Uraga and the Mexican gurrison hod pronounced in favor of the return of Sunta An- uu, and Gen. Lombardini woe acting us Presi dent pro-tern. General Buetaments, three times Piesident of Mexico, ia dead. A contract has been concluded with mi American company, for carryinj the mail across Mexico to California. Further Particular*! of tlio Tehuantepec Grant to Mr. 8loo, The following are the particulars of the grant made by the Mexican government to Mr. Sloo: Mr. Sloo ia to hold Che road for fifty years, and the goverumont grants to him the exclusive navigation of the Huasuculu river. The government receives $000,000 cs a loan to bo repaid of the 20 per com. net profit, half of which is to draw interest of 6 percent. Gener als Moray, Villomel, Bouitace and Gutcrez, appointed commissioners to deliver the road to Mr. Sloo, for which purpose they left Mex ico on ihe 12th of Februury. Generals Bnui- luce and Canto have beeen appointed to treat with Mr. Conkling about the neutrality and protection of the government. Waahlugtou Attain*. Gen. Pierce kept his room the entire day on Tuesday, declining to see company, and not even admitting the Mayor. In the after noon Gov. Marcy was closited with him for a considerable time. An unfurtuuate sequel to the late affair be tween Postmaster General Hubbard end the lion. George Briggs, occurred ut the copilot to-day. The parties met iu a dark passage near the House Library. Mr, Hubbard grasped Air. lUigs by the hand, saying “ how ute you, Briggs.’ 1 Mr. Briggs shook hands with him, but in a moment discovering who it was, fol lowed Mr. Hubbard, and meeting him in the ante-room leading from tho House tu the ro tunda, said, ** I have just shaken hands with you—1 wish to retract that act of politeness— you have iusulted me and 1 have publicly call ed you no gentleman." Mr. Hubbard answer ed “juat oa you please, you are beneath my notice.*' Mr; Briggs, thereupon, with hie left bund, immediately slapped Mr. Hubbaid imho face, saying, 44 will you maks uo resistance." None boiug uflered, Briggs continued—“ J have said in public that you qre no honorable man, and 1 have now slapped yonr face; don’t you resent it ?" Mr. Hubbard then replied, “ Strike away Briggs—strike away—1 shall not strike back, lor you ata beneath my contempt!" Mr. Briggs then struck him on the left side of his head with his right hand, and repeated the blow once or twice. The bystanders then interfered before seri ous injury was effected. The pub lic were admitted to tlic Place du Carrousel. A considerable number of adventurous specta tors took up good, though dangerous positions upon the Benlibldinga and masonry belonging to the works now going on for ilia completion of Hie Louvre. They were nut interfered with. Indeed, every soldier, and sergent de ville seemed to he so much in request upon the im mediate line of procession that tho rest of Faria was left to take euro of itself, I saw some in the Rue Rivoli deliberately break down the boarding that separates tho street from tlio un finished wing of the Louvre and creep through. Crowds of people followed them unmolested, but only those who were good climbers could liuve been rewurded for their pains. A few minutes before 12 o’clock the Emperor ap peared at the central windows of the Tuileries, looking towards the Carrousel, and was re cognised bv many in the crowd, although Ihe distunce was too great for his appearance to be the signal of anything like a demoustrotion. At 12 o'clock precisely tlio cannons announced the departure from the palace. Of the procession to Notre Dame von have already received au accouut by electric tele graph. It was near one o'clock when the Imperial cortege arrived, and the approach was an nounced by a flourish of trumpets end the music of a military band, and the orchestra struck up. In a few minutes the Emperor appealed, preceded by (he great officers of state, and leading the Empress by the hand towards the altar. The Emperor wore his usual costume, und the Empress a gown of white velvet, termed cpingfe, richly orna mented, und a diadem otorilliants on her head. They were followed by tlie Countess of Mon- tiio, the Ladies of Honou’, the Ministers, the Marshals of Franco, and other dignitaries. Informed of the approach of the cortege, the Archbishop of Furis, preceded bv his clergy, went forward to meet them towards the central gale by which they entered. The cortege ad vanced towurds the throne, which was placed in the centre of the transept on a raised flour, covered with an ermine carpet. A canopy of velvet, lined with ermine, and surmounted by a colossal eagle, rose to a great height. A flood of light streamed over the gilding, the flowers, and (he hanging, the flowers, and the hangings, and banners bearing the names of the principal towns in France floated from the ceiling. The Emperor and Empress took their places on the throne. On the right of the altar, the five cardinals were seated, and further down the Marshals of France in full costume, and holding their batons of command. The church was crowded in every purl, and from the re motest corner of the navo und high galleries hundreds in vain tried to catch even a passing 'limpse of the ce/euiony. As soon as their dajestieg placed themselves on the throne, tho archbishop officiating suluted them, and the ceremony of marriage then commenced. The Archbishop, addressing the Emperor and Empress, said,. “ Do you present your selves here to contract marriage, in presence of the Church?" The Imperiul pair answered, Yes, Monsieur.’ The silence at this moment was so profound, that these words might he heard throughout the spacious edifice. After these words, the first almoner of the Emperor, preceded by a master of ceremonins, advanced to deposit the pieces of gold with a ring in u plate on the ultur, and afterwards presented them to the Archbishop for the benediction. The Archbishop then turning towurds the Emperor, said, “ Sire, you declare, acknow ledge, and swear before God and before his Holy Church, that you now take Mdlle. do Montijo, Couitesae do Thebu, here present, for your wife and legitimate spouse ?’’ Tho Emperor answered with a firm and sono rous voice,* 4 Yet, Monsieur." The Frelate continued, 41 You promise mid swear to be faithful iu all things as a faithful husband should he to his suouse according to the commandment of God I" The Emperor n- gaiu responded, 44 Yes, Monsieur.*' The Archbishop, then turning to liiw Empre *r, ad dressed the trnme interrogatories to her Majes ty, and received like affirmative answers. The Archbishop then gave the pieces of gold and the ring to the Emperor, who presented them to his bride, with the words 44 Receive the signs ol the marriage convenunt between you and me." The Empress then handed tha gold piacea to tho Duchess de Busaano, hoY Maid of Honor, after which the Emperor placed the ting on the finger her Majesty, with the usual words. The Archbishop then making the sigu of the cross said, 44 In nomine pairis et filii et spiritus sancti." The couple then knelt, each holding the right hand of 'the other, und the Archbishop, extending hie hands over them, pronounced the sacramental formula, “ Dcus Abraham, Deus Isaac," &c. The Emperor and Empress then rising were con ducted back to the throne. The Gospel was next read, and afterwards the sacred book was taken to their Mqjeslies to kiss. After the Paler tlieir Majesties went to tho foot of the altar and knelt; the first chaplain of the Em peror aud another bishop extended above tlieir heeds a canopy of silver brocade, and kept it so extended during the oraiaon. During the episcopul benediction and reading of the Gos pel, the choir chaunted several times the Do- mine talcum. The Archbishop thou presented holy water to their Majesties, and commenced tho Te Deum, which wae tekeu up by tho orchestra and the singers. After the Te De• urn, the groat officer* of the crowu, the princes, the ministers, aud other persons who arrived in the cortege resumed their places, and their Majesties descended from the throne. The foreign acoount* per steamers Alps and America were at hand at the close of our last roview, noting an advauco of one-eighth of a penny duriug the week, in the Liverpool market, with a good demand. This state of the foreign market had boon anticipated, and con sequently bad no influence on prices—the increased re ft counterbalancing all ofleet which they mightoth- erwise have haJ, end luduuiug holders to offer thoir stocks more freely, and g,ouorally at decline on the prices of the prcoedlng week. Wo quoted Middling Fair at Vfg to 10c, but the market closed unsettled, aud icurate quotations could not be procured. On Saturday, the first day of the wock now under ro view, tlio market was unusually dull, few buyers being iu attendance, and tho sales of tho day reached only 293 bales. On Monday the market continued languid, with sales of 643 bales. Purchasers dociiuod to pay tho rates demanded by holders, and the transactions of the day at very irregular prices, showing a downward ten dency. One of the principal causes of the unsettled of the market was tho report that later foreign accounts had been received in tho city, of the tenor ot which different versions wore circulated. Late in the afternoon the Pacific's nows was made known, show ing that the advance in the Livnrpeol market, biought by tho America, hud been lost, Hud reporting tho mar ket quiet. On Tuesday there was comparatively no market, buyers having entirely withdrawn, aud only a few scattering lots, amounting to 82 bales, were sold. On Wednesday the markot continued depressed, aud although holders evinoed some disposition to eell at a reduction ou former asking rates, purchasers would not operate unless at tlieir owu offers, and the sales of the vere only 513 bales. On Thursday morning tho marketopenod with three days’ later foreign dates by tho ’ ia. These accounts report that in the Liverpool tet the common grades of cotton had declinod an eiguth of a penny, whilo the fluer qualities remaiuod hanged. The sales of the week wore 50,000 bales— This nows had no influence hero, and the sales that day but 263 balos at irregular prices. Yesterday, (Friday,) the market was dull, tho sales being only 202 bales, vis: 35 at 8?*, 76 at 9, 99 at 9?,', aud 10 at 9*£ cte. Duriug the week our market has experienced a de- elino ot )4c. The accumulating stock iu our market, together with the excess of receipt* at all the Southern ports, have caused purchasers to deoil ne ojiorating to any extent at present asking ratos, aud the market closes quiet and dull at our quotations. Tho exports of the week amount to 853 tierces. Flock—This article, although of slow sale, remains without any material chango in price. We hear of ■ales on tho wharf at $5,75, and from store at $5,87>i $ barrel, for Baltimore brands. Corn—Tho market is woll supplied, but the sales during the woek have not beeu to any extent. Sales have boon made at 60 to 65 cts, and by retail from store , 70(376 cents V- bushel. Hay—Little has beun done during the week in this nrtlclo, and we quote Eastern nominally at $1,46 to $1,- hundred lbs. LmuoKS—In largo lots New Orleans Whisky can be bought at 27 cents per gallon, and by retail at 28 cents Bacon—The market has been exceedingly dull during tho weok, and the demand has mostly been for the retail trade.
