The Constitutionalist of yes terday morning, says—Wa learn thut young Riekiiiun, the son of the proprietor, was exam ining a icvolver* left in the liar-room, which exploded in his hand. Air. Bedell was stand ing at the end ol the counter looking over a newspuper at the lime. The ball passed three gentlemen standing at the counter, singing the hair of one and lodged just ubovo the tight eye of Mr. Bedell. Medical uid was promptly rendered by Drs Dugas and Campbell, and the wound probed about an inch und a half without discovering the ball. As we go to pruss he is lying in precarious condition, and but slight hopes u entertuiued for his recovery. Death ok aIItudknV.—Mr. T. B. J. I. mur, of Bibb county, a member of tho Senior class of Fruuklin College, died suddenly at Athens on Sunday night the 23d hist. The Banner learns that the deceased attended prhyer at the College Chapel on Sunday morning, and died at 1 o'clock of the night of the same day from hemorrhage of till lungs. Foote was confirmed by the Uni ted Slates Senate, on Thursday, as Charge to Vienna, vice Mr. AlcCurdy, recalled at his own request. Thomas Trenau was alio confirmed «s consul at Valencia. The Senate also con firmed the promotion ol Foote, Cramer, and several other lieutenants, to bo commanders navy ; and E. K. Miller, to be collector at Suleiu, Muss. CoagroNN. In the Senate, on Wednesday, Mr. Sumner presented petitions in favor of a uniform of two cents, au ocean postage on letters. Mr. Sewurd piesented memorials iu fuvi the establishment of muil steamers between Brooklyn, New York, und Germany. Mr. Butler reported adversely upon the pro position to give a judge of the Supreme Court to Culiforuiu uud Oregon, on the ground that the comuiittco nro considering a general plan for revising tho judiciu! system of tho United States. Air. Fish introduced a bill to authorize the business of banking in the District of Co lumbia. Mr. Gwin introduced u t ill providing regu lations for tliu mint, and for preserving the standard valuu of the coinuge. Tho joint lesolulion of Mr. Cass wus taken up. Mr. Howard addressed the Sennte. He al iuded to tho death of Mr. Adams, in February 1848, deplored by his countrymen ; and in June, 1850, when the deep voice of wailing bad just died away, the Senator from Michigan, (New Englund born and New England ruised,) rose in the Senate, and instead of going back ward with a garment to cover Ilia infirmities, had revenled them by publishing portions of his private diary, and reading to the Senate obnoxious extracts. Mr. .8. referred to this attack on Air. Adams by Mr. Cass, and rejoiced ic hoar ihat stnteineut vindicated by Air. Cass himself. The doctrine of these resolutions was tho doctrine of Air. Adams, who wus member of Mr. Alouroe’s cabinet. Ho road copious extracts to show Mr. Adums's position ou this subject. He complained of Mr. Cass' introducing this resolution without acknowledging Air. Adams' ugenev iu instituting these measures of progress. He could not vote for the annex ation of Cuba until slavery shall have ceased to counteract the workings of nature in that beautiful island, nor then without injustice to Spain, without war and without internal dis turbance among ourselves, yet lie could nut consent to ullow the island to pass under the dominion of any power, nor could he consent to the restoration ofcoloiiiul relations between sny portion of this continent and tho monarch' Europe. He replied ut great length tc Houle. Mr. Cass replied with some warmth to de fend his comment in 1850 on Air. Ad Air. Mallory followed, concluding his argu ment in favor of repealing the laws concerning tonnage duties uud .Spanish vessels. A debate ensued us to what disposition should be nuido ot the resolution, whether it would be relerrod or not. In answer to n question by Mr. Gwin as whether it was intended to propose any prac tical legislation. Air. Afason said that if it should prove true that the British had established a colony at the Balir.e or the Buy of Islunds, thut colouy should have to be discontinued, and in this form there should be practical legislation. The dchoto upon this point was further con tinued by Alessrs. Mason, uud Mungiim, uml without coming to any conclusion the Senuto adjourned. In the House the Now York Alint Bill was laid on the table. The deficiency bill having been taken up Committee of the Whole, an amendment w introduced and passed appropriating a mini mousy to complete the pedestal uu which is placed the equestrian stutue of General Jack* Mr. Stanly, of N. C., proposed to add amendment, muting that the vote was in c sequence ol the exertions of Gen. Jncksou in putting down nullification and secession,which led to rather au uproarious and good humored discunsiuif, Mr. Stephens opposing the motion, the compromise tariff bill, lie said, effecting that object'. Mr. Florence was in favor ol the amendment, bccuuse lie put down the United States Bunk ; uud Mr. Houston condemning the movement altogether, iu a manner which riled Mr. Htanly rather considerably. I referred, yesterdayTto the fact, now ascer tained, that Uritiah occupation and coloniza tion on the coast of llonduias,&c. are making rapid progress. 1 learn, to-day, that, though the I'resideut has advised the Committee on Foreign Affairs of the Senate thut ho has no information on the subject, yet that the Com mittee have auch information us to induce them to assume it us s fact. Mr. Mason declared, to-day, thut, if this colony has been eetatdiHlied, it must be ubau- doiied, whether it conflicts with the Monroe doctrine or not. Thus we aru to liuve legisla tive action, leading in the direction of war, within thirty days time. Mr. Sewurd, in his speech to-day, declared thut he did not want a war till Canudu was annexed to the Union, and until Texas should be aa thickly settled as Massachusetts, mid until California uud Oregon be as well fortified atid defended as New-\ork, and the Pacific nd Atlantic coasts be connected with bunds f iron, and the country, between, now waste, os prosperous as Ohio. That would be loo loug a postponement, for upon the occurrence of oil lhasa events, we shall hove no emeny to figm, unless we go to wur with each other. Shields reminded the Senute of the pro priety, in this emergency, of taking up his for tification hill. California being as much con cerned with the wur with England as any olh- part of the IJuion, Dr. Gwin suggested the importance of giving attontiun to our naval de- fences. Thejscknowlodged faithlessness of Great Britain to the Clayton-Bulwer treaty renders indispensable tho enforcement, not of the Mon roe doctrine, but of our national honor nnd dignity, as grossly violated in the case. The Alonroe doctrine may be laid aside for the pres ent, while a practical questiou is to be consid ered. Every hour now impels this Congress and this Government towards hostile collision with the greatest naval power in the world. At present we have nothing to oppose to a nation with a thousand ships of war in commission but Gen. Cass' resolution. Coin. According to general repoit, the ac cused was furmorly a slave iu that county, but having obtained bis freedom, visited his old neighborhood several times siuce, and enticed slnvrs away. The parties being notified by the conductor that (he train was about to sturt, of ficer Lamb, to prevent loss of life in the struggle, gave up the attempt, and lodged Ncul in the lockup for the night. A frohh party of officers left Philadelphia ou Wednes day, for Chester, with a writ of habeas corpus from the Supremo Court.
