[From tiic New York Express.] A Strange Story. The following singular statement is publish ed in the Belfast (Ireland) Chronicle, a journal which is said to bo one of the most trustwor thy and reliable in the United Kingdom. If truo, it discloses tho character of themew Em peror of the French in u new light, and sum marily dissipates whatever suspicions may have bean innocently entertained that ♦* the em pire is” really to be “ price.” If false, why, it i» but another of the uowspaper romances of which iho “ Nephew of his Uncle” lias been the hero since his accession to power.— Thero has been so much of the wonderful al ready in the extraordinary career of this man, that perhaps we should cease to marvel at what wo ure now told ure veritable facts, and yet we presume it will be a difficult matter to persuade oue reader in ten that tho revelations in the Belfast paper art* not of the Slicvegant- mon texture: There lives in Paris a gontleman who, in Decomber, 1847, wrote—“ 1 can see, with per fect clearness, that Louis Philippe will not be three months on the throne of France.” Lou is Philippe was exiled in February, 1848.— That gentlemun wrote shortly after the pres idential election—“ This Bonaparte scion is u traitor. Not a man looks at him but feds the instinct of avoiding him as a treacherous man. Ho will strike for ihe Consulate—for the Dic tatorship: und God knows what will follow.” He struck. Iltt coup d'etat of December, 1851, tells in history ho to ho struck. The sumo, gemlcnmn wrote in tho March of the present year—“ The tyrant aims at ihe empire. His gaze is fixed uponphe orown. Before a yeui thero will be a revival of the Bonapnrtcan dy nasty, and tho French will kneel before Napo leon tho Third.” The empire has cpme. Tho man wild predicted I he bo events is no common man. He thinks mid looks around him. He participates in many movements quietly, and gathers knowledge which, in our view, no other man at this moment in or out of Paris could fiud means to acquire. His previous predictions givo u« confidence in what lie states. In fact we know him, and know that he would nut detail as .truth wlmt he did not know to bo true, for ho is generally ono of die least speculative individuals we liavo ever met. Well, that gentleman—we would give his mono it we were permitted—writes the nul>- joiued on Thursd&y last, and all before whom it comeu i cun measure its worth, and the amount of credence to ho attached to it, from what they have already learned. The revela tion wilfneem curious to many ; to us : it is by no mean* so, as wo are aware ol’ the sources from which much of hiB information is derived and how ho derives it. That it is true wo art convinced, and that tho British government are “ np” to the machinations of the French Emperor ie evident froqi the revived state of oiir defences, from tho iiubodiincnt of our militia, from the addition to our maritime hoods, and from the establishment of a Clmn ncl )lt*et. The Uncle Toui 9 s Cnbln mania.—P1i>h cinn, lien! Thyself! Whon, some lime ago, long before the work was known in England, we chancpd to tnke up Uticle Tom’s Cabin in the apartment of an American friend, we stumbled upon a passage of the first forco in caut and nonsoiiBc. It wna in tho style of tlioso anti-slavery, African coast-blockade iracls, which wc remember abounded somo years since, and winch aBsiat- cd in botlaying to destruction so rouny brave English seamen, aud cost the lives of so many unhappy negroee. For, it is our deliberate opinion that more crime, ubominutinn of every kind, loss of life and misery, have boon caused, by our intervention, to tho negro race, than thrice the number of years would have wit nessed had slavery been still the luw of Eu rope and all America, and been allowed its full fling throughout tho whole civilized world. To avoid our cruisers what forced marches and confined stowage have been adopted! How many unfortuuto blacks have been killed by our grape und round shot! How many put out ot the way to lighten tho flying slaver, oi avoid detection! While we, tho^philanthro piste, have furnished the slnve-inonarchs with arms to luke them captive — Brumfnagem guns, pistols, nnd cutlassed to hunt down the unfortuuato wretches, for whom hypocrisy prays, while neglecting ‘*o Hindu and starv ing tho white muii! Pliimuthropy, too, sweet ens her tea with sluve-grown sugar, a half penny a pound cheuper, refined by negro blood, at the expense of West India pro- pi ietors. How is the cotton raised, let us ask, that supplies the raw material for tho white slaves at Manchester? Ail such points a woman never thinks of, and if she hears them, cannot understand. Wo will bo bouud thore is no peg iu Harriet’s head, whereon “ to bung an inference.” She sips her tea and cries aloud, “ Is ho not a man and a bnyher?” But this is pardonable. We cautioi excuse (ho Duclici-s of Sutherland nnd all those tine ladies round whom thousands of their fellow-country women toil unaided—pslo daughters of consumption, whoso threads of life are woven up iuto tho trumpery lace adorning the duzzting bosom ol female philanthropy at a drawing-room. What are Hood’s poems compared to Undo Tom’s Cabin ? Nothing. Wretched inconsistency, of conduct! Miserable contradiction of sympathy! What tours must angels weep at these fantastic follies of mankind! However, wc aie straying from our inten tion. We maintain that this one-sided repre sentation is creating mischief between Great Britain and tbe Uuited States, which nothing cun remedy, no treaties obviute, no statesman ship hereafter avoid. We may say that the sickly interference of our line ladios, many, nay must of whom, would shrink from the contuct of a dying needlewoman ou their doorsteps, and daily pass unheeding the miseries of thou sands of white women, is an excess of folly and hypocrisy, that will be the curse of free dom throughout the world. We iiuestion the motives of thesa ladies. Among them we see the names of some not renowned for matronly virtues, but notorious for vonjty, frivolity, and fashion—that comprehensive word, winch in cludes so much social evil. \',Qn the stage, this work, aided by the mor bid talent of its adapters and tho exquisilo cleverness of such actors and actresses as ure now electrifying ati Adelphi audience, it, doing a mischief which a century cannot repair. Let tho Lord Chamberlain look to this. Wo ure playing the part of the despot and the priest by iusultiug tho Uuited States of America. What have wo to do with the internal ufVuirs of the American Republic ? Why are wo to buck this great exaggerated lie ? Lot the Ameri cans send out hero und write a book which ahull toll tho truth—ay, ono half tho truth, ot London city ; let thorn got up a drama, whose scene shall bo in Lancashire ; let them mako out Britons to be task-masters, without ono redeeming point, over the emasculated millions of British workpeople, whose sinews they com mence. Let them send io India or Borneo, Let thorn dramatise Warren Hastings and llu- juh Brooke. Lot thtyti throw light on iho Out- ram busiiicse, with its oppression and poison ings, together with the falsehoods of auppiea- sion und assertion on the part of the East ludiu Company, Let them puint famino in Ireland. For each American Legree they shall easily find ail English one. Wc forced slavery on tho Americana. Wo are now sowing there the seeds of dissension broad-east. We do not admit that tho eiato of the negro slave hS any thing like what is pictured in Uncle Tom’s Cabin, in any cuse. Thdriemay be solitary ca ses approaching it in abomination. But the Americans, abolitionists or not, shall and will get rid of Slavery us they pleose themselves, uml everything dotia in England, either-senti mentally or not, adds only force to opposition. Mrs. otowo bus libelled her countrywomen, let thorn look to that. England lined not beck her with liolywell-atreet ignorance and Exe- fer-imll cant. If she do, she will sow the wind and reap the whirlwind. Every American iu London is disgusted with tho Uncle Tom nmtiiu here. Jf he go to a theatre, he is in sulted und shocked. The English people, on (fie oilier hand, aro deluded into the falsest notions of America. -'When the slave in the drama escapes into British Cnnudu, there is a cheer. That cheer may cost us some day our best alliance. At tins moment tlie inter ests of England and America should be one. Why do not the English iMdioo interfere on be half of iho enslaved French people? Wo be lieve, on the other hand, that Louis Napoleon is popular with them. If England interfere with American slavery, eho will not elfiSbt her object, but llio result may be ero long, that sbo will be ensluved herself. W r e liavo no putieuce to pursuo this subject further. Tho hook is falso in fact, ns tlic line Indies are false in sen timent. Ttid good and the evil to be done by tliis uxciremem on our pail are in comparative force and raulity as tho tears of an Adelphi au dience compared to the tears of blood that aro shed by nation** This intervention will be indeed occmsed. But why should, it exist 7 Simply because we are peaco-stricketi hypo crites. Thnddeua of Warsaw did not cause us to intetforq ou behalf of Roland, Vet Mis.s Porter's work was iiot overdrawn, nnd in merit how immeasurably auperior to Uncle Torn’s Cabin ? Emigration nnd death have stilled the groans of Ireland. Let them aid tnltfar miscra Ht home. lA*t them viait the hotiica of the common English poor. Lot them pay their govofticeses more than £20 a year. Uut in the mime of nations nnd man kind, of liberty nnd hope, of their own truth, safety, honor and salvation, let them, as well as (ho rest of the British public, pause and consider well, before they range thomnclvc* on the aidu of the violent American abolitionists, aud betray by folly the cause they are still right with their heart# alone to advocate; or it may be the . worse for them, as well as for sluvory and Eugtand. Here lot us observe, that this is not tbe voice of English women any more than drsinntisod Uncle JWw’i Cabin is the voice of English men. And bolorenuy body ol British matrons inidu shall dare to send over their hollow olence, or their trashy sympathies, to the maidn and matrons of thu United States, wc would pray fo* an cnfjulrv into their individual lives uml conduct, to sue whether tlio.y aro fit porsous to coiiimuiiiealo tiny expression of na tional feeling—granting for a moment that it is national feeling, and not a spurious effort at notoriety on tho part of a few idle aristocrats und meddling bluo-stockingu, leavened with a score of Mr#. Nicklobys, scurcely to be held re sponsible for thoir tolly. Before they thus stuiid conspicuously fbtward ns philanthro pists, wo shoj'd liko to know whether,as wives and mothers, and daughters, they have no blot on their character, no stuin on thoir conduct.— Aro they all without reproach iu their homes ? Aro they nil respected ami beloved by thoir servants, their tenants, their tradesmen, and their friends? Haro they individually shown piety und good-will ? Aro they truo sisters of charity and tnercy 7 Aro none of them scan* dul-inongers and mischief makers, odious at atice both iu the domestic eirclo and the social throng? If this can be all woll established in their favor, then have they a right to speak publicly—in a bettor cause. Y«t, again, why do not those women, if they must be busy, con tribute, like the Roman women ot old, to tho defences of their country ? The day may come when they shall even be sorry not to have done this! tdP* The French Emperor has signed a de cree, cHaring prizes of 5000 francs each, to the authors of the two best dictionaries, Franco Arabic and Arabic Franc. On tho first of January, 1853, (this day,) thoro are in tho United States, 13,227 miles of completed railroad, 12,928 miles of railroad in various stages of progress, and about 7,000 miles in the bauds of llio engineers, which will be butlt within the next three or four years— making a total of33,155 miles of railroad, which will soon traverse the country, uml which, nt an average cost of $30,000 (a woll ascertained avori'.ge) for each mile of road including equip ments, etc., will have consumed a capital amounting to $994,050,000, as follows : 13,227 mile* completed $396,810,000 12,828 mil os la progres* 387,840,000 7,000 miles under survey 210,OUU,UO0 33,165 Total $091,050,000 Or ill round numbers—$1,000,000,000—ono billion of dollars; a sum which at 6 per cent., would yield $60,000,000 annually, or more than sufficient to cover all the expenses of the United States Government and of the Govern ments of every State composing the United States!—if administered with republicau econ omy. Removal of Rocks in New Haven Har bor, Connecticut.— Mens. Maillefert has just concluded a contract with the Government for the removal of “ Middle Rock” from New Haven harbor. This rock is situated about oue mile South-nast of the light house, and is altogether tbe most dangerous of auy in the harbor. It is twenty-seveu yards long, fifteen yards wide, and ten feet from tbo surface, at mean low water. Tho removal of this rock is of great importance to tho city of New Haven, ami the prompt action of the‘General Govern ment in the matter—as soon a# euro and sa tisfactory means for its removal were at com mand—will meet with deserved appreciutiou from the merchants of that city. The ar rangements on the purl of the Government were made by Captain George Dutton, U. S. E. Corps. GT The Legislature of Arkansas has pas sed a Homestoud Exemption bill, which pro vides tbut every free whitocitizun of the State, inalo or female, being a householder, os the head of a family, shall bo entitled to a home stead exoinpt from sale or execution, not ex ceeding one hundred and sixty acres of land, or one town or city lot, being iho residence of su?li householder, or head of a family, with 4he appurtenances und improvements thereun to belonging, it also provided for the exemp tion of the homestead during the time it shall be oocupied by the widow or children of any deceased person who was, when living, enti tled to the benefit of the act. Tho homestead is not to he exempt from sale for taxes or tho owners thereof from any liabilities or debts contracted prior to tbo passage of the act. Another Volcano.—*Our readers are gen erally aware thut a volcano exists on the coust between Monterey und Sun Diego, which is active most of tho time. But it is a fact not so generally known, that another exists among the Sierra Nevada. It lies far to the north among the sources of Feather River. On the 5th of Juuuary, 1851, it was actually belching forth lava aud smoke. Last summer the streum of lava had not cooled. A Gorman, in walking ovor the crust, broke through nnd came near burning to death. Hud it not been for his companions, who dragged him out, ho would, without doubt, have lost his life. His bools were burned to a crisp. tar Mrs. Partington says that Paul wus not put iu the tomb of tho Capulet, but was buried in the old north burying ground-—his funeral obstacles were attended most respect fully, nnd that a beautiful paregoric was de livered over Ins relief. u DIKES TIC!
