ftThis <Iav, an election tor six directors for
the “Bauk of the State of Georgia,” and two di
rectors for the “Planters Bank,” came on. The
following gentlemen are elected:
William B. Bulloch, T. U. P. Charlton,
E.twakd Harden, A. G. Semmes, A. B. Fan
nin. J. Cutler, directors fur the Slate Iiauk.
Charles Harris and John Pray, directors
for the Planters’ Bank.
Major Fannin has been appointed by the le
gislature, pay-master-general for the State, vice
colonel Strong, resigned. A bill has passed the
Senate, regulating the fees of Health Officer for
eSavanpah. He is to receive from every pas-
l ?nger who may arrive within the portot Savan
nah, by vessel, the sum of one dollar, as a com
pensation for his services. He receives no other
emoluments whatever. What the fate of this
Bill will be.in the House of Representatives, 1
am not able f> state.”

The* barque Harlequin, despatched from Li
verpooJi, arrived at Hew oi k ou the 11th inst.
after a passage of but twenty-eight days. She
brought no papers, and the merchants, to whom
her let iters were addressed, endeavored to main
tain tine strictest secrecy—but in vain. Tilt
ears of fame caught the sound, and her hundred
tonguei proclaimed, thaj, in consequence of
short crisps, occasioned by a succession of bail
weather, the prince regent either had issued, or
Intended to i3Sne, an order of council for ad-
niiftingjthe importation of foreign grain. This
disclosure having destroyed the prospect of
speculation in the north, the pilot, boat Clinton
was sent southwardly to take advantage of the
prevailing ignorance; but, as causes are usually
discovered by their effects, speculators have uot
met that success which their hopes anticipated.
Since the arrival of the (Tlinton at this port, rice
has risen from four twenty-live to four seventy-
five and .five dollars per cwt. and every other
article of provisions in 'proportion—in "New-
York and Baltimore, it is said, flour has risen
four dollars per barrel. May we not safely pre
dict a speedy participation in the British West-
inuiaa trade?

Wc, the Grand Jury for the county of Camden, having
received a communication from Stephen W. Moore, (of
Si Mary’s) accompanied by a letter from the Coinptrolcr
,G neral oftheEtlte; setting forth, the peculiar hardship
of having been subjected to double tax, and Whereas
from tiie evidence produced, it does not appear to the
Jury that the said g. W. .Voone in entionally incurred
the penalty of.double tat by an informal return.
We therefore recommend tfnvC he be released from a
doable tax iin' the-year 1 i>l5; and' that the Tax Collec
tor shall require only the single tax for said year, with

Wc present as a grievance, that a number of citizens
of Hie county have been .returned U> us ,.s insolvent, aiul
thereby not paying their tuxes; though many of Un
said citizensuave,contrary to i.r.v, enjoy crl the g: cat and
sacred privilege of voters. We therefore rtcoinmend
and enjoin il. on8ne-collector of t»xt-s>, ihul he shall at all
general elections attend With hjs list of the citizens, and
point out to the presiding magistrates those who are un
qualified by law to vote, until they shall Iiave paid their
taxes.
We further present as a grievance, that from the rules
governing our congressional election, a true and equal
representation can scarcely ever exist in this state—the
same principle winch allows us, agreeable to the spirit
yt our constitution, as individuals, an equal representa
tion, authorises U6 to chiim as a body such a regulation
as would afford us.an equal opportune}' of being repre
sented with the other parts of this stu'e. The object of
a free government should lie a^far as possible to distri-
bu e this dearest of privileges equaiiy tliroughout the
S ie, and the result of our fate congressional election,
e i fully shews from its leaving the whole of the eastern
see ion of the state unrepresented, that the law of our
e ctions operates with unequal advantage. We there-
f e recommend to our repress ntatr.es in our state le
g -Mature, that their inost urgent endeavors be used for
tb.-'att. inment of so desirable an object, to wit, tiie divi-
s .1 of our. state into such districts as will allow of an
e Mini and general representation to the whole.
We recommend also to our representatives, to endea
vor to have this county divided in's* two election dis
tricts; one at lit, Mary’s, the other at the town of Jefler-
* n. so that the citizens may have an opportunity or ren-
d r.ng their suffrages without putting themselves to the
inconvenienceiof travelling from twenty to thirty miles;
M i great number are deprived of the means of convey
ance to the present ph ee.of election, bv which tiie num
ber of voters fall far short of that which are entitled to
vote.

interfere with the due course of the criminal code of

It is a fact, that the British barque Harlequin, formerly
an American privateer, arrived at this port yesterday—
it is a fact that she was rigged, and ballasted'with s..ital
Liverpool, during tiie 48 hours previous to her suiting—
itis is fact that on the morning of theI4th ofias,. month,
she was towed out of the harbor by a steam bout—it is a
fuel, that after her arrival here yesterday, there w-as a
great commotion and many conjectures among the mer
chants—and, it is highly probable, that, lit the course of
this day, we shall hear of an advance in the price of grain
and flour.
We understand that the ship Importer, Hall, was to
sail for new-York, on the 16th of October.
The Pacific was hourly' expected from New-York.—

the crops Were short, and that there would be a icarciiy
in England.

that the American squadron of eight sail, under com.
tihaunccy, had leit Naples, and gone to Messina. 'The
Ontario, sloop of Avar, suited fnim Palermo for Messina,
to join the squadron, about the middle of September.
Mr. Pinkney had closed his neqoeiation at Nagles, and
proceeded on his mission to Russia. Nothing certain
was known as to the result of ins negociations. It was,
however, reported and believed, that he bad brought the
question at issue, to a sncces ful and amicable adjust
ment. It was also reported, but not beticic.l, that he

for letters of administration on the estate of Robert
Mackay, late of Savannah, merchant, deceased, as next
of kin.
Now, therefore, these are, to cite and admonish, all and
singular, the kindred and creditors of the said Robert
Mackay, deceased, to file their objection (if any they
have) in my office, ort or before the first Monday in ji
mmy next, otherwise letters of administration yrill-be
