Georgia Railroad Dividend.
We learn that the directors of this
Road on yesterday decided to decdare a
semi-annual dividend of three per c(?nt.
The dividend would have heen larger,
out for the amount of unavailable assets
held by the Company.

The Lynchburg News says that the
decent portion of the colored popula
lion of that city disclaim, with jast in.
dignution, any liking for Hunnicut or
his teachings. Hunnicut is anew light
Radical, who is seeking to organize the
colored people of Virginia into a party
in antagonism to the whites.
Gen- Pope’s Second Order.
Gen. Pope has issued an order, pub
hdiing extracts from the law of
March 2, 1867, forbidding the whipping
or maiming of the person as a punish
ment for crime or misdemeanor ; and
aiso disbanding all militia or volunteer
companies in this military district. In
accordance with this order, General
Sweeney has, we learn, disbanded the
companies of colored volunteers in this
City.

This exhibition will be opened at
Concert Hall to night. From the high
terms of commendation it has received
from the press of other cities where it
Ras been on exhibition, we feel assured
that it will afford an entertainment of a

castes convey, we are assured, a cor
rect idea of the sceuery of that devoted

the Commanding General of this Mili
tary District that the City should be
lelt without a civil government ; I,
therefore, by the power vested in me as
Commanding Officer of this Post, do

Our neighbor over the way lately had
an article, denouncing as worms" the
people of Northern Georgia who had
dared to hold reconstruction meetings.
YVe understand, so great was the con
sternation produced hy that article
among the people of that section, that
the Constitutionalist is commonly
known there by the name of “ The
Vermifuge.”

Suit* for Damage.
A suit has been entered against the
State Road for damage on goods in
jured or destroyed by the flood. The
merchants ol Atlanta have sent a com
mittee to Chattanooga to see if all
proper means were used by the Nash
ville and Chattanooga Road to prevent
loss by the flood. That Road refuses
to be held accountable for damage sus
tained by the visitation of God.

At a recent meeting of Confederate
bondholders in London,"it was resolved
to furnish a committee with the funds to
institute legal proceedings against the
United-States, and protesting against
the United States Congress and Legis
• latures of Southern States passing any
law to prejudice their rights aud the
contract made with such States.
How lin mi Kraut* are Prevented
from Coming South.
A Virginia paper refers to an in
stance where a gentleman of Swiss
nativity, went to Europe and induced
a company of thirty one Switzers to
sail with him for America. He had
resided many years in Amherst county,
Virginia, and had made arrangements
to secure homes and employment for
them there. As soon as they landed
in New York, they were beset by a
crowd of YVesteru land and railroad
agents, and made to believe that they
would not be safe in the South—that
the country is sickly, society turbulent,
aud lands poor; and all but ten of them
were induced to go to the Went.
T his shows the importance, as here
tofore urged by us, of having steamers
chartered to bring immigrants direct to
Southern ports. It is astonishing that
the large landholders of the South are
so slow in moving in a matter of such
vital importance.

It has been stated that the Chicago
Board o( Trade rescinded the resolution
to subscribe $5,000 to the suffering poor
of the South. The amount raised—
s22s—was so small that it was resolved
to return it to the donors.
This reminds the Richmond Dispatch
of Mr. Baldwin's story about the
stranger who, dying in Chicago and
going to the gates guarded by St. Peter,
was refused admittance, St. Peter say
ing there was no such place on earth as
Chicago. A map was produced, the
place pointed out, and the stranger ad
mitted ; “ but,” said St. Peter, “ I’ll
be ,hanged if you the first man
that ever came here from Chicago.”

Cotton - The market continue. too dull
and irregular to admit of quotations. We
heard of a few sales on yesterday, of lots
that were forced on the market, at 28J to
26 cents for Strict to Good Middling, but
we do not give those figures as the ruling
quotations, for very little Cotton can'be
had at those rates.
Corn and Bacon Steady and un
changed.
Gold —Stiff at 136 buying, and 136 sell
ing rates.
Silver—2B to 32.

. The people of Maryland vote to
morrow pro or con a convention.
The Democrats and Conservatives
carried the Hagerstown municipal elec
tion.

Internal Revenue receipts to-day,

The Russian treaty was favorably
reported by tlie Committee on Foreign
Relations, and was briefly discussed
and laid over.

Assistant Secretary of the Treasury-
Chandler is quite sick.
Tlie Russian treaty was ratified to
day, with only two or three dissenting
votes.
The President pardoned Z. B. Vance,
lately Governor ot North Carolina, on
the recommendation of twelve Senators
and twenty eight Representatives.
Governors Bramlette, Sharkey, Par
sons, Mayor Hoffman, Horace Greeley,
and Louis Schade, who defended YY’irz,
have addressed a letter to the American
peonle, alleging YVirz’s innocence.
The sloop Simonton, recently sunk in
York river, has been raised. A body
was found lashed to the mast.
A fire occurred at Petrolia, Canada
YVest, on Sunday', in which 21 persons
perished.
The Austrian Minister on the sth,
announced to Secretary Seward that he
was instructed to ask the good officers
of the United States Government.-in
securing safe treatment for Maximilian
and his followers, in case they fell into
the hands of the Liberals at Queretaro.
On the 6th, Mr. Seward replied that he
had telegraphed Minister Campbell to
send a swift messenger to Jaurez, con
veying the request that all possible len
iency be extended toward the expected
prisoners, and also that ho had placed
a copy of his instructions in the hands of
Minister Romero, who had promised to
inform Jaurez of tlie wishes of the
United States Government. On tlie.
same day, Minister Campbell telegraph
ed that he had forwarded the messenger
as instructed.
There were only two votes against
the ratification of the Russian treaty.

The Steamer Juno, from YVilmington,
the 15th, it is feared is lost.
Storeship relief will shortly leave for
sufferers in the South.
August Belmont has consented to
allow his private gallery of paintings
throwu open to the public for five days,
for the benefit ot the Ladies’ Southern
Relief Association.
This evening Mr. and Mrs. George
Vanderhuff give a volunteer reading a 1

Relief Commission.

The steamer Benefit, with two hun
dred bales of Cotton, was burned on
the 7th at Seymore’s YVoodyard, on the
Alabama river. „
The train on the Mobile and Great
Northern Railroad, was thrown from an
embankment near Carpenter's Station
this morning. The baggage master was
killed, and three persons injured.
