It is a rule adopted, though unofficially, by the members of tho Senate, soon after the es tablishment of tlio federal government, in re gard lo their first intercourse with foreign ministers arriving in tlio United .Slates. Though the origin of the rule has been long forgotten, the usuge which grew up under it has continu ed to the present lime. When this rule was adopted, the Senate consisted of twenty-six members; of whom, appnnrs by the journal, only nineteen were then present at the seat of government. The Kaine Extradition Case.—The Judges ol tho U. 8. Supreme bench on Mon day, were equully divided aa to the jurisdiction of the court in the case of Koine, end the pris oner must remain in duresse until action he ta ken de novo on the inorits, or until the writ he altered on a future motion of the priaouer: so that the case must come aguin before the New York court. Justice Nelson’s opinion was a very able and important one,and fully endorsed the arguments of Kaine’s counsel. It occupied an hour in de livery. Juatice Catron held directly opposite, and in a very elaborate opinion pronounced the argument* of Kaine’s counsel untenable. an 'ho alock of cotton in Europe, initead of being smaller than in former years, is largely in excess of any ol the previous six yeurs. The Scarlet Fever in Boston.—For the past three or (our months scarlet fever has been quite fatal to children in Boston. Dar ing tho past week there were 19 deaths from it. The sumo disease is very fatal iu Philadelphia, causing 20 deaths lust week. 13T A remurkuble friendship is said to have sprung up between Louis Napoleuo and his cousin, Napoleon Jerome, who was accustom ed, when a member of the Mouutnin, to address such violent language to him. Distress In Miulnlrii, A meeting lo-jk place lately in the city of New York, to take measures lor the relief of tho sufferers in the Island of Madeira. A letter was read from Archbhhop Hughes, expressing his earnest wish that the gentlemen who had organized this meeting might meet with a success commcnnurute with the porlauce of the undertaking, and enclosing u check for $50. Several communication* of similar natuie were received. The Hon. John A. Dix rend tho following letter: Madeira, Thursday, 2, 1852. My Dear Sir,—When we had tho pleasure of your company at Madeira, a lew yearn ago, the Madeira people, though poor uud laborious, were contented with their lot, for their greul industry enabled them lo ohluiu the means of subsistence. But a sud change ban lately cumo over great numliers of them. As you wull know, the culture of the vine haa been the chief occupa tion of the inhabitants of Mudeire for more than two centuries, in many parishes ; from the nature of the soil, the wuimth of the cli- muio, slid the want of water, nuihiug else can advantugeously he grown. They me temperate and industrious, and distinguished for liberal hospitality. Many of them tiro now in dnugei of starvation, and usk of our people lo spare from their abundance, what will mtye them from starvation during thu winter. Tlio meeting was addressed by aevcrnl per sons, and a committee of thirty were appointed solicit contributions for the relief of the suf ferers. Relief for Madeira.—The food sent from Boston for the relief of the starving inhabitant- ol' Madeiru, consisted of 8fi7 bunhels beaus, 2 barrels of bioad; 1188 bushels of corn; 192 barrels of corn meal; 338hi(riels flour; 412 bntrel* of potatoes ; 548 bushels do. und 16,903 lbs. of rice. Tlio purchasers wrro English, Mr. Edward Mnjorihaiika, uud Sir Edmund Anlrohiis; they gave the nice little sum of $610,000 cash down, with $1,600,000 more to he paid in various instalments.” The Fremont Claim.—The most impor tant decision yet made by the Board of Land Coitimisaioners wnu rendered on the 30th till., confirmatory of the claim of John C. Fremont, to the rancho Lun Mariposa*, e.mbrucing a tract of ten ftquure leagues of land of Mariposa county. This claim ia far more valuable properly than any other ill the Slute, and is the only one, wo believe, that embraces aurife rous lands. It is the fact that gives it special importance. We are not nwnre (not having rend the opinion) that any new points of law touching Mexicali grants Imvu been settled that have not already been established by de cision iu other cases. If Mr. Fremont gets poNseHsion of this es tate, tlio grand stories of his immense wealth, which niudn oven the millionaires of Europe stare, will he realized. But gettiug possession is the rub. The mineral lands of the claim ure mostly occupied by miners, who ore not likely to go off. [ I'lio agent for the State of Maryland, Mr. John Lamb, was so badly beaten by the ne- groea at Cheater that he could not ulteiid, having gone home by the advice of his phy sicians.—Reporter.] Dreadful Calamity—Twenty Lives Lost.—We learn from u reliable souice, says the New Madrid (Mo.) Juuniul, of the 15th, that four coni boats were sunk at Meriwether’s bend one day last week, and out of 21 men, whocompriaed the crew, only one man escaped. Tho new project for the Pacific Railroad which Gon. Until, has brought in from • select committee, is likely to give generol setisfiic- tioo. A scheme which, after due consideration, lias received the unqualified assent of such experienced mid well-judging men to Gen. Rusk, John Davis end John Bell, will necessa rily command the public confidence. This project authorizes thu President lo provide for the survey of the route, and the locution of tlm road, and limn to advertiso for pronosula for iho execution of tlm work, aud make u con tract accordingly. Twenty millions in money and a certain number of alternate sections of land on either side of the road, are the pro posed lueona lor the construction of the work. This (duu will command mute voles than Dr. Gwin’s, and lie will probably yield his own pre ferences in fuvur of any mure practicable scheme. 1 Imvo no doubt, however, tltut tile better plan would he to adopt tlm hill proposed by tho New Yoik company. That would se cure the execution of tlm work in the shortest possible time, and in the best manner. The resolutions concerning the Tehuante pec matter, which nre to come up in tlm Sen ate on Tuesday, (to-morrow,) appear lo be in conclusive, and not likely to lead to anv prac tical results. The Government should either protect tlm company in the exercise and enjoyment of their rights, or ll.e.v should in demnify tlm Company, and, taking a transfer of their title, proceed to execute tlm road by contract. They could sell the contract at such a premium oa would meet the pnyment of the indemnity to tlm American Company. All these communications with the Pacific must he made. Under present circumstances, Gon. Pierce will not probably visit llm Federal city before the 3d of March, nur announce his Cuhinet be fore the Gtli of Mnrcli. In llm remaining four weeks of llm session, little may he dune either in llm organization of new measures, or tlm completion of old and fumiliar ones.
