and sometimes, for want of better employment,
depredate on our own as well as on that ot Eng
land, are owned by Britishi subjects, and fitted
out either at Hayti or the Bahamas.
The latter group of islands ate peculiaily
convenient for equipping ot iig
seis not onlv on account of their proximity to
America, from whence naval stores may ue ob
t-i-ued, but for refuge; the shallowness of the
water with which they are surrounded not per
mitting tiie approach of large war ships, and
their commanding the passages through which
the commerce of Spain must on returning to Eu
rope pass; besides, the civil authorities haveal-
wavs been famous for indulging the pluudcnn
inclination ofthe inhabitants.
Tiie Concks of New Providence put all their
swiftest vessels into requisition, and purchases
of Baltimore built schooners made in this coun
try augment the number. At some of the most
unfrequented isles, they are equipped, the ma^
terials for which are brought from Nassau in
wreckers, which in like manner convey that
part of their plunder unsuitable for a Haytian
market to the former place: They are manned
in general with a set. of desperate adventurers,
natives of every country, but not unfrequently
with island-slaves, who are both tractable and
expert watermen.
Thereasou which indupes the English govern
ment to tolerate t ! jem, and even wink at their
depredations on its own commerce, is the des
truction of Spanish shipping in the western
world, which stiems more than probable will be
shortly accomplished. In such an event, and
as the present impoverished condition of France
and Holland must prevent, for some time to
come", their commercial enterprize from regain
ing its wonted vigor. Britain, .io the Spanish
West-Indies, will have no competitors save our
countrymen; over whojn she has a decided ad
vantage. Th»high duties imposed on Ameri
can produce cannot fail, unless the colonies be
come independent, to exclude us from their
ports and leave her in the undisturbed possession
•of a rich and extensive branch of trade.
It is through this sinister motive, that she se
cretly encourages the marauders to scour every
-part of the Caribbean seas; and although she
may slightly chastise them for doing injustice to
her subjects, yet she will take special care nei
ther to cripple their power nor frown on then-
career. They will be left, like the Algerines
’.in the Mediterranean, to promote and secure
her mercantile ascendancy; while her servile
•journalists will endeavor tp attach the odium on
our people.
Though sve cannot but deprecate her perfidy
to Spain., a«d view her selfishness with disgust,
still the annihilation of the means she uses to
accomplish Ahem is far from our desire: Benefi
cial ends are often brought about by unworthy
means; and, as privateering may secure the in
dependence of Spanish America as it did chiefly
that of Holland on a similar occasion, we can
not but wish the corsairs the greatest success in
their operations against Spain. This hope is
not only promt,'ted by the interest we take in
tiie struggles which an oppressed people are
making to sewer the gyves of despotism, but
the wellfare of our own country. South Ameri
can independence will do anything but secure
to England a monopoly. The ports will be
thrown open for fair competition to the whole
iworld, and restore things to their natural order.
Such an event must give to the United States a
predominancy in their commerce. x

We, the undersigned, Commercial Brokers of the Ex-

Tribunal of Commerce, of the said city of Bordeaux, to
examine and estimate the damage on goods saved Yranfthe
smn’Araueanian, of New York, Brevoort, master, stranded
at the entrance ofthe river—declare, that in the course of
this operation, we have found three bales i f cotton, (Sea
Isian.!,) marked 8. which were filled with from one half to
thiee quarters of their weight with cottonseed; that this
fraud appears to have been committed designedly, and
with a view to deceive the purchaser, as this seed was com
pletely covered on every side by layers of cotton, of a
line quality, previous to its being damaged; therefore
whoever might have bought these bales, without examin
ing theta in the centre, would have been deceived, as the
the seed is of iro value here.
We. add, that frequent complaints are made, of similar
frauds being practised from the United States, in vutise-
qnericc of which, heavy-eductions are often n., *eon
this quality of *otiori.
Weia-.rer also found one bale of cotton, (short staple)
forked L, containing in the centre Z7 half kiliigrams
(or 27 pounds) of old iron. f_
