Mr. K. accordingly left the ranks for that purpose, and bad proceeded but a short distance from his company, when he was thrown. While down, Ids horse inflicted a kick upon his face, which was ao severe as to fracture the bones of his nose. We are hap py to add that up to last evening he was doing well, and that his wouud though severe is not considered dangerous. Tlio River. The recent femvy rains, says the Augusta Conatitutionanat of yesterday, have caused quits a sudden rise in our river, and tho water, us we write, is running over tho upper wharves, end covering that portion of Bay-street, lying between Campbell aud Washington streets. During Tuesday night, considerable drift wood lodged against the llailroud Bridge, but the temporary uprights being knocked away, it passed through without doing any dumnge, and ail is now clear. The river i« still rising slowly,afl we go to press, hut no material da mage is apprehended from it. The Htate Temperance Convention. The convention assembled at Atlanta on the 22d inst., and wae organized by electing Col. John D. Walker of Morgan County, Presi dent, with eight Vico Presidents, one from each Congressional District, |Mr. W. N. Willi ford of Bibb and Mr.T. \V. Lank of Chatham were appointed Secretaries. She had four pipes, and Bide wheels, and wa* supposed to be the caloric ship Ericsson from Naw York for Norfolk. Steamers between Unllforulu, China and Japan. Thompson, to es tablish a line of steamers between (lie Western Const of our country and Eastern Asia. The lma consists of six steamers of no less than 3000 ions, each a*,earner to be pierced and ready for mounting of the .heaviest batteries for war purposes, but in times of peace to carry al ways four guns of tbe largest calibre. In the course of their voyages they are to perform the naval service in the North Pacific. They will thus afford tho must ample protection In the whaling and commercial marina in these seas, and completely relieve the government from the neceesity of keeping a naval squuti- ran at that distant and expeuaive station. For this service a contract is asUed for ten years, the government to allow the contractor to receive the amount of postage which may be collected ftom mailable matter transmitted by the steamers. To aid in the immediate establishment of the line it is asked that one- half the amount which the Poslmaster-Geuer- •1 may traumata will arise from the postal ser vice shall ho advanced in bunds of the govern ment—-payable at the end of the contract term -Mind one-half of the monthly receipts of the line are to go toward the payment of this ad vance by government. The Committee on Streets and Lane$ to whom was referred the petition of the Vestry and Wardens of St. John's Church, report that *uid petition be granted. Adopted. The Finance Committee to whom was re ferred the petition of the City Constables, praying fur un iucrease of pay, reported ad- irsely. The Committee on Streets and Lanea horn wua referred the communication of R. R. Cuyler, relative to closing Ruilrond atreet and opening New and Jones' streets, report that Council Iras no right to aleniate any por tion of the public streets. The Committee on Gaa submitted muiiicatiou from Robert H. Griffiu, President of the Gus Co., in reference to the cost of lighting the principal streets of Yamacraw with Gus. The Special Committee,to whom was refer red ihe offer of Punch, Hilton and Ganahl, pro prietors of the Daily Georgian, relative to the City printing, for the present year, recomiuoud that Council oiler them $250 and that the reso lution determining that there should be but one city printer be rescinded. Tho report cluimed Ihe right of Council to reconsider its action until (tie record of it had been tnude, and published notwithstanding that the vole to reconsider in this instance had not been iu strict accordance with parliamentary usage. Aldemiau Arnold suid that Council were governed by no ruins save those which they •trade for theiiiselves and denied the right of any person to approach that body and say where it should stop or how for it should go. He claimed for Council the right to review its own actiou uud to reverse or ratify its acts, which only became law whsu spread upon the minutes, and confirmed by subse quent meeting. While he was willing to ac cept the recommendation of the Committee he was glad that they asserted artd maintained that right for which lie contended. After some brief remarks from Aldermen Lunar and Ganahl, the report was adopted. An ordinance was passed relative to the Plank Rood, and for regulating the hauliug of timber, railroad iron.&c, through tho city. This ordinance takes effect iu one month from its pascuge, and imposes a fine not to exceed $20, fqr violation. All carriages, drays, dec, passing over the road ore required to keep to the right. In violation of tins regulation, to suffer a fine not to exceed $30. An ordinance creating the office of Deputy Marshal waa withdrawn. An ordinance to repeol certain sections of un ordinance in relation to the purchasing of lots in the New Cemetery, was road the firut time, aud laid ovar. The petition of lot holders, dec. in Crawford Ward asking council to permit the erection of woodeu buildings in that ward, was referred to the committee on the Fire Department. The petition of Thoa. N. Box, agent for Mrs. Brvx, asking a remission of a tax on two slave*, erroneously returned, was granted. The petition of c large number of tha City Watchmen, asking an increuse of pay, was referred to the Committee on Finance. The petition of the Savannah Turners As* tociaiioti, 'asking permission to enclose two acres of the city land, south of the city', for the use of the Association, was received. Electiona—John Masterson was sleeted su perintendent of Streets and Lanes. Harvey Morse wus elected a Sergeant ol the City Watch. 1). Canwellvr waa elected a City Constable. Thomas B. Maxwell und Allen Rusaell resign ed their offices of City Constables, they huv ing been elected County Constables. Henry C. Mehrlens, in eousequence of ill health, resigned his office of Sergeant of the City Watch. Alderman Bulloch offered a resolution that the city elect three City Printers, incluning the Republican and Georgian. The resolution was lost, only two votes being in itsfavur. A resolut.un was passud authorizing the city Treasurer to pay to Scamore Harris the sum of $800 awarded to him by a Committee of trueboldera tor hit lot, required for ins opening of Naw Street. A resolution was passed requiring tbe City Surveyor to grade Zubly, Fubm, and other streets, for the purpose of having cftsa-peoli built in that vicinity. A resolution was passed, authorizing the Mayor to appoint a Committee of Five Free holders, to opeu the Laue South of lndiau-st. to the Canal. A resolution was passed authorising the Committee on Waterworks to drain the lauds south of thecnual. A resolution was passed giving power to the Mayor to cause the Bonds issued by the City, for the srsctiou of the Waterworks, to be paid at the Bank of the Republic, in the city o^ New York, whenever iu hie opinion it may he expedient. After the passage of sundry bills Council adjourned. \ Thk Strike in Baltimore.—A Baltimore dispatch, dated on Saturday last, says: “ Tho mechanics' strike will probably be ell nrreuged to-night. The employero solicited the appointment of a committee of journey men to meet them to-night, to close the mat ter. Accordingly, the committee was appoint ed, and instructed uoi to yield a particle m Ihe demand of fifteen per cent advance. The em ployers that are giving Ihe ndvauco are over run with business. T he Pacific Railroad bill was deliberately killed lest evening, si lislf-post five o'clock, just at tha moment that it was about to pass to a third readiog. The fatal blow wa* given by an amendment annulling all tbe provisions of •he bill so far as lira Blau-* are concerned. The majority for strangling lira long nursed bantling of the select committee was only two, and Mr. Weller will move a reconsideration. But it in probable that, lor one account or unothcr, a imyoritv may he found against re viving lira hill at this session. The lerura of the amendment may he met by e bill providing only for the construction of lira road through the territories, which would con stitute one half its length front the Mississippi to the Pacific ; blit some of lira friends ol the bill as it stand*, will not support it in its crip pled form. They are unable to decide between Ihe conflicting claims of Dr. Jackson, Wells, slid Dr. Morton, and propose that they he mode the subject of judicial investigation before the United Slates District Court for the Northern district. They also propose un ap propriation uf a hundred thousand dollars, to ho paid to the person who ahull establish his claim to thu discovery. They deetn the discovery one of the greatest boons ever he*towed on the world, ami most particularly upon its incalculable value in the army and navy service of the United States, where it is most beneficially employed. Gov. Murcy is here, und rumor still fixes him in the Cabinet—though Many entertain doubts whether uuy of Ihe able and experi enced men who were connected with Mr. Polk's administration, will form a purt of the next administration. But the Concord Putrt- of, some time ago, announced (hut no such principle of exclusion had been resolved upon. _ Ion. The New Silver Coinage.—Tho working of the new silver coinugu bill has been repre- ented by its opponents as not likely to bring bout the results desired, hut in this they are probably mistaken, at leas! so far as silver change is concerned. A correspondent of tho Journal of Commerce, referring to a note from Herend Sc Co., bullion brokers, to Hon. Jus. Brooks, SHys: “ Messrs. B. Sc Co. state correctly, that, to be at ihe true par with' gold, one dollur (or two halves) should weigh 39G grains. Now, in fact, two hulves of our present coiuuge weight, 4I2J grains, end the excess of weight, which is equal to ltij grains, is (represented by the existing premium of four per cent. Re duce the weight of two ImlvdH to 3% grains, end the premium is extinguished. Reduce (he weight still more, to 384 grains, und then thev would Ira worth three pur cent, lest? limn gold for export. Thin is what is dons by Mr. Ilunt- er’s hill. The wholo reduction in thu weight of tho ^present cuius is about 7 per cent., of which 4 per cent, cancels the current premium, and the remaining 3 per cent, is a discount quite large enough to retail) the silver coin in the country.” So it is likely that after the first of June there will not be reason for the complaints of want uf change. An amendment to the de ficiency hill passed the House of Representa tives on Wednesday, virtually repealing the seigniorage of half per cent, on the gold coinage, by limiting thcchurge to the expense of executing the coinage. This is to he regu lated by the Secretary of the Treasury. At all events, it will cut both glass and steel. Ha will no doubt have the matter properly examined. Should prove to be the diumond, his fortune is made, as he has several pieces of large size. Perhaps no deciaion uf equal importance to the public und those immediately concerned, has ever been made in the Patent Office, a* that announced in Washington on Tuesday by the Cummikfflioiier of Patents, dismissing the applications to sxteud the Goodyear’s Indio Rubber Putent for seven yeurs, thereby giv- iug the public henceforth, free use uf the in vention. From a careful perusul of the decision, it Ap pears that tho precedent is likely to carry with it the subsequent potent which is immediately dependent upon this, sulpher being indispen sable in both patents. There is no appeal,tho law of 1848 having given the power of decid ing finally to the Commissioner. The interest involved will, it is said, exceed $5,000,000. 'Phis is a great triumph fur Horace H. Its foliage is superb ; it is a remarkable climber, blooming very fjreely, in clusters of odd numbers—gener ally ifom one to five, and as high as eleven. Its*bud is exceedingly beautiful. Tairla Parahlooa< The toilettes worn at the brilliant ball given by lira Emperor in the magnificent loons of the Tuilerics, on the 22d of January, were unequalled for richness ami splendor. 1 do not sneak uf these only which were com posed of tissues of crape and tulle, covered with siate or flowers, or snipes of silver und gold; I allude especially to the large pattern ed silks, which are absolutely gorgeous. The so much vuunted atulfe of* Ihe time of our grandmothers, ura left fur behind by the fabrics of the present day, not merely in 0«o superior richness of tha materials, but for u greeter finish in Ihe pattern aud in the delicacy of the coloring. A tuilette which attracted much admiration, worn by a dame of high rank, wa* of blue velvet rape, with running design of of creepers; Ihe flower were worked in relief, and of a silvery white, and, us it were, set iu a shading that ’follow* their outline^ and of a color aomowhnt daiker than the ground. Thera was two .kirt* trimmed with English point lace; the corsage being cut very low a la reine JJortenae, likewise dimmed with En glish point luce. I uiuy mention another superb dress of white and pink lumpas, having only one flounce or namented with large flowers and delicate branches. Bauds with delicate designs in silver, traced on tho stulV itself, formed the heading to this flounce. All tho dresses worn ut the hull, whatever tho richness or simplicity of thu muterial with which they were composed, were cut long in the skirl, especially behind, where they formed almost strain. The Rkirts were attached to lira bodies in large hollow nlait*. A charming dress worn by a young lady waa of whit* silk, trimmed with three plain flounces, bordered ut suine distance from the edge by «n imitation blue velvet band,and a broad velvet stripe; the combination ' cccdingiy prully, and in exqui*ile|tusfe. For visiting und walking, the corsages of dreuse* are mudo a la Watteau, that ia, a high gutlicrud body ; or partially opeu a[ta Raphael. One of the novelties of this favorite Mo- diate is the -Clarissa llnrluwe coiflure; this headdress consists of a wreath of crape leave* uud velvet flowers; the wreath forms a point on the forehead, and has a large tuft at the sides. The Norma garland, quite round, with out a point in front, i* composed of velvet oak foliage and guld or. silver acorns: nmnll branch es lull and form a sort of resille. One very pretty specimen of the Norma wreath is made of violets und silver stnrs. For young ludies, hunning hoaddresaes are of crowns of flowera without leuves, and only oi two colors. The Imperial diadem is formed uf two velvet how* and four silver or gold palmettos : for Court, the ribbon* ere n-pluced by feather*, and the palmettos are enriched with pearl* and dia mond*. I mu*! mention the Ducheaa bonnet, a beau tiful iiiudel for the theatre ; the brim is an open work of Butin and terry velvet; three rows of blonde decorate the aaliii, with u terry velvet how and blonde butterfly fluttering ; the cur tain is of white satin; tho inside is trimmed with a wreuth of rose budscoming forward und forming a point un the forehead, fastened mi one side by a hunch of roses and on the other by a terry velvet ribbon bow. For visiting thi* bonnet is ofchecquers of black ar.d pur ple velvet; each band is edged on both aide with luce. Inside, is a trees of purple and black und velvet flowers, also of two colors; the string* ure of purple velvet.
