Bank of the State of (feorglar
The stockholders of the Bank of the State of Georgia
are hereby notified, that the second instalment of twenty
per centum will be received at the State Bank-in Savan
nah; and for the accommodation of western stockhold
ers, an agent will be appointed to attend at the Bank of
Augusta for that purpose also, from the first of August
next. The holders of stock are required to pay this in
stalment within six months from the time of subscribing
for the same, in specie m notes of the Banks Of Georgia.

Ail Ordinance
To amend an ordinance)" entitled is oEwsiicr to al
ter and amend an ordinance, entitled as ordinance to
•amend and consolidate the different ordinances for
raising a fund for the support of a watch in the city of
Savannah.
Whereas, the power given to the Treasurer of th'13 ci-
ty^by thfe above recited ordinance; passed the 3d of Ja
nuarv, 1812, of imposing assessments where no retunu
have been made at the'periods designated in said ordi*
nance—is deemed irregular, and leaves too much to the
authority and discretion of said Treasurer in ascertaining
and fixing the amounts of said assessments: And where
as, great inequality is produced in the collection of taxes
imposed by said ordinance on commission sales, by the
said ordinance not requiring transient or temporary resi
dent merchants, and others, selling on commission, to
make returns at other periods, than those, designated in
said Ordinance; for hexebi whereof, 4
_lst. Be it ordained by the Mayor and Aldermen of the
city of Savannaii^and it is hereby ordained by the authori
ty of the tame: That, from and immediately after the pas
sing of mis ordinance, the Treasurer of this city shall
give notice in the Gazettes of this city, for the space of
ten d%s, that he will receive returns from all those who
have failed to make their returns at the periods desig.

2d. +r ,fleit farther ordained by the authority aforesaid:
That, 1- upon the failure of any person or persons so to
make his or their return or returns, the said Treasurer
shall be, and he is hereby authorised, aided by two or
more citizens, to be nominated and appointed by the
Mayor, within five days after the expiration of s:iid no
tice—to proceed to assess the perso.. or persons so fail
ing to make his or their return or returns of goods,
wares and merchandize, (with the exceptions contained
in said ordinance) sold by him or them on commission,
according to -the best information he the said Treasurer,
and the citizens associated with him can obtain; and after
such assessments shall have been completed, it shall, and
is, hereby, declared to be the duty of the Treasurer to lay
the same in the form of a report, signed by him and the
citizens associated with hinkas aforesaid, before the next
regular'meeting- of Council, wliich shall take place after
•the completion of said assessments.
3d. Be it further ordained by the authority aforesaid, That
after the said report of the treasurer and citizens shall
have been submitted to council, the clerk of council
shall give notice in the gazettes of this : city, that appeals
will be allowed from the assessments of said report, to be
determined at the next regular meeting of council; and
if after such notice no appeals are entered, it shall be the
duty of tlie said treasurer to issue executions against every
and ail persons for the amounts assessed in said report.
4th, Be it further ordained by the authority aforesaid,
That in future, where any person or persons permanently
residing in this city, and selling goods, wares and mer
chandize on commission (with tne exceptions contained
in said ordinance) shall fail to make returns at the pe
riods mentioned in said ordinance, it shall be the duty
of said treasurer, aided and assisted as aforesaid to make
assessments on the defaulters, and to report to council
in the manner herein before directed, upon which the
clerk of council .shall give notice, and appeals allowed,
and executions issue in the manner as is also herein
before directed.
5th. Be it f urther ordained by the authority aforesaid,
That all transient merchants or persons coming to this
city for the purpose of residing within its limits tempo
rarily, or for a few months, shall, at the expiration of
every two months after said.temporary residence shall
have commenced, make a true and just return upon oath
to tne treasurer, of-all goods, Wares and merchandize
(with the exceptions aforesaid) sold by them on commis
sion, and pay to the said treasurer the taxes and assess
ments due thereon: and.upon failure to make the said
returns and to pay the said taxes or assessments, it shall
be the duty of tne treasurer forthwith; aided and assisted
by citizens as before mentioned, to assess the said per
sons, and report the same to council, and if, after notice
by the clerk of council as before mentioned, no appeals
are entered by said defaulters, it shah-then be theaiuty of
the treasurer to issue executions for the amounts'specified
and contained in the report aforesaid.
6th. And be it further ordained by the authoritgaforesaid,
That any person against .whom an execution shall issue,
pursuant to the directing of this ordinance, may-, on appli
cation to the Mayor for a suspension of said execution, and.
payment of costs, wliich may have accrued, be permitted
to make a return on Oath of goods, wares and merchan
dize, (with the exceptions aforesaid) sold by him on com
mission, which return shall be made to the Clerk of
Council,"and by him laid before the next regular meet
ing of Council; and it shall lie decided, at their meeting,
after hearing the party against whom the execution may
huve issued, whether it is just and right, that another exe
cution shall issue for an assessment made conformably to
said returns.

reets on Sunday, than on any other day; presuming- it
;s supposed, that pn that day the police officers will not
tnokst them. Notice is nowgiven, that hogs will beta
ken up or shot if found in the streets on any day; and al
so, that keeping hogs in the city is a nuisance, and that
t iev will be taken from yards or enclosures wherever
found in three days from this date.

about 23 years old, 5 feet 9 or 10 inches high, slender but
well formed, somewhat slow in his gait, of a sedate frown
ing countenance; but very plausible and intelligent,
speaks very well for a slave. He is a very good work
man a carpenter and cabinetmaker, and vein capable as
a-aeyyant or Waiter. inclines a little forward in walk
ing, and there is one unerring mark by which he may be
known, his left arm,Wliich lias been put out of joint
at the elbow, when he was quite young, and never pro
perly set, and may be perceived by attentive observation
even with a coat on. He had. on when lie went awaj - , a
reddish mixed homespun coat and striped blue northern
homespun pantaloons—he may possibly endeavor to
reach Savannah or Charleston, to get on board of some
vessel, and go to the northern suites. All captains of
vessels are therefore cautioned against concealing him,
and receiving him on board. He will no doubt endeavor
to pass under an assumed name as a freeman. Any per
son who will apprehend tlie said fellow, and commit
him to gaol in Savannah or in any part of Georgia, be
yond the distance of 100 miles from Augusta and give
information to the subscriber at Edgefield court house,
(s. e.) will be entitled to tlie above reward. .

For the more convenient arrangement of the times and
places of holding- tlie circuit Courts of the UnitedlState,
for the District of South Carolina and Georgia.
Be it enacted by the Senate and House of Represent
tives of the United States of America, in Congress asses.- ,
bled, that from and after the first day of June next, the ■
Circuit Courts in and for the sixth circuit of the United
States, shall be held at the following times and plates,
and no others; that is to say, for the 'District of Georgo,
at Savannah, on tlie fourteenth day of December in every •
year, and at'Milledgevilie, on the" sixth day of Ma
every year; for the District of South Carolina, at Charles
ton, ontiici twentieth day of November in every Year, an 1
at Columbia on the twentieth day of April ki every year,
and the Ciiicuit Court for tlie said Districts respectively,
or the Circuit judge of the ■saicESixtb Circuit is authori
sed and required to make all such rules and orders as

Permanent Establishment.
Ranaway, some months past, the following Negroes,
belonging to the estate of Peter H. Morel, deceased—Joe,
a likely man, abouf five feet six inches high, 4 carpenter
by trade, of »yellowish compleetion—he is well known
in Savannah, and was formerly owned by the late Joint P.
Ward, esq. Simon, a young man,' about twenty-five years
old, has a downcast look,; when spoken to. Modia, a
young woman, of light cbmplection, about twenty-five
yews old, and Ami, a woman about thirty years old,
limps when she walks, occasioned by a burn. The above
negToes are harbored at the south end of Ossabaw, where
Joe was recently taken, But made his escape: Fifty dol
lars will be paid for Joe’s being lodged in the county
gaol and twenty-five .dollars each for the others.

believed its claims for patronage are equal, if not su
perior, to those temporary schools kept open during

suit the interest and convenience of transient persons,
