promptly. The Multona

daries, are of co consequence, compared to mari
time security iu a quarter where such frequent
and formidable annoyance may be dreaded.
The vicinity of Cuba, exposed to the contamina*
lion of our principles can then form a indingob
jection; but as this cannot pcuibly be obviated
under existing circumstances, that part of the
bargain must remain as it is, unless some ‘ fever
ish .-.hock** of nature should accommodate his
majesty, by placing ua at a more respectful dis
lance.
On the whr.Ie, there can be little doubt but lha»
Ferdinand will freely part with the Florida^ rather
than risk hostilities with us, that might accelerate
the loss of much more valuable possessions, in
our vicinity, which are the very pillars that sustain

Extract-of a letter from the governor of Txrifa to
the governor and captain general of Cadiz, dated
the 23d of May.

Seven men were apprehended in this city on
Wednesday night hit, under a bench warrant
from the hon Judge Dlurrox, and committed to
gaol, chained with piracy and murder/ Several

One of the prisoners, named Razo; turned StateV
evidence, find yesterday gave a partial statement
of their nefarious and bloody transactions, before
Mr. PxBXca, district attorney.
It appear that these men, or most of them, b?-
long d to tfee smack Lixsrtocty captain Attwick
the property of Mr. J J- Davxxll, of this city
which vessel arrived here on the 16th io«t osie i-
sibly from a wrecking cruize off the Florida Coast,
with a cargo of coffee, in bulk. On h»s arrival,
capt. A reported, that “on the 14<h inst near
Mu^quito, he fell in with a schooner, rot having a-
single person on board; that he took out a load of
coffee in bulk, and proceeded to this place.’*
From the declarations of Rf.sd, however, as far
as obtained, it appears tliat the sloop was sent by
her owner, from Havana, (where he now is) to
the Florida Coast, to cut wood- She there met
with a small piratical sloop, the captain and crew
of which affected to believe that capt. Attwick
had lx ought money to purchase a -cargo, w hich
the Jaiter denied—staling that he had but seven
dollar.*. This was taken from him, and lie hung
up for some time in the shrouds, to make him con-
fess After being convinced that he ha.l no mo
ney, the piratical captain proposed to Attwick
and his crew, to join him in a piratical cruize. Af
ter consulting his men, they agreed, with the ex
ception of the above named Utxn He being in
ditectly threatened in cr.se of non-compliance, at
length acceded, as he declares, to save his life.—
Both sloops ihen sailed in company, and svnn
after, on the Florida Coast, they fell in with the
British brig jinn, capt SnEj.&t. jjfom Matanzas,
bound to Falmouth, .(Eng.) in distress, which they
boarded and ran ashore rhe’brig'i cre>v c<msi-it-
ed of ten, including officers. Six ttf her men
joined the pirates, and then informed die captain
of the gang, th^t the captain and qwte ol the brig

Anotlier of the pirates belonging to the crew f
the sloop Lcuorence was apprehended early yes
terday morning, and a diligent search is making
for the remainder of the villain:-. The captain,
Attwick, has not yf t baen found.
On the 14th inst five men arrived at St. Mary’s
in a boat, who reported that they belonged to the
British brig Ann. of Scarborough, capt Seeixy.
from Matanzas bound to Falmouth—that the ves
stl wai cast away on the Florida reef,'on the 15th
of June, and that the captain, mate, and two hands.

The following affidavit will give a fuller develope-
ment of the late act of piracy and pmrder, thin

soon as they got on board the brig, they began
to cut away the topmasts and yards, and threw
than overboard; they then opened the hatches, and
brought the sloop along si«l*\ and began to load
the sioop with coffee, wbJh had been in hogs
heads and bag*; the second day after the brig was
run on shore, they sent away four men belonging
to the sloop, and one man to the brig in the bng*>
yawl* to find another sloop which they said was
lying about 120miles off. On the fourth day af
ter the vessel was run aground, the sloop sailed
with a full -cargo of coffee, with the captain, the
mate, & black man, and Wtyman the cabin boy of
the brig; and they said they would return in six
days at furthest-—the third day after the sloop
left us, a schooner hove in sight, and the people

The sloop Margaret, No«a. arrived here on
Saturday last, in 48 hours from St Augustine.—

day light, called to the sloop to send two men od
board to help them to work the vessel.
Two men w*ere then ordered to take two on
board th*-brig, and soon afar returned to the
sloop, who -fter their return they reported that
they hud shot the captain, the mate, the carpenter
and the cock, and one man, who bad been sick
on board; and Weyman, the little boy, belong
