The Pacific and Arabia—The Insurrection in Italy— Tbe British Ministry—French Invasion of England— Australia—Disgraceful Scenes—Washington's Birth- Day—Anti-Slavery Convention—Broadway Kairoad —Buonos Ayres— Commercial Prospects of tbe Coun try— Cotton.Markot— Freights. New York, Feb. 2G, 1853. Since my letter of the ,19th inst,, the " Pa cific ” end “ Arabia ” steamers liuve arrived from Europe, the latter, (the new Cuuard boat) having made, for the seuson, the remarkably quick passage of 11 duys two hours, the short est trip this winter, lior speed bus furnished much subject for. conversation, there having been several heavy bets against her and in fa vor of the Pacific, 'which steamer has been beaten by tiie Arabia, both on the outwa/d and hgiueward passage. These two victories,, however, dan scarcely furnish sufficient proo* \ of superiority in point of swiftness, seeing that at the present seugun, gales are vory variable, und the Arabia moy have beau mole fortunate than her competitor. Let us wail to boo how elm goes oa. Tlio Arabia is a beautiful specimen of naval architecture, und she is beautifully " kept.”— Her eugiues are of tho most magnificent con struction, and of immense power. Her ap pointments and decorations ore elegant aud graceful, und her builders have introduced u novel excellence in the shape of a nursery.— Any one who has made u voyage on an occa sion when many babies have been on board, will appreciate this luxurious addition to the comfort of udult passengers. I’lie news from England is extremely inter esting, aud among the most important items is the reported insurrection in Italy, where some portion of the|smothered hatred oi'Anstrian op pression appears to have found practical ex pression. Four Italy ! so beautiful and so de graded—or as a native lyric pout has written an apostropnu to the beloved fatherland: " O mis patria, lo bulla e pordetta! What country has greut<*r claims to tho choi cest gifts of‘liberty thun Italy 7 For what is Freedom, if not the poetry of existence ! and is not the very name of Italy synonymous with pootry 7 All Europe bows to Italy as to the Queeu of Song. England, France, Germany, RussiH, nil reverence the numca-ot Dante, Tub* so, Petrarch, Arista, and Aliieri. They crown with laurel tho God-liko poem of the laud, yet will not yield the olive to the luud of pools.— Again, poor lluly! oppressed by tyrants, liven by discord, degraded Dy iguorunce, aud riddeu by priestcruft; the unfortunate people of thu most fertile and lovely portion of Europe lettered and disgraced, uud even the uuce jeittic republic of the Adriatic is a miserable province of a stranger monarch. Such is Italy' Tho insurrection, of which the late arrival! have furnished us with hut indifferent details, is most prqbaly more extensive in its ramifications than wc u( present have any idoa of; but we can scurcly expect to leant that it bas inet with success. Austria is too well prepared, aud there has been too littlo opportunity for pre concerted movement among thu people. The day ol JUaly must come^ but wo must not dure to anticipate its duwu. 3omc curious speeches have lately been t>ulf in England complimentary to tho Tory ministry, tho ejection ul which body from of fice, was but a shot! time before so assid uously sought. it reminds one of the fre quent cusos which occur, where the sur- ywiog moietydf -a quarrelsome couple falls mio the hubit of constantly eulogising the dear departed.” When (tin Dar by ministry was in, there was nothing so V| le as the Derby ministry, aud now thut the Derby ministry is out, their great virtues fire remembered with approbation aud even "If. Hright has a word or two in favor of— uven Mr. Disraeli. The same destiny, no doubt, awaits Lord Aberdeen and hi* |»arty k u,, d probably from the same quarter. 'I*he policy of the new government of Great Uritaio ban been enunciated by Lord John KuaseL I« nays a great deal, but the antece dents of Lord Juhu fully warrant the ussump- | ( ion that it means much less than it says.— Reform” and "education 1 * are admirable party crias, and have often done good service mr thr Whigs; but the people are tired of waning. Meanwhile uolhir.g ie said of the tea " uu jyiand Mr.. Disraeli*a budget has made the reduction of that tax co popular a topic with me noddle and lower classes, that the present Sea* WiU ‘ l ‘ Si ? icuU to V*** il ov * f iu People on the other aide still ti outness of tb« chaucos of a Fret ‘•* J . ih.1 thm. busy politic Louis Napoleon cupabls of entertaining the idea of such an enterprise, only pay that gcu tlemau tho poor compliment of inking him for on imbecile, in conucctiou with thia question, we find Mr. Cobden offering, and Mr. Brothertou accepting, u bet of £10,1)00, ugniust a weekly subscription of one shilling to u locul charity, that the invasion will never be attempted, it is aaid, that, before a bet can ho made, two fools must be found, one to propose it ami another to take it up; and, accepting this a* the husis of nu enquiry, it would not be diffi cult to conclude which of tho above named gentlemen is the greatest fool of the two. J sincerely trust, however, thut Mr. Cobden may ulwuys remain in possession of his £10,000, and that Air. Brolhertun will continue to pay his weekly shilling to the end of his duys. Looking nt tho matter, however, in another point of view, it would seem that the Attorney General is in duty bound to prosecute both these Members oi 1'arliament for tin* offence, publicly committed, of hotting ; which is ille gal in England, the practice at ruco courses to the contrary notwithstanding. Tho increasing number of ships advertised leuve Engluud for Australia is striking evi dence of the interest which is fslt in the mother cou ntry ns to the iinpoi lance of that colony. The Island Continent, as it is called, is certainly a wonderful country. With an urea os large us these United Stutes, exclusive of Texas uud California, it is ouu mass, so to speuk, ofmiiicrul and agricultural wealth—rich, to almost fabu lous extravagance, in gold, it is one of the most fertile wine countries in the world, ami pasturage is unequalled anywhere, ami taking iuto consideration its immense extent, one of its must •xtruordinury features, is the *1011)1 want of nuvigahle rivers. The streams which have been discovered, il is said, for the most part take their rise iu the neighborhood of the coast, and How into the interior, the land being apparently without any mountains of rfliiiurkahle altitude. Where these rivers Iubo themselves, is still a mystery, and we me left lu conjecture which oftlie two alternatives more probable—either thut they empty them- Ivea into some vast inland lake or lakes, or disappear, us is frequently the case in the (urge anti I let*, into the earth. In New York and Boston, there is much ex citement in regard to Austrulia. A large num ber of sailing vessels ure inking ill cargoes fur Fort Philip, Sydney, Melbourne, and Victoria, and two steumers are also advertised to 1 shortly. It is not difficult to foresee that in less than one year, the trade between this city und the Australian ports will be very im portant. Much satisfaction will doubtless prevail in the colony on tho receipt of Lord John Russel’s declaration that convicts will no longer be sent to Van Diemeu’s Laud. The receipt of intelligence from California to New Orleans, uud, by tulegruph, to New York in 18 days, lias created a lively sensation—but prevailing habit is still iu the ascendant, our good citizens are crying "Quicker! Quicker!” The disgraceful scene reported ns having iurred between Mr. Brigg’s of New York, •ml the Post Master General, lias been much spoken of here and is greatly regretted.—Air. Briggs’s violenuce is beneath censure,—mid Air. Hubbard's tranquility or inactivity under serious nu insult as the infliction ofrepeuted blows, leaves it open to conjecture whether he is an extremely courageous mail or the oppo site.—It would certainly appear that none hut very hold man could ad'urd to stem tho weight of public opinion, to be pronounced on such puasive endurance, because if he were actuated by any other than the most extraor dinary and wilful forbearance for * rightousness’ sake,’ his calm reception of so terrible an in sult, would under the application of such a title as " man ” be misplaced. A shameful scene is also reported to have occurred in the House of Representatives, of Massachusetts, the soi disant Alodel Common wealth, where the opposition of certain mem bers to the speaker was exhibited iu a coarse uud dissu«V”« tfehu-R r—T. ,u ,,aT,, “•** graced a 1 up room. Tlio 1 rtbune goes so lur as to report that oue member expressed a great desire to "Knife the Speaker”—but as this comes from (he Tribune, it should be taken " come grano salis ** till it shall have been authenticated. One curious fuel among other disclosures was brought to light in this trans action—namely that certain members iudulged in liquor, during the sessions, even to inebria tion. This is admirable iu the .Stale which has passed the Alaine Liquor Law by a " tri umphant majority While on the subject of the Alaine Liquor Law, the fact may he adverted to, that the Leg islature of New Jersey has just negatived this humbug by another" triumphant majority.’* Washington’s Birthday was very poorly eolebrated here on the 22d ult. The military turn-out was by no means as gcncrul as it should have been, and beyond two or three miserable transpureuciee representing Wash ington in a very rusty suit of black, with a hooked nose, uud immense calyss. there was little external notice taken of the occasion. Fireworks were promised, front the City Hall, lone were fortcouiing, and that building merely decked out with a profusion of littlo bits of lighted Candles in all the w iudoMt, like a Chinese lantern show or any other simi lar absurdity. The " Free Democratic State Convention” has held its meeting at Syracuse, aud dispersed. The principal speakers were of course such persons at Gerrilt Smith, (white man,) and Fred Dougluss,(black man;) the Rev. Antoin ette Brown; and other ladies of the same cali bre, assisting nt the entertainment. These fanatics, the Herald reports, go in for "no South no North, no Mule no Female, 1 ’’ and amalgamation of the ruccs by inurriuge is in high favor. Surely these Vantricus who, having nothing else to do, agitate lor very idle ness, would ho much belter employed at street paving. Were the nonsence which they spout confined to their particular district, they might carry on their outrageous farce's with out inconveniencing any one, hut unfortunate ly tho newspupers proclaim their outrage to Europe, and Europe exults accoiuingly. It is iu relation to tlio continued agitation of the Slavery question, that a late number of tho Landuit Times, contains the following:— " When the whole dispute with its thousand aggravations is brought periodically before the Public in its most practical ondoflensive form, it Beams impossible to anticipate ihnt peace can be long preserved.” It does perhaps seem so to the London Timis, and 1 am sorry to ob- servo that some of our own penplo pretend to entertain similar viewu But these prophets of evil, who count on discord, will themselves encounter coufusion, uud leant, no doubt to their own discouteut, that there is much dif ference between a teapot convocation nt .Syra cuse and sueh a world wide hurricane as nation al discord in the United Slates would be. An able letter signed " a slaveholder” from the pen of a gentleman of Georgia, ^published in* this morning’s Courier and Enquirer, and creates considerable interest. It is calmly and genlleinnnly, but nt the sauio lime, very power fully written. •in. Tlio Broadway Railroad question is still ugiluted, and mill finds new friends and new opponents. The only pel sons at present gain ing by the proposed undertaking are the law yers, and what witli injunctions, and appealr lighter description ol hides, from 20 to 21 lbs., ure those best suited to tqis market, aud ioi these kinds higher prices havo been ruling here than iii uny purl of the world. Consider able parcels of wool also find their way hither from Suutli America, thrum'll Buenos Ayn Alesti/.io, Cordova, Entie Rios, and Bueu Buenoh Ayres kinds being admirably adapted for not mttKifticturers. The foreign influence, however, in Buenos AyreH is almost exclusive ly British, our government liuviug very little weight in the policy of (hat country. Generul Pierce mi^lit turn his intention to this quartet with manifest advantage to the United State*. There has been some uneasiness in all branches of our commerce during tho pust week. Bpcculotors generally are, nervous, sell ers are anxious, and buyers are mole thun or dinarily cautious. Aluny persons seek to sup press or to deny tho only reul cause (of this mate of things, but the observer cannot fail to detect the fact thut there is a pretty general apprehension of aupruuching tightness in the money market. '1 hat such an apprehension should exist in the fuce of a large crop of cot ton which has been retelling unexpectedly high prices, uud of a heavy exportation of all 'other articles of our produce to sound markets abroad, ia of itself sufficient evidence of the consciousness of over speculation. It is also no doubt borne in mind (end if it be not it should be) thut overtrading bits not been con- lined to this country, but lias also existed in Engluud and in France, and in some of the Eastern colonies of the British empire. The result bus been, ns stated iu my lust, that the Bank of England lias found itself compelled to advance its rule of discount, basing this action on premises which furnish good cause for be lieving thut u further reatrictioii will speedily ho found necessary. This withdrawal of facil ities loading here, the merchant, or trader, or speculator, or bull gambler iu the stocks, who hut a month or two ego was buoyant in hi* confidence and heedless in his speculations, suddenly finds the conviction forced upon him that ho must open the sufety-vulve of his en gine and nut on the break at once, to avoid his being hurled off the embankment and headlong down the precipice. Business receives u sud den check, aud operators become for the while more prudent. .So far well, if things could be made to run smoothly ut half speed. But no !—Now comes the harvest of the alarm ist. 'i’lie prudence of tho merchant or trader is misconstrued or wilfully perverted,(and with u sudden revulsion as deplorable as it is sillv, the men who were a short time'before ready for any speculation, from a bale of cotton to the sugar crop of an island, begin to offer pood notes on the market in a feverinh mania lo ali/.ing, uud pertinaciously shut themselves out from the ordinary business of the day. The Lions of the exchange are transformed iuto tho Deer of Wall-strei-t. Alarm begets suspicion —suspicion crcuies generul incredulity—from general incredulity springs despondency, end then the murkels ure down—-nobody buys, no body cun sell—the neighboring cities take the contagion, the whole country is infected, uud only the Bears and the newspupers profit by the convulsion. This is the extreme to which we shall per haps be urged if a further stringency of money facilities be not met with thut judicious cool ness which cun alone coiifrout the evil. And now let us glance for a moment at the inquiry whether there is or is not cause for a commencement of thut dread, the usual effects of which huve just been spoken ot / And, firstly, what is it we huve principally to fear ? —the large remittances of specie to England in payment for importations yet unsold, or, in cuse of a panic, unsalenblu for u time. Now, the remittances of specie, however luavy they may have been luicly, have only lutely been so; and seeing that exchanges me aguin looking down, arc not likely to continue on the suiiie extensive scale. Again, il our importations have been excessive, the present feeling has already began to impose a healthy check on tho movements of importers, and BmsWtiSJ , 5« '“ r |8 rff/cfitr. '(film is general, that before the next English harvest, heavy parcels of our breabstufls must be ex ported. On this point tlierfore, it would rea sonably appear that legitimate commerce has little, if any thing lo fear. A second subject for apprehension is the ex tended building of ruilrunds aud shipping throughout alt parts of the country—another the translation of floating .capiful into fix ed capital, which can yield only a periodical per centage, instead of me usual total return of first outlay, as in cases of ordinary business. 'Phis matter, however, important as it undoubt edly is, does not havo any direct, and scarcely any serious effect on regular business opera tions. It is a question for the consideration of tlio mnntuers in " fancy stock,” and oili er bubbles with high sounding titles- These gentlemen havo already felt the pinch, and Will no doubt huve a severe struggle, and it is chiefly through them thut the newspaper alarum bell bus been rung. There is therefore no reuson whatever for alarm, though there is abundant necessity for cautiuti, und with the gold of California to buck us up, there can be no just cause to apprehend that in the absence of war, ordinary r ii udsiiceland coolness will fail to carry un safe- y through the difficulties which a tight money market lit England and on thin sidejmay possi bly produce. First clans signatures now sell in the street at 8 per cent, per annum, but not us readily ns usuul. Tbe cotton market ill England at the latest dales showed material reduction iu prices, hut for the reasons previously expressed, I think we should be prepared to read less favorable accounts from Liverpool. Already spinners bad begun to feci thu cflects of tl.eir former loose purchases, and if money continue to be not reudily obtainable on easy terms, to say nothing of its becoming scurcer, all chances of (heir being able to bolster up the market will havo vuuished. Aleunwhilo the receipts will have continued to augment the stocks, and it is probable that the chief gainers by the lute shipments at high prices and rates of freight, will he the carriers. Our market for this staple has been quite un settled since niv last, losing |c. at the early F »nrt of the week, but closing rather more firm- y yesterday nt prices which show that an 1 bus been recovered. The sales are estimated at about 7,800 bales, leaving somewhat scarce supplies ol grudcsahove low middling.Middling Uplands is worth 91. d> 9jq Middling Orleans Frrighns ore again firmer, being nt 3-ltid. ® Id. per lb. on Cotton—uud 2*.9d.'«<3c. per bhl. of Flour, both to Liverpool. Nkssuno. t Co, U Alexander, Atkin ft Burn, J A Brown, U Butler und counterAppeals, with tho rosluftlie machi nery of the " Trade of Luw.^’ Their profits must be extensive. That u railroad must ul timately bs built in Broadway, no one who has witnessed the confusion ami heard the noise over our principal thorougnfuie' will be likely to question. But, as usual, all parties agreu to disagree for some time, and until they come to « point again, we must wait patient- ly. Alany of our most respectable citizens, have voluntarily engaged in tho collecliou of Sub scription* for a testimonial lo bo presented to Lieut. Alaury, Superintendent of the National Observatory of Washington, in acknowledge ment of his valuable services iu the cause of Science. A considerable «utn has already been subscribed for in South street, aud tho testi monial will, no doubt be worthy of the distin guished recipient. Intelligence has been received of the suc- ci’sful passage of the Andes, bv Lieut. Mac- res, who it ths latest accounts had arrived at Nruedoza in the Augustine Republic. Aa Caleb Quotem would say, “ talking of the Au- gustiuo Republic pul, mo in mind of Buenos Ayres.” Our government has been very sleepy in this direction—apparently because they ilo not appreciate ths importance of the still increasing trade between that republic and our own. The importations from Buenos res consist chiefly of Hide* and Wool, the former snide the receipts yearly .-.fer^Ja'^llwM Ar*.ui:oe. l»«o lu idmI lit. luurutud deiutml.
