GT Mhs. Franklin Fierce arrived at
New York on Saturday afternoon, en route for
Washington. She is accompanied by Hon.
Charles G. Atherton.
Gaitiks at Washioton.—-It is stated that
on this (Tuesday) night the French Minister
is to give at Washington a superb party in
honor of the marriage of Napoleon 111. Tho
Prussian Minister gave a splendid dinner on
Saturduy. The Heads of Departments in
both the old aud now Cabinets are expectod
to give parties respectively to Mr. aud Mrs.
Crittenden. President Fillmore was to give u
lurge dinner party, yesterday, in honor of the
President elect. The outgoing and incoming
members of 1 the Cabinet, und the more distin
guished Senators and Kepresenintives^ero at
the table.
Boston, Feb. 27.—Fatal Accident.—Last
eveuiiig a son of Mrs. iiowles, ofKoxbury,
seed 10 years, boarding with his motbsr at the
United States Hotel, fall over the banister to
the marble floor, a distance of 25 fset, and wus

Mr. Cubden at a late Peace Meeting in Man
chester, which was attended by aoinesix thou
sand persons, we take the following striking
paragraph relative to the efleets of u Europe
an war upon American Commerce. The po
sition is unquestionably a sound one:
Now, I huvo heard a great deal of 'rash
talked, and have scan u great deni more writ
ten, about what is to bo expected from the Uni
ted States of America, if we declare war with
France. Don't deceive yourselves. America
is uot coming to put herself in alliance with
tbe Anglo-Saxon race to make war with France.
(Chears.) If you go to war with France, 1 tell
you.wbatthe U. Slates will do,—the first tiling
they will do will be to assume a very bold al
titude, and require you instantly to abandon
that right of search which was claimed und

open question even at the peace. Now, you

of visiting American vessels.

pool deserve such a state of things if they
■unction such a course of policy or encourage
that tune of the press which invites provoca
tion and war of that kind. Though we have

do for ourselves, have you ever considered
what effect it would huve upon this district—
tills busy hive, which subsists entirely upon
the industry that ia employed upon the raw ma
terial brought from abroad?' It would be a
very diflerent thing to throw tho country into

what it was some 00 years ago, for our enpi-

We copy the following admirable article
from tho Newark Daily Advertiser. The
writer lias evidently given the subject much
attention, and his deductions will be found to
be correct; -
Wiint are called laws in political economy-
are very different from those, which pass under
the same nume iu natural science, astronomy
for exumple. These are so invariable and
exac, that nmlhemuliea can deal with them as
absolute certainties. Not ao with those which
are suid to govern the growth of our popula
tion for instance, or the effect of the uddition
of the gold products of the minea of California
aud Austrujia, to the quantity of that inctal al
ready in existence. A law ol rise in value has,
however, been attempted to ha deduced from
the comparison ofprices at various periods be
fore and since the discovery of the Mexican
mines about the year 15(H). It is ussumed,
that the stock of the preciuus metals then iu
the world was about one hundred and fifty
millions of dollars. By the opening of those
mines, it is computed, that at the end of that
century live times the original slock, or 750,
000,000 dollars hud been added. In the next
century, ending in the year 1700, uu equal
sum is supposed to have been contributed to
the circulation, making the amount of the
precious metals in the possession of mankind
to bo lifleen hundred millions. In one hundred
and fifty years more, that is, in 1850, this sum, by
(heoperatiuii of the Aiueiican mines, hud been
augmented, according lo a common estimate,
to three thousand millions of Jullurs; a few
huve placed it lower, and several, »c think,
considerably higher. But precise accuracy in
the amount is nut the point with ua at present.
Now it lies been thought, that there is a fix
ed proportion between these regular increm
ents in the amount of the precious metals, and
tho values of commodities and luud. Thus,
according to this theory, if there aro now
thtce thousand millions of dollars in use, pro
perty must be twenty limes us valuable, us it
was at the discovery of Ameiica, three and a
half centuries ago, because lha gold und silver
uow in the world bear that proportion lo what
it then possessed.
But if the foregoing statement have any good
approximation to correctness, no such luw, i
has been supposed, can possibly exist. Fi
there has been no such change in prices. Tho
price of wheat has been said, by fihnilh and
others, to bo the best stuudard tor comparing
the prices of all commodities at diflerent tunes.
Yet the discovery of the mines in America,
bird uu considerable effect on the prices ol
things iu England for more than seventy years.
It wus not till alter 1570, that a marked alters-
lion was noticed, and that was 20 years after
cyan Ilia rich mines of Pulosi were discovered.
From 1570 to 1640, silver sunk iu value, so
that it took from (i to 8 ounces to buy a quar
ter of wlieut, which might have been had be
fore lor two. Between 1630 und 1640, the ef
fect of the discovery of 'lie mines uppears to
have been completed, aud the vulue of that met
al seems never to have sunk lower iu propor
tion to com thun it did about that time. Af
terwards, und during the lust century, it con
tinued to rise.
Whut then becomes of a law, which claims
to regulato the vulues of all commodities by
the scarcity or abundance ol specie — one
which bus excited the apprehensions of many,
lest the abuiidancu of California and Austra
lian gold should almost have the operation of
producing such a repudiation ol its value, as
io make it by and by but a little belter than
sort of “ old tenor,” of continental memory 7
The history of the discovery of the mines about
the year 1500, aud of its effects since, will al
lay all (cars on the acore of the immense ap
preciutiou ol all descriptions of property.
Iu the first place, assuming the present
quantity of specie to be three thousand mil
lions, the annual addition, even from the pres
ent prolific sources, is but a small per eentage
on the whole. But then ita depreciation, whicji
we seu must at auy rate be very gradual; if there
were uo counteracting cause, is checked ur
almost entirely counterbalanced by a demand
fully uquul to this supply, bountiful as it
While men leel its stimulating force in the
creusing pulsations of business, the value of
money cannot fell; indued, a scarcity is rather
to bo apprehended fiom tho rapidly growing

uses found for it will very much outrun the im
ports from thn mines.
When the wealth of a country increases, and
the annual produce of ita labor becomes great
er, a greater quaulity ol coin becomes necessa
ry to circulate a greater quantity of commodi
ties. If we were a stationary people, ond did
noteulurge our industry and exchanges, wh le
cargoes of gold were pouring in unon os, the
effect would be widely difleieol. But our en
terprise, on the contrary, still shoots abend
even of our multiplied resources; and tho fresh
additions ol the latter are after all inadequate
lo the execution of our grasping plans. Plate,
pictures, statues, sumptous furniture; luxu
rious houses, expensive jewelry, rich ward
robes, wines of fabulous age and fluvor, equipa
ges aud the likecxtrsvagauce, will drink up
the gold dust like so many sponges, and if
there is any of it left, some of us will gild our
houses with it as the Chinese do their pagodas.
For ages, other countries contributed gold and
silver to that rich empire; but they did uot
lose value, for the consumption was in propor
tion to their receipts. Tho verv increase ot the
inhabitants of die civilized world demands uu-
nunlly a large fresh supply of coin to Keep
the stock of circulation good iu the bunds of
every individual.
Beside, the annual contributions, amounting
from a hundred to u hundred and thirty mil
lions, more or less, will probubly bo stationary
ut about that figure, but by no moans larger,
while the whole amount in circulation is of
course growing greater; thus diminishing the
percentage of the increase every year, till it
comes to bu i fraction not lo be appreciated.
But'tbis percentage ought, in fact, as has been
said, to be reckoned, not only on the specie used
for tho medium of exchange, but on everything
else which is taken as money, and gees to
swell its amount, such as hunk notes, bills of
exchange and other negotiable paper. How
soon soma of these may bo • withdrawn from
fulfilling the luuctious of coin, we do not know.
What u Democratic administration through the
country may attempt, uo one can tell. In this
Slate, we know what one of thorn is trying to
do. Should hank note circulation bo foibid-
den in obedience lo a delusive notiou popular
in some learned financial quarters, there will

On the whole, if any one is uervous on the
is uo present danger; and if lie does not live
longer than Methuselah, we believe it will not
coma till he also shall bo gathered to his
fathers. There is also a moral as well as u
cousolntiod-—do nu£ invest too deeply in iund
or anything else with the expectation of reap
ing an immense fortune (rom its rise in conse
quence of a fall in the vulue of gold. The
present vuluea of land ond rant are evidently
speculative. The actual abundance of the
precious matnls has not produced them, hut
tho crazy erv of anticipated inundntiou, which,
alter nil, will never reach us. Your speculator

Corruption in the New York Councils
— Tteo of the Aldermen Indicted.—The
frond jury of New York city has indict
ed for misdemeanor iu oflice Alderman
Smith and Aldermau Hurd, two of lha
meiubeis sitting ou the Bench of the Court .to
which lha indictment wua made. The present
ment slates that many of the witnesses sum
moned Imviei refused to testify, but enough has
been elicited to show that gross and stupend
ous frauds, and wilful violations of their official
duties have been perpetrated on the part of
various members of the Heeds of Departments

Scientific.—We find ihe following state
ment in the National lntclliifrneer from its
London Conespoiulent:
Mr. Farrnduy.in a lute lecture before the Roy
al Institution upon the 'magnetic forces,' made
the following impotlant announcement.
“ A German astronomer haa for many years
been wutelling the sputa on the sun, and daily
recording the result. From year lo year the
group of epots vary. They aro sometimes
very numerous, sometimes they are few. Af
ter a while it became evident that ihe varia
tions iu number followed a descending scale
through five years, and men on an ascending
scale through five subsequent yours, so that
the periodicity of the vaiialions became a visi
ble fuct.
'• While our German friend was busy with
his groups of sun spots, an Englishman waa
busy with the variations of the magnetic nee
dle. He, too, was a patient recorder of patient
observation. Ou comparing his tabular reaults
wiih those of the German astronomer, he fouod
that the variations ot the magnetic needle cor
responded with the variations of the sun-spots
—that the yeare.when the groups were nt their
maximum, the variations oil the needle were ut
their maximum, and so ou through their senes.
This relulion may ba coincident merely, or
derivative; if the latter, then do we connect
astral and terrestrial magnetism ; aud new rea
ches of science are open to ue.
*' One Touch of Nature Makes the
Whole would Kin.”—A car, lull of passen
gers, recently passed over the Boston and Al
bany Railroad, in which occurred n simple hut
touching scene worthy Af record. One of the
passengers wus a woman carryjug tn her arms
a child who aruioyod every one by its petu-
lanco and cries. Mile after mile tho passengers
hare tho iubiction of its noise, which rather in
creased than diminished, until at last it became
fuiious, and Ilia passengers nearly so. There
were open complaints and one man shouted
“lake the child out.” The train slopped at a
taiiou, when an old gentleman arose, and made
the simple statement thntthe father of the child
had died recently away from home, that the
mother hud been oil a visit to her fiiends and
had died while oil tho visit, that her dead body
wus on hoard the train, and iliut the child was
iu »he arms of a woman who was a stranger
toil. It wns enough. There was a tear in
nearly every eye, and ull wero melted into
pity and patieuce. All aelfishneas was lost in
thinking of the desolation of the poor little
wanderer, who would have found a warm wel
come in tho hands that, a moment before
would almost huve visited it with n b|ow.
A.Singular Family.—In a small village
in the Bone lies du Rhone, (France) there ia a
family of three persons—Husband, wue mid
daughter—who huve made a solemn vow t*>
preserve the most profound silence. A travel
er who lately passed their dwelling, finding
it necessary to take some “ inquiries ” respect
ing his way, applied to these eccentric people.
Not receiving any answer to his questions, he
related them, when, to his greaUaetonish-
ment, they, in a fit of nxasperation, seized a
cudgel, tonga and turnspit, and threatened him
with summary castigation. 'Phis extraordina
ry conduct is explained by the fact that the
parties had become thn dupes of a clerical im
poster, who has taken advantage of their cre
dulity by holding out to them the acquisition
of a gieat treasure, on condition ol their main,
tainiug a strict silence. They have formed
the resolution to keep eucb silence for the
space of niueyears, only one half of which
time has yet expired. But so compfele an in
terdiction of the use of the tongue could not
fail to become intolerable to tho female portion
of tits family, the imposter granted them per
mission to indulge their natural propensity
anywhere beyond the limits of their commune.
Iu older to avail themselves of this privilege
the two women regularly repair every market
day to the little town of Belfort, where thev
enjoy the conversation of their neighbors and
mitigate to some degree the privation wliich

Boston, February, 27.—A dispatch from
•jalitax states that the regular aession of the
New Brunswick Legislature bus been opened
by a speech from the Governor, at Frederick-
ton. to relation to the Fishery quealion, he
stated that the Piovincial Government had not
been unmindful of tho importance ol the Fish
eries and Free trade with tho United States, or
of tlie intetests ol the people. In the pending
stato of the negotiations, it was, however, im-
poaiblo to give any detailed information at pres
ent. Thn Governor expressed himself happy
in being able to state that the prosperity of glia
Province of Nrw Brunswick wns one of of the
main subjects tho Queeu has in view, and, in
any adjustment of ihe Fishery Question, the
interests of New Brunswick will be (carefully
considered.
The Provincial Secretary also presented a
dispatch from the CoIoiumI Office, in reply to
the Halifax address upon (he F'Jhery question,
and it was moved that an address be sent by
the next steamer, deprecating any treaty in re
lation to the fisheries in which Nova Scotia
