Tliis exposition of national affairs is now be-
f r e the public. To dwell on its particular
, r jts were useless, as every individual whose

® j ve the justness of its demonstrations. The
f r j en ,l of America cannot but feel elated at the
flourishing state of the finances, and the anticipa
tion of an early disengagement from that bur
then of taxation under which the late war ne
cessarily laid the country. Peace with foreign
powers,‘though productive of temporary evils.
hr .dutfing our markets with merchandize, and
consequently depressing domestic mauufac-
tmes is a great auxiliary to national prosperi
ty. Commerce, under such auspices, must
S o»i resume that vigorous enterprise for which
our merchants have been so distinguished, and
still die carping of the factious, who have so of
ten predicted the ruin of our trade.
There is. indeed, some difficulty apprehend 'd
from the arrogance and perfidy of the Algerines,
but, it may be justly inferred, that it will be
speedily adjusted. The lute bombardment of
the pirates’capital and the destruction of their
rovers can hardly fail of lowering the demands
preferred against this country. At all events,
our fleet in the Mediterranean is fully powerful
to render protection to our merchantmen visi
ting that sea.
The president’s silence as regards the ridieu
lous demand of the French minister for the re-
jiioval of the Baltimore post-master, and the af
fair of the Russian consul at Philadelphia, lead
to the conclusion, that no serious misunderstan
ding is likely to occur between the Muscovite
and Gallic cabinets and America.
Spain is represented asAvilling to enter into
amicable arrangements in relation to the late
outrage committed on our national vessel in the
gulf of Mexico: but that power seems to be play
ing a double guine. A collection of letters are
said to have been intercepted, in which the Span
ish envoy has endeavored to embroil this coun-
fcos-roj, fiovember 9$.
Late from Russia.—Yesterday arrived at this port ‘he
U S. brig Prometheus, A. S. Wadsworth, commaAder,
o6 days from St. Petersburg, and 28 from Elsineur.
This is the vessel which carried out Mr. Coles with
desnatches from the American government to the court
of Russia. She arrived at St. Petersburgh on the 27th
September, and retained there till the 20th October
during which time the F.mpcror was absent on a journey'
We understand she lias brought despatches from the
American rharge d’affuirs in Russia, and from Mr. Coles;
but on account of the absence of the emperor, it is pre
sumed they are not answers to the communications of
our government, for which probably Mr. C. remained at
St. Petersburgh.
The Prometheus brings no political intelligence of im
portance. Mr. Pinkney had not arrived.
The Prometheus passed Klsineur on the 27th of Octo
ber, hut had no communication with tiic shore. No
American vessels there.
Died, on the 4th instant,after a painful illness. Csouge

remain unatoned for, it cannot well be premised,
that the intentions ofSpain should be viewed in
a friendly light: but rather that fear alone pre
vents her from indulgingL^r bigotry and ven-
j geance, by carrying fire sword along out-
shores, and plundering and butchering our ma
rine.
Our government rhould be on the alert: it
•ought not to leave her the means of taking ad-
' vantage of the exposed situation of our southern
frontier the first moment that arupture between
* us and any other power may happen. Her re.^
cent conduct towards this country would justify
the immediate occupation of the^Tloridas, and
the issuing of letters of masque and reprisals
against her commerce. Such steps Would in fu
ture prevent the recurrence of the. enormities
vdiicli were committed by the Hidians on the
defenceless inhabitants of the south and give a

sissippi impenetrable by any invader, and pre
vent the existinginiractions of our revenue laws.
But. had vve no cause of complaint against

cess for the inroads of an enemy into the adja
cent states: and. as such, should be occupied bv
the people who are liable to be injured through
them. % Moreover, a state of warfare with Spain
could Tint fail of accelerating the independence
of South America, whose political existence
must, one day or another, be of vast iinpoitance
to the North American confederacy. But on
this point cur councils appear to pursue a ti
morous and illiberal policy. The apprehended

us assistance, ami openly espoused out cau>e.

or less ready to seize every opportunity ol
wresting the weapon from an insidious lot, witn

litical tenets. Ought th n y not to endeavor to
make the rights of man better understood, and
gain all the accession of strength to theii ptinci-
plws. which are now threatened by the overween
ing triumphs ot legitimacy? No time should be
lost in adopting measures to ensure the security
of South Arherican independence—they ought
to engage the earliest attention of congress—-and
the American eagle will dart trOirt his cliff* and
’bury his talons in the condor’s breast that is now
desolating the fields of Mexico and mountains of
Peru. ’

prentice Philip S.ielah, a lad about 14 years of age,four
feet five or six inches hi h, light complected, fair hair,
blue eyes and mildly spoken. Whoever will return hhn
to the subscriber or lodge him in any gaol of this state,
