Liverpool Cotton Market.—The aalca of cotton Tor the week ending on Friday even ing tho 22d ult., wero 42,000 bales, of which speculator* took 5,000, and exporters 3,000 hales, leaving 34,000 bales for tho trade. The decline was oue eighth ofa penny on Middling and the lower qualities. Holders wero not pressing their stocks on the market. The quotations are as follows : Fair Orleans I f*jd; Middling 5|d; Fair Upland 6|d; and Middling 5|d. Another dispatch quotes Fair Orleans at G^d; Middling 5}d; Middling Up lands at 5Jd. Consols are unchanged, and quoted at 100|. The Bullion in the Bank of England has increased jC215,000. The trade in the manufacturing districts has aligbtly declined. Rice was in good demand at au advance of one shilling. Havre Cotton Market. Tho aalea of cotton at Havre for the waok ending on tfie2Uth ult., comprised 10,000bales. Political. England.—Lord Clarendon informed Parliament that negotiations are still pending between England and the United States re* apeciing the fisheries. Germany.—A democratic conspiracy has been discovered at Hanover, and numerous arrests had beeu made. The couspirators at tempted to seduce tho soldiers from their alle* geoce. Charleston Cotton Market. Charleston, May 5, P. M. The sales of cotton for the week comprise WOO bales, at 7j to 10$ cents. The market closes with a decline in prices of |c on the better grades and |c on the lower. We quote Middling Fair at 102*10} cents. The receipts of the week amount to 7000 bales, and the stock on hand, exclusive ol that on shipboard, is 44,466 bales. Now York Cotton Market. Balvimorr, May 5, 6.8, P. She reports that the bark Lady Suffolk had succeeded on the 28(h ult., in landing six hundred slaves near Matanzas. They had no effeot of any moment on oar market, which elosed rather doll, in consequence of the high rates demanded by holders, Oa Saturday the market coatinaed qaiet with sale* of only 104 bales. On Monday the Baltic's news, three days later, was published, reporting a decline of 1*16 @*d.in the Liverpool market, on the lower and mid dling qualities. That day having been generally ob served as a holiday, littlo business was done, and no sales of Cotton reported. Ou Tuesday the sale* were 272 bale*?, on Wednesday only 16, and on Thursday 121 baits. The market each day closing dull, and the sales at irregular p/lees. Yesterday (Friday) morning, three days later dates from Liverpool by th# Asia,cams to huid, confirming the decline of for th* week. The fall effect cf these account* on our market have not been developed, and the sales /esterday were but 305 bales, vis : 6 at 49 at 9, 156 at 10,110 at 10 t 16,24 at lUJq, and 42 at JOH cent*. The market closes in an unsettled condition, and we Had it impossible to give correct quotations. Holders generally ask high ratal, but to effect sales, havo to submit to a decline on last week's prioes. Middling Fair will not bring more than lU;*c, and fsw holders will sell at that price.
