From his liberal construction of the word reform, Americans may expect hereafter much annoyance from lids practi cal commentator on the laws of nations. Appomator in 25 days li on Curracoa, informs, tluit news hail reached that place bv two Danish vessels from th Maine, ihatthere had been a battle fought at Cacouku, belweeu gen. ilerniudas and the royalists, in which about 290 patriots u ki. led and wounded. The royalists had from 4 to 590 killed, wounded k taken prisoners. The patriots took possession of Cacciitar, and it was expected tlial Maraicaibo would also betaken,as they were on their march thither. Santa Manila was about be ing ( cuated by the royalists, as vessels had gone there for the purpose ol transporting the inhabitants. Tiic sioop Randolph, Stephens, of Wil mington, N. The Venczulcau privateer , former ly the Ann, of Baltimore, was captured by the Dutch sloop of war Dolphin, and carried into Curracoa o.i trial, for capturing Dutch propert y.—Co m. Ad v. Capt. Leander, at Salem, states, that in the insurrection at Palembang, in June, the Dutch garrison was suprised by Ike natives, ■and lost 59 men killed. An expedition was fitting out at llatavia for Falemhaagrivcr, to sail in a lew days. From the Forth Ik Herald, 13th inst. OUR AFFAIRS UTTIISFAI.Y. Conjecture has wearied itself in attempts to discover something like a rational motive for Ferdinand’s rejection of the treaty. For our own part, we have from the first sus pected the influence of a third hor.-er as the cause—ihe silence and apparent unconcern of our cjivn government upon the subject to to the contrary notwithstanding. We have just received from a gentleman in Spain, in formation of a fact, which considering the strong corroborating circumstances in its favor, we cannot discredit, though wc would gladly do so:—It is, that Ferdinand was not at iiberty to ratify the treaty any more than Don Onis was to agree to the cession of Florida-. 1 The Floridan (so says cur information, which, wc repeat, does not rest on a slight, foundation) seer-, already ceded to Rnglar.d by secret treaty.” O r information adds, that this foot “was Of ficially communicated to the department of state at Washington.” From many cir cumstances which have comelo our know ledge (it is unnecessary to say by what means) we do not hesitate to give it as our opinion, that although it may be the fact that consid erable grants of Florida lands have been madelir the king of Soain, to the duke of Alla gen and others, which were not guaran teed by the treity, and although the treaty has met with all the opposition from the grandees which they or their friends could raise, yet the rejection of the treaty is not ascribed to . that influence—Brit ish intrigue is known to be the primary cause—ihe great obstacle to its ratifica tion. The C. S. sloop of war Hornet having ar rived at-Gihraltar, capt. Palace, Sept. 12, 1819. To Don Manuel Gonzalez Salmon. A letter to the editors, from a ijentlcnian in Natchez, (Mississippi,) announces the death of Dr. John IT. Robinson. He was a gentleman ofnoordinary character. The traits which have most distinguished bis life have been the intrepidity, energy and secre- sv which fit men tor confidential missions, or for heading revolutions. He was at the head of a former attempt to. revolutionize Texas, which failed from adverse circum stances; and we are confident, that his de cease will be a conclusive blow to the Expe dition fitted out to revolutionize the Spanish province of Texas. Indeed, our correspon dent adds, that the Expedition has already entirely failed of its object, for the want of funds and provisions. We regret the death of Dr. Robinson, who, had he lived, might have been a distinguished as well as an use ful man.—aVat. Intel. \9th inst. A Mrs. Ridding, the wife oT a captain Ridding, was lately apprehended in Eng land for stealing a child. She appears to have been a woman of some fashion; and, on examination, alleged in her defence, that having no children of her own. she did it to make her husband hufifty. The select men of Boston have offered reward of 10”0 dollars for such information as will lead to the detection of the inccndia- who set fire to the Ropcwalks lately burnt at that place. A duel was fought at Philadelphia on t! 15th inst. between Mr, Harris, late cons: at St. Petersburg, and a Mr. Lewis, who lately returned from Russia. The ball of Mr. L. passe'd through the thigh of Mr. II. grazing the bone a little below the hip. Ticket No. 15634 has drawn a prize of 10.009 dollars in the Literature lottery. During tiic week preceding the loth inst. 10.00,9 busheis of potatoes were shipped at St. John for New-York, Philadelphia and Boston. Capt. Allen, of the schoner Maria, arriv ed at Baltimore, cn the 15th inst. from Port au Prince, in 16 days, reports, that the British brig Neptune, from Liverpool, was robbed by a PIRATE off Turin gas, of dry goods to ttie amount of 330,900.—The pi rate had in charge a Philadelphia sloop, discharglng.her—all her hands massacred— the sioop has been since re-taken ur.d sent into Francois.
