Three Days Later from Europe!
ARRIVAL OFTHE NIAGARA.
New York, Feb. 13. K>. M.
The steamship Niagara, arrived at New
York on Sunday, with Liverpool dales lo
Saturday the 29th ult., three days later than
those brought by the Atlantic.
Liverpool Cottok Market.—The sales
of cotton for the week ending on the 29th ult.,
amounted to 55,000 bales, oi which specula*
tars took 14,000 bales and exporters 5,000
leaving 55,000 bains lo the trade. The de
mand was good and prices had advancad
eighth of a penny. Fuir and Good Fair quali
ties had improved ino.t. The quotations are :
Fair Orleans Ojd; Middling 5Jd; Fuir Up
lands 6d; Middling 5 jjd.
'The trade in the manufacturing districts Imd
considerably improved.
• Consuls are quoted at 99|. The rate of ii
tercat remained unchanged. For American
securities there was u good demand.
The firm of Messrs. IIkrsch &l Co. of Rot
terdam, have failed, and their liabilities amount
to 150,000 pounds sterling.
The Alessrs. Baring havo loaned Spain
fifty seven millions of reals on pledge of Nation
al property as security.
Havre Colton Market.
The Havre cotton market was more active
and prices have advanced. The sale* of the
* w«ek, the 25th inclusive, amount to 14,000
bales. The salas^ of Wednesday, the 20lh,
Were 4,000 hales. Tree Ordinaire Orleuns arc
quoted at 91 fs. and Mobile Uplands at 89 fs.

at half past two o'clock, from New-York. We

Knilroad.
A Baltimore dispatch dated on Friday even
ing says:
All business, except the passenger trains,
on the Bnl.imare and Ohio railroads has been
suspended by the strike. No burthen trains
went out last evening, and none this inoruiug
or evening. Heavy premiums had to bo paid
to cngiu*c>a to take out passenger trains to
day.
, The meeting in Monument Square, this
morning, was attended by about 30(M) men.
This afternoon, the limn again assembled in
Monument Square, with two bands of music,
und banuers showing them to comprise engi
neers, hreaksmen, engine builders, machinists,
car bqildjys! machine makers, moulders uud
strikers. ' •
Tho procession was quite imposing and
orderly, and was a mile long; the men wulk-
ing four abreast. Operatives from the Susque-
, hatinnh and Philadelphia roads joined the
procession; and it is said other branches of
Mechanics will join to-morrow.
Dispatches were sent last night to Martins-
burg,Cumberland, Wheeling, and all the prin
cipal stations on the road; and the operatives
and those connected with tho transportation
trains, struck on the road ami put the fires out.

The operatives from the Suffolk works—
Hayward and Bartlett's, Pool and Hunt’s,
Milllioltaods and other foundries have joined
the strike. The operatives again assembled in
,Monument Square to-night. Addresses wero
delivered.
A letter from the President of the Railroad
Computer authorizing the Foremen of tho
shops to pay tho men tho highest wages re
ceived in the city, was read, but it is not satis
factory, us it does not accede to their demanded
advance, nnd prices in other foundries are, not
yet permanently fixed.

Commercial circles here are very quiet in
regard to-politics. The pulse of Wall-street,
scusaiive us it notoriously is to matters of tho
smallest irnportunco touching the question of
profit and loss, oianifests nocvidenco of sym
pathy with the feverish anxiety of expectant
politicians. Rumors aro ever nflout iu the
newspapers, daily investing some now man
with evanesceut consequence, us a probable
member of General Pierce's cabinet. “Mr.
Hunter will accept”—“Mr. Hunter will not
accept”—Mr. Huuter cunnot accept”—Mr
Marny is almost positive of an appointment”—
" Mr. Dickinson could if lie would,” and
“ Mr. Dix would if ho could”—“ Mr. Cushing
cun and will,” and so forth, uuyue ad name-
am. Htill Wall-street shakes its wise head,
and shrugs iu indifferent shoulders, end stocks
neither droop nor rise materially—and yet
there are important subjects enough, one would
think, to wake up cominsrca from its apathy,
and instil a little auxiety into the minds even

that the Cass speeches, the Seward responses,
the treason expressions, and the young Ameri

celerity in every fashionable quarter of tin
city. Palaces for the million! Ornamental
fronts—curved marble mantels—frescoed ceil
ings—stuccoed walls—brilliaut conservatories
—magnificent boudoirs—putent furnaces —
commodious dumb wuiters—and all the“ mod
ern improvements.” Rents are of courso
higher than they were, and the value ol laud
has advanced to a point almost fuhuluus—but
(his is of no oousequence. Culiforu
furnished millions of gold ; and lo use a Cock
ney expression, “ there is plenty more where
tliut came from." Meunwhile. the hotels be
lore alluded to, are vieiug with each other ii.

stone, and opened its hospitable doors for the

in point of excellence, in New York. Each
has its “ bridal chamber,” furnished with n

proportion, and the newspapers have not
scrupled to publish, (with very questionable
taste end delicacy) the names of the happy
occupants, aven adding tho amount of their
bill.
The people of the Slate of Vermont, to whom
the question of tho Maine Liquor Law was
referred, have elected to adopt this fanatical
measure, and the same law bus just pusstd
the House of Representatives of the Stunts of
Rhode Island and Michigan. This tvrannicul
interference with personal liberty "finds few
supporters in our city, notwithstanding the
frantic crusade of which Mr. Horace Greely is
the recognised loader. A mass meeting of.
ladies in favor of the Maine Luw was held n
lew evenings ago iu the Metropolitan Hall,
und these bigoted, however conscieotous oil
vocates of intemperate (because excessive) tern
perauce delivered the usual quantity of maw
kish along, which disgusts moderate persons,
notwithstanding the tunny truths which must
necessarily be presented in connection with
such a subject. The editor of the 1'ribune,
the aforesaid Horace Greely, was of coun>e
the Magnus Apollo of tlm transaction.
The brig “ Fally Ho,” freighted with tin.
substantial charity of our citizens, Bailed for
Madeira on the 10th hist. A few more such
shipments of provisions would enable those
poor islunders to laugh at famine, and bear
with light hearts the evil fortune which blight-
od their lust year’s vintage.
The destructive fire nt Cardenas, has
cited much sympathy here, and it is believed
that some en'orts will be made to influence
charity in this direction also.
At a lute mooting of the New York Cham
ber of Commerce, resolutions were unanimous
ly passed approving in general terms tho bill
originally reported by Sunutor Hunter, to “ex
tern! the warehouse system by establishing
bonded warehouses and for other purposes,”
but denouncing as destructive of the benefits
of the bill, and mischievous to its intent, tin
amendment assented to in tha Senate that
nothing therein contained shall extend the
lime for withdrawing goods for consumption
beyond the term of one yoar.”
The New York Yacht Club have, with an
oye to the great World's Fair, to be held here
next May, challenged the world to a race of
yachts with »*.|l nations. The prize of five
thoosand dollars will be contended for next Oc
tober. •
The “ Erictton’’ Culoric steamship has
been visited by vast number# of persons, all of
whom appear to take a lively interest in the
new Invention, or ruther in the novel applica
tion of Qu old discovery—should the calorie
engine succeed iu giving equul speed with less
danger and greater economy, there
question that steam must very soon be super
seded as a motive power—but though there
must be a certain tomeihing in the caloritwru-
ijine, which may be destined hereafter to per-
lorni great wonders, it would be as well not to
be too sanguine of early success. It is, to say
the least siugular, that the Ericsson, which
for some weeks been reported ready for
xeu, has not yet essayed a trip beyond Sandy
Hook. It success were certain, the probable
supposition is, that the patties would souk nt
once to establishlthe fame of the new enterprise.
—It is said, with whut truth 1 know not, that
a similar effort was made ill Scotland 20 years
ago, and fuiled.
The steamer Niagara, which was to sail
from Liverpool on the 29ih ultimo, has not yet
made her appearance—the wintry storms have
caused longer passages this season in propor
tion to the iiicruuaed power of the boats em
ployed, than has been the case fur years.
The last penalty of the law was yesterday
executed on the body of a man called CInrke,
who wui convicted of the murder of Foliceman
Gillespie in July last. The unhappy wretch
protested on the scaffold that lie certainly had
struck the officer once, and that from that blow
death had doubtless proceeded, but thut ho
itmoceut of premeditated murder. The
barbarous execution by hanging took place at
noon, iu the presonce of the clergy, tho mem
bers of the press, the medicul attendants, and
a few visitors, the Sheriff having taken eflactual
means to exclude tho mob. It would appear
that if hanging be defensible at all, it can only
be on the ground that the example afforded by
the last awful momenta of the culprit will have
the slfect of staying the hands of men who
might otherwise become murderers; and if this
be '.be motive which induces the authorities lo
persist in taking that which they cannot ren
der—to commit one muider in retribution of
another, for what reason and lo what end are
lie public excluded? Oucc annihilate the
pology cited above, nnd the hanging of cul
prits becomes nothing less than the revenge of
the strong for wrongs committed on the wenk,
und the law should have other motives than
revenge. How long will mniishmeni by doath
blot our statute books ? The man whose life
has just been thus wantonly tuken away bv
authority might have lived many years to ben
efit the State by his labor aud to repent iu a
more true und sincere manner the deed which
toe fear of sudden and violent removal forces
him to regret. At any rale (he example can
scarcely ho iutonded alone for the Clergy, the
Sheriff's officers, and tha Fhysicians.
The weather is moderate and fine, the (her-

Our cotton market has been unsettled during
tho week. The news brought by the Canada
reportiug an advauca nti the Liverpool market,
aud that by tho Atlantic confirming the previ
ous advices, have generally been regarded as

porting an advance in the Liverpool mark-it, came
to hand early yesterday foronoon. They produced
no effeot on the market other than to stimulate pur
chasers to operate, which was frsely met by holders,
provioue rates. The sales rsachtd 1775 bales, at the

intelligence, there was u feverish desire to ship,
and retliur stiller rates were paid than those
current during lust waok, but as soon as the
excitement had somewhat subsided, there ws>
more* prudence exhibited, and buyers appeared
desirous of further intelligence, from Europe.
The advance in England at this particular
juncture is uuaccquniuble. The tone of the
French papers, which almost unanimously re
fuse to entertain llie idea of war, may have
something to do with inspiring increased con
fidence ; but seeing thnt the estimate which
fixes 3,250,000 hales, us the probable yield of
this crop, ie almost unanimously accepted as
correct,—that intelligence had reached Eng
land of the large increase of receipts at all our
shipping ports, and that the Hank of Eugland
had suddenly, and pet haps iudiciously, ad
vanced the rate of discount,—the improvement
on the other side must certainly appear un
warrantable, With these views many specu-
latnra look forward to early intelligence from
England of a reaction. Middling Upland ie
quoted to-day at 10c. Middling Orleans at 101
cents.
Breadstufls have declined during tbe past
week, and if tin coming advices from Europe
report more favorably of the weather, the prob
ability ie, that we shall see prices still lower
here. Common State brande of flour are worth
$5,25. Southern kinds are rather less firm.
Fraigbu were lower yesterday. The little
demand existing for breadstufls having forced
carrier* to reduce their ratei to 2 Gd. hbt.
